ANTHONY 2 PARKS COMMISSION MEETING MINUTES 5 November 8, 2004 6 7:00 p.m. 7 Conference Room 8 9 10 I. CALL TO ORDER. 11 Vice Chair Koehntop called the meeting to order at 7:00 p.m. and welcomed everyone in 12 attendance. 13 14 II. ROLL CALL. 15 Present: Vice Chair Doug Koehntop, Commissioners Julie Gebhardt, 16 Colleen Hallada, Daniel Ganley and Erich Young. 17 18 Absent: Chair Carol Jindra and Commissioner Eva Knudson. 19 20 Also Present: Public Works Director Jay Hartman; Representative from the 21 School Board Denise Dunn; Rich Koechlien, URS. 22 23 III. APPROVAL SEPTEMBER 13, 2004 PARKS COMMISSION MINUTES. 74 Motion by Commissioner Young, second by Commissioner Ganley, to approve the September 13, 2004 26 Parks Commission Meeting Minutes as presented. 27 28 Motion carried unanimously 29 30 IV. PARKS UPDATE 31 32 A. URS Final Update 33 34 Rich Koechlien, URS Representative, stated that last Thursday he, along with Chair Jindra and Public 35 Works Director Hartman, did a walkthrough of the park to review the trees. He stated that they 36 identified and marked 25 shrubs and trees noting that it was decided, due to the lateness of the season, 37 that the trees and shrubs would be replanted in the spring. He stated that he is working with the General 38 Contractor on the type of trees that would be replanted noting that they can only plant trees listed on the 39 approved list. He reviewed the replacement and costing process with the Commission. 40 41 Vice Chair Koehntop asked if the identified trees have been marked and documented. Mr. Koechlien 42 stated that the trees were marked and cross-referenced. He stated that he would verify some of the 43 issues. He stated that some of the Hackberry's appeared to be a bit dry noting that he plans to do another 44 walkthrough to check and verify their condition. 45 Commissioner Ganley asked if the tree replacement constitutes the only hold back in final payment. He 4 , referenced the receding edges along the trail system, noting earlier discussions to over -seed along the 48 sides of the trails and asked if this concern has been addressed. Mr. Koechlien stated that they did re- Parks Commission Meeting Minutes November 8, 2004 Page 2 1 seed after the hockey boards were installed. He explained that most of the problems along the trails in 2 some areas is due to bad soil that does get very compacted. Public Works Director Hartman stated that 3 at this point this becomes a part of the regular park maintenance process adding that staff would monitor 4 the areas and maintain as needed. 5 6 Commissioner Ganley asked if there were any issues with bad grass along the trail edges. Mr. Koechlien 7 stated that they did not find any bad areas during the walkthrough. Public Works Director Hartman 8 stated that this becomes a maintenance issue that would be addressed jointly by City and High School 9 staff and reviewed the process with the Commission. 10 11 Vice Chair Koehntop noted that a few trees were re -planted the Saturday before the grand opening and 12 asked if they were part of the total count for replaced trees. Mr. Koechlien stated that several of the trees 13 they marked were not trees marked in the June walkthrough or last fall. 14 15 Vice Chair Koehntop acknowledged that they did mark several trees noting that the total should be more 16 than 15 trees. Mr. Koechlien stated that the original total shows 25 trees and reviewed with the 17 Commission. He stated that he would verify the total. 18 19 Commissioner Ganley referenced the Hackberry problems and asked if they had any other specific 20 problems. Mr. Koechlien stated that there have been problems with the River Birch and reviewed with the Commission. He stated that last June they gave the City the option to choose a different tree type for 22 replacement noting that he would leave the list of approved trees with Public Works Director Hartman. 23 24 Vice Chair Koehntop asked Mr. Koechlien to work with the Staff Assistant to determine and verify all of 25 the trees that were tagged from the walkthrough in June. Mr. Koechlien indicated that he has a copy of 26 the memo and assured the Commission that he would work with staff and the contractor to verify the 27 identified trees. 28 29 Public Works Director Hartman stated that they are in the process of wrapping up the final concerns and 30 preparing to make final payment for the project. He reviewed the maintenance process and final project 31 tasks with the Commission. 32 33 Vice Chair Koehntop asked for clarification of the costs to replace the Hackberry. Mr. Koechlien 34 explained that there is a range that they work from. He stated that the bid range for installing, per tree, is 35 $175.00 to $200.00 per tree adding that they cannot go above $200.00. 36 37 Commissioner Young asked if there was an end resolution for the Hockey Rink boards noting that some 38 of the boards have separated, causing a large gap between boards. He expressed concerns stating that 39 this could be a potential safety hazard. Mr. Koechlien stated that the Hockey Rink was completed by the 40 end of May and explained that it was a retrofit for the new plates. Commissioner Young stated that the 41 area of concern has not been addressed noting that concerns have been expressed regarding the potential 4" safety hazards. He stated that the gap is wide enough that it would be easy for someone to get caught or jammed. Public Works Director Hartman stated that he was not aware of the issue adding that he would 44 review the area to ensure that the boards are installed properly. Mr. Koechlien stated that he knows what Parks Commission Meeting Minutes November 8, 2004 Page 3 22 23 Commissioner Hallada referenced the lower, short retaining wall next to ball diamond at Silverpoint, 24 stating that there is a considerable dip in the pathway that retains water. She asked if there were any 25 plans to repair the drainage in this area and eliminate the dip. Public Works Director Hartman explained 26 that this is the way the area was designed for drainage to get the water overland to the storm drainage 27 pond. He stated that he would review the area and update the Commission. 28 29 Commissioner Hallada asked if there is a warranty on the retaining wall work. She stated that the walls 30 on both retaining walls are bubbling and appear to be settling more than they should. Public Works 31 Director Hartman stated that he would take a look at it noting that it could be a problem with too much 32 water. 33 34 Vice Chair Koehntop stated that he spoke with Council Liaison Stille prior to the Commission meeting 35 noting that he was unable to attend this evening due to an annual Council Retreat. He stated that 36 Council Liaison Stille suggested that the Commission consider and identify park projects that could be 37 included on the Council agenda. He suggested scheduling a workshop session prior to the regular Parks 38 Commission meeting in December. He stated that the Commission could discuss and set priorities for 39 two to three specific projects and formally discuss at the open meeting that would follow. 40 41 Vice Chair Koehntop referenced Emerald Park noting that issues with the steps that lead down from the - s pavilion to the parking lot. He suggested that the Commissioners visit and review the area and provide their feedback at the next Parks Commission meeting. 44 1 area he is referring to adding that he would review the hockey rink to ensure that the boards have been 2 installed properly. 3 4 Commissioner Gebhardt asked if they leveled the area by the pleasure skating rink. Public Works 5 Director Hartman stated that he did not recall any re -grading in the area noting that it was all based on 6 drainage. 7 8 Commissioner Gebhardt acknowledged the discussions regarding slow drainage in the area and asked if 9 this issue has been resolved. Mr. Koechlien indicated that the ramp is what caused the majority of the 10 problems stating that he would re -check the area. 11 12 B. Overall Park System Discussion\Comments 13 14 Commissioner Ganley stated that the Maplewood extension is coming along. He noted that they are 15 approximately a year away from good grass in the area stating that it takes time for turf establishment. 16 He stated that whoever is maintaining the area is doing a great job. Public Works Director Hartman 17 stated that staff would take a look at the area in the spring and will oversee the area as a part of the 18 overall maintenance process. 19 20 Commissioner Ganley asked if there are any plans to over -seed at Silverpoint next year. Public Works Director Hartman stated that they would review the area in the Spring to determine if there is a need. Parks Commission Meeting Minutes November 8, 2004 Page 4 1 Commissioner Hallada asked if that area was intended as a storm water retention area. Public Works 2 Director Hartman confirmed that at one time the area was considered noting that it is no longer needed 3 for storm water drainage. 4 5 Commissioner Ganley suggested that the Commissioners consider any park related issues for the new 6 Apache Development and any long-range planning for potential pocket parks that would serve residents 7 along Diamond Lake on other side of 37t. 8 9 Commissioner Young suggested considering a park bench donation program. Vice Chair Koehntop 10 stated that he would contact Council Liaison Stille and ask if there are any prototypes of plans or policies 11 that the City follows with respect to a donation process. Public Works Director Hartman stated that he 12 would also follow up on the process and update the Commission. 13 14 Vice Chair Koehntop stated that Council Liaison Stille noted that concerns have been expressed 15 regarding adults smoking in the park area, on school grounds, during some of the softball games. He 16 asked for clarification on the school 'no smoking' policies. Ms. Dunn stated that no smoking is allowed 17 in the stadium during games noting that she is not sure outside of the stadium. Commissioner Gebhardt 18 suggested that they consider posting no smoking signs. 19 20 Vice Chair Koehntop asked if there has been any further discussion on tree donation program with the Student Council. Commissioner Ganley stated that he is not sure what the progress has been with the 22 Student Council. He stated that he has been told that they have discussed the program with the School 23 Board but have not received any feedback. Ms. Dunn stated that the School Representative, Steve 24 Kindy, has not presented or discussed this program with the School Board. Commissioner Ganley stated 25 that he would continue to encourage them to advocate the program, 26 27 Commissioner Gebhardt suggested installing signs along the walking paths that suggest exercises to do 28 at certain points along the path or provide markers that show the distance marks along the path. She 29 stated that she would research the signage used in other park areas and trail systems and provide for 30 discussion at the next Parks Commission meeting. 31 32 Commissioner Young referenced the tennis courts and suggested posting signage that outlines the rules 33 of conduct. He stated that the tennis courts draw from all over the metro adding that posting signage that 34 would outline the rules of conduct would help keep up their patronage. Public Works Director Hartman 35 stated that there are general rules outlined and posted at the skate park. He stated that they could review 36 and discuss further clarification of the rules. 37 38 V. REPORTS. 39 40 A. Community Services. 41 1" NONE 44 B. School Board. Parks Commission Meeting Minutes November 8, 2004 Page 5 1 2 Ms Dunn stated that the Blue Ribbon Finance Committee has been meeting noting that reclamation 3 came from the District Finance Advisory Committee. She stated that the Committee has been charged 4 with studying alternative education delivery strategies and determine how to maintain school programs 5 at a reduced cost. She stated that it is their hope to meet with the State Legislature once or twice a year 6 noting that she would have more to report in January. 7 8 Vice Chair Koehntop asked if the School Board has any park issues or concerns. Ms. Dunn stated that 9 she would discuss with the Board at the next School Board meeting and provide the Commission with 10 any feedback received from the discussion. 11 12 C. Sports Boosters. 13 14 Public Works Director Hartman stated that they have not received any applications or letters of interest 15 at this time. 16 17 VI. OTHER BUSINESS. 18 19 NONE 20 VH.
