7 Mayor Faust called the meeting to order at 7:00 p.m.

11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

22 I. APPROVAL OF FEBRUARY 26, 2019 CITY COUNCIL MEETING AGENDA.

24 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City
25 Council Meeting Agenda of February 26, 2019 as presented.

37 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve the Consent

1 City Manager Casey provided a summary PowerPoint presentation of the 2019 Strategic Plan.
2 The strategic planning session was held on January 10 -11, 2019 with 32 participants. Mr. Casey
3 reviewed the team members, the process, and the progression. The updated vision is "Saint
4 Anthony is an innovative and vibrant community that values our unique environment, providing
5 a full range of quality services, and is a thriving city in which to live, work, learn and play ". The
6 accomplishments and long -term priorities were reviewed. Guest speakers from Hennepin
7 County spoke on how communications drive reputation management, strategic communication
8 and engagement. The Strategic Plan and the Pyramid can be found on the City's website.

10 Councilmember Stille referred to the vision statement and noticed the word desirable should be
11 thriving. City Manager Casey stated he will have it corrected.

13 Mayor Faust complimented the City Manager and staff on the pre -work done prior to the
14 sessions. This helps St. Anthony move forward and is a basis for best practices.

16 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the 2019
17 Strategic Plan as presented.
18 Motion carried 5 -0.

20 B. St. Anthony Administration Department Annual Report.

22 City Manager Casey provided the Annual Administration Department Report. The organizational
23 chart was reviewed. A review of the City Councilmembers, the organizations /committees they
24 are liaison to, and 2018 Council Meetings was provided. The 2018 Highlights included the 2040
25 Comprehensive Plan Update, Government Alliance on Race & Equity, Students in Government
26 & Youth in Leadership, Technology, Salo Visitors, Collaborative Reform, Body Camera,
27 Emergency Management Exercise, GreenStep 5, GreenCorp, Sustainability Fair, Organics Drop
28 Off, Goal Setting Session, and Conferences and Meetings. A Tour of the City was held on May
29 24, 2018 including the Mayor /Council, City Manager, Department Heads, Engineer, Planner,
30 Planning Commission Chair and Parks Commission Member. A summary of Human Resources
31 was provided. Ways to Connect and Engage, Elections, Spring Clean-Up Day, Fix -It Clinic &
32 Tech Dump, Sustainability, Community Affiliations, Grants & Cooperative Ventures,
33 Development, 2018 Building Permit Valuation, the Planning Commission reviews were also
34 provided. The entire report can be found on the City's website.

36 Councilmember Gray stated he is amazed at what the City Administration Staff has
37 accomplished.

39 Councilmember Stille stated all the department reports will be presented in upcoming meetings.
40 At goal- setting, social media was discussed and will be part of improved communication within
41 the City.

43 Mayor Faust stated all accomplishments are important to St. Anthony being a well -run City. He
44 commended Staff on the great job they did.

46 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

City Manager Casey announced this Saturday is WinterFest from 11:00 a.m. — 4:00 p.m. in
Central Park.
Councilmember Gray had no report.
Councilmember Randle had no report.

9 Councilmember Jenson stated on February 25, he attended the St. Anthony Fire Department
10 Relief Association Meeting.
11
12 Councilmember Stille reviewed on February 21, he attended the Community Advisory Board
13 Meeting which is held quarterly.

15 Mayor Faust stated on February 21, he attended the Legislative Conference for Cities where
16 Governor Walz provided the opening remarks. He briefly reviewed the agenda with other
17 speakers present.

19 VIII. COMMUNITY FORUM.

21 Ms. Lona Doolan, 3511 Harding Street, stated she is in support of the change in the Park
22 Commission function which is currently being reviewed. An example of the good work of the
23 Parks Commission is the organics recycling.

25 IX. INFORMATION AND ANNOUNCEMENTS.

27 Councilmember Stille stated it snowed today and he has received many compliments for Public
28 Works on the job they do plowing within the City. The Fire Department has also done an
29 outstanding job working under very cold conditions.

31 Mayor Faust announced a St. Anthony resident and Past Mayor Sally Ann Haik passed away.

33 Councilmember Stille stated Dorothy Fleming also passed away and she was a former
34 Councilmember.

38 Mayor Faust adjourned the meeting at 7:45 p.m.
