CITY COUNCIL REGULAR MEETING MINUTES
JULY 9, 2019
CALL TO ORDER.
Mayor Faust called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF JULY 9, 2019 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Gray, seconded by Councilmember Randle, to approve the City
Council Meeting Agenda of July 9, 2019 as presented.
Motion carried 5-0.
II. PROCLAMATIONS AND RECOGNITIONS.
A. Red Cross Presentation.
Chief Sitarz introduced Ms. Angela Antony and Mr. Ed Newman from the Red Cross.
Mr. Newman has been a volunteer for the Red Cross for 15 years. Mr. Newman provided
information on his background and the areas the Red Cross serves.
Ms. Antony has been on staff with the Red Cross for 7 '/2 years serving the 9-county metro area.
She provided some examples of support provided after disasters. She provided written materials
for the City Council.
Councilmember Stille thanked Mr. Newman and Ms. Antony for their presentation. He asked
how volunteers can sign up and Ms. Antony stated redcross.org. She noted there is one volunteer
in their database from St. Anthony. She noted there is a great need for blood donations. She
described some of the volunteer roles available.

1 Chief Sitarz stated he appreciates what the Red Cross does. Chief Sitarz reviewed a PowerPoint
2 describing the services provided by the Red Cross to the City of St. Anthony including assistance
3 after a fire, home safety surveys, and the File of Life Program. The Red Cross was utilized twice
4 in one day when there were two fires. Contact information was provided.

6 Councilmember Gray encouraged everyone to donate blood and give it a try.
7
8 Councilmember Randle commented on smoke detectors and CO2 detectors and stated in his
9 work, he has gone into many homes and found detectors not operational. He encouraged
10 everyone to check their detectors.

12 Mayor Faust would like to have recurring reports from the Red Cross.
13
14 Mayor Faust asked Chief Sitarz for an update on the recent fire on Silver Lake Road. Chief
15 Sitarz explained the fires at the Equinox and Legacy buildings. In 2018, 107 hours average
16 training was provided to the City's firefighters. Chief Sitarz noted residents can sign up for push
17 notifications on updates within the City.

19 Mayor Faust thanked Chief Sitarz and the Fire Department for their service to the City.

30 Agenda items.

38 VI. GENERAL BUSINESS OF COUNCIL.

40 A. Resolution 19-057: a Resolution Rejecting all Bids Received for the Industrial Park
41 Flood Improvement Project Rebid.

43 City Engineer Justin Messner reviewed rebids were received for the project on Thursday, June
44 20, 2019 and were opened and read aloud. Seven bids were received. The bids were checked for
45 mathematical accuracy. A Bid summary was provided for Council review and indicated the low
46 bid was submitted by US SiteWork, Inc. Elk River, MN in the amount of $414,754.00 for Bid

1 Alternate 1 and $473,667.50 for Bid Alternate 2. The Engineer's Estimate was $280,000 and
2 $300,000 respectively. Based on the results of the bids received and given the current bidding
3 climate, City Staff recommends the Council reject all bids. Mr. Messner noted they are seeing
4 bids on construction projects going over by 10-50% the engineer's estimates.

6 Motion by Councilmember Gray, seconded by Councilmember Randle to approve Resolution
7 19-057; a Resolution to reject all bids received for the industrial park flood improvement project
8 rebid.

10 Motion carried 5-0.

12 Mr. Messner provided updates on four construction projects currently underway, the 2018 Street
13 Reconstruction Project, the Silver Lake Road Flood Improvement Project, the County Road C
14 Project, and the 2019 Reclamite Pavement Reconditioning Project. Mr. Messner explained the
15 reclamite process.

17 B. Recognition of St. Anthony Village Wine and Spirits Top 100 Retailers Award from
l 8 Beverage Dynamics.

20 Liquor Operations Manager Mike Larson introduced Paul Kaspzak, Executive Director of the
21 Municipal Beverage Association.

23 Mr. Kaspzak gave a brief description of MBA. He and Mr. Larson attended a conference in
24 Louisville, KY last month that was sponsored by Beverage Dynamics. At the conference, St.
25 Anthony Village Wine and Spirits received the award. Mr. Larson review some of the tracts he
26 attended at the Conference. He accepted the award on behalf of the City of St. Anthony. Mr.
27 Larson recognized the staff at the stores. Mr. Larson presented the Council with the award with
28 Mayor Faust accepting on behalf of the City.

30 Councilmember Gray congratulated Mr. Larson and his staff, noting the stores have an
31 outstanding staff.

33 Councilmember Jenson commended Mr. Larson and staff for developing a plan of leadership
34 strategy and execution through an operating system.

36 Councilmember Stille congratulated Mr. Larson and staff, noting that Mr. Larson is an extension
37 of the City. He is impressed that the staff was present at the meeting.

39 Mayor Faust stated it was a great job as always, commenting that Mr. Larson is a lot more than
40 the Liquor Manager and is able to weather against competition. This is a big award which
41 involves all liquor stores that are part of the MBA. Mayor Faust agreed that Mr. Larson and staff
42 are an asset to the City.

1 City Manager Casey noted recently the City participated in the 103`d Annual LMC Conference.
2 The LMC is 853 cities and this year's conference was in Duluth. St. Anthony received an award
3 for GreenStep 5 in sustainability efforts. The other award received was a City of Excellence
4 Award for water treatment. Mayor Faust noted this year more requirements were added to being
5 Step 5. This is due to the dedication of all the departments in the City.

7 Councilmember Randle reported he attended the LMC Annual Conference and got a lot out of
8 the sessions he attended, especially Engaging with Residents.
9
10 Councilmember Jenson stated he also attended the LMC Annual Conference and attended
11 several sessions.

13 Councilmember Stille also attended the LMC Annual Conference and participated in sessions
14 and networking with other city officials. The celebration of receiving the awards at the closing
15 session. The CC Ludwig Award was presented to Mayor Faust.

17 Councilmember Gray stated he also attended the LMC Annual Conference and agreed that
18 Mayor Faust receiving the award was huge since no award can give justice to Mayor Faust.
19 Councilmember Gray reviewed some of Mayor Faust's background.

21 Mayor Faust spoke on Urban Rural Divide, noting connections between In -State and Out -State
22 were made and there are many commonalities. The Governor spoke on Friday morning at the
23 Conference. He tries to work across party lines. Mayor Faust stated the community should be
24 honored with the CC Ludwig Award as he had support from Council, City staff, and residents.
25 He noted this is an award for the City of St. Anthony and thanked the residents, staff, and
26 Council.
