A. Presentation of 2018 Audit 4

Ms. Peggy Moeller, Redpath, Ltd. presented a summary of the 2018 Audit Review. The reports 6
that were issued included the Comprehensive Annual Financial Report, State Legal Compliance 7
Report, Report on Internal Controls and Communication with Those Charged with Governance. 8
The financial statements are the responsibility of management, the role of the Independent 9
Auditor is to report on the fair presentation of the financial statements and a Clean Opinion was 10
issued on the 2018 financial statements. Ms. Moeller reviewed the Financial Results including 11
the General Fund, the Water and Sewer Enterprise Fund, and the Liquor Fund. The State Legal 12
Compliance Report is required by Minnesota Statute §6.65. The OSA audit guide covers seven 13
categories: contracting and bidding, deposits and investments, conflicts of interest, public 14
indebtedness, claims and disbursements, other miscellaneous provisions and tax increment 15
provisions. There was one finding of noncompliance. Ms. Moeller noted consideration of 16
internal control as a basis for designing control there were no findings for 2018. The required 17
communications are any change in accounting policies used (Implemented GASB 75 – 18
Accounting and Financial Reporting for Post-Employment Benefits Other Than Pensions 19
(OPEB)), difficulties encountered in performing the audit (none), and disagreements with 20
management (none). The minimum fund balance policy was met. There are seven GASBs not 21
implemented by the City. She thanked Shelly and all who assisted with the audit. 22

Councilmember Stille thanked Ms. Moeller. The audit makes sure the numbers are correctly 24
reported. The citizens can feel good about the City’s financials. 25

Mayor Faust stated the audit process has gotten better every year and when Ms. Moeller talks 27
about management she is referring to the City Manager and City Finance Director. 28

B. Resolution 19-055; a Resolution Authorizing Issuance, Awarding Sale, Prescribing the 35
Form and Details and Providing for the Payment of $2,480,000 General Obligation 36
Bonds, Series 2019A. 37

Ms. Stacie Kvilvang, Ehlers & Associates, presented a summary of the bonds that were sold to 39
finance various storm water and flood improvements as well as the sidewalks and utilities along 40
County Road C. The AA rating with stable outlook was affirmed by Standard and Poors. 41
Northland Securities was the low bidder with a true interest cost of 2.0756% 42

Councilmember Stille referred to the 10-year treasury bond and borrowing costs are low. 44

055; a Resolution Authorizing Issuance, Awarding Sale, Prescribing the Form and Details and 2

City Manager Casey reported the Summer Newsletter will be mailed to residents and should be 10
received in the next few days. 11

Councilmember Gray noted on Saturday, June 15, he attended Coffee with the Council. These 13
are held the third Saturday of each month. 14

Councilmember Randle also attended Coffee with the Council on June 15 and he always learns a 16
lot from the older population. 17

Councilmember Jenson also attended Coffee with the Council. On June 19, he attended the 19
Kiwanis meeting and met the new Jr. High principal. 20

Councilmember Stille stated he watched the Park Commission meeting and there was discussion 22
about a dog run. He would be in favor of exploring that although it has been looked at previously 23
and there were reasons not to do that. He attended Coffee with the Council. He noted a resident 24
was concerned about the sidewalk in front of Autumn Woods but that is a County sidewalk so he 25
emailed the County Commissioner about the sidewalk needing repair. 26

A RESOLUTION ACCEPTING GRANTS AND DONATIONS RECEIVED
WHEREAS, the City of St. Anthony is required to accept all grants and donations by resolution; and
WHEREAS, the City of St. Anthony has received the following grants and donations in the 2nd quarter
of 2019:
Ramsey County 2nd Qtr. Hi Viz 2,238.63
Hennepin County Recycling Grant 15,238.00
Total $17,476.63
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of St. Anthony Village
hereby accepts the grants and donations as received in the 2nd quarter of 2019.

Dear Honorable Mayor, City Council, and Staff:
Rebids were received for the above-referenced project on Thursday, June 20, 2019, and were
opened and read aloud. Seven bids were received. The bids were checked for mathematical
accuracy. Please find enclosed the bid summary indicating the low bid as submitted by US
SiteWork., Inc., Elk River, MN in the amount of $414,754.00 for Bid Alternate 1 and $473,667.50
for Bid Alternate 2. The Engineer’s Estimate was $280,000 and $300,000 respectively.

FOR THE INDUSTRIAL PARK FLOOD IMPROVEMENT PROJECT REBID
WHEREAS, pursuant to an advertisement for bids for the improvements as shown on the plan for the flood
reduction improvements within the industrial park, located south of County Road C (29th
Avenue NE) and east of Highway 88, bids were received, opened and tabulated according to
law, and the following bids were received complying with the advertisement:

WHEREAS, City Staff is recommending that the bids be rejected on the Industrial Park Flood
Improvement Project Rebid since the bid exceeded the estimate,
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony Village that the
bids received are hereby rejected, and
BE IT FURTHER RESOLVED, that the Engineer, WSB, is hereby authorized and directed to return
forthwith to all bidders the deposits made with their bids.
