ANTHONY 2 PARKS COMMISSION MEETING MINUTES 4 5 June 12, 2006 6 7:00 p.m. 7 Conference Room 8 9 10 I. CALL TO ORDER. 11 Chair Koehntop called the meeting to order at 7:00 p.m. and welcomed everyone in attendance. 12 13 I1. ROLL CALL. 14 Present: Chair Doug Koehntop, Vice Chair Erich Young, Commissioners 15 Daniel Ganley, and Colleen Hallada. 16 17 Absent: Commissioner Michael Sholl 18 19 Also Present: Public Works Director Jay Hartman 20 21 I11. APPROVAL MARCH 13, 2006 PARKS COMMISSION MINUTES. 22 23 Motion by Commissioner Young, second by Commissioner Ganley, to approve the March 13, 2006 ?4 Parks Commission meeting minutes. 26 Motion carried unanimouslv. 27 IV. OVERALL PARK SYSTEM DISCUSSION/COMMENTS 28 29 A. Emerald Park 30 31 Chair Koehntop stated Emerald Park is still under discussions. They are looking at a few landscape 32 architecture options and issues. Close Landscaping will be asked to give a short presentation at the next 33 meeting. 34 35 B. Fly Balls at the Baseball and Softball Fields 36 37 Chair Koehntop brought up the presentation given by Mr. Troy Urdahl, High School Athletic Director, at 38 the March 13, 2006 meeting concerning fly balls in the baseball and softball fields. Mr. Urdahl is 39 working on ideas for protecting spectators and players. He is in discussion with Public Works Director 40 Hartman. 41 42 Director Hartman stated he has met with Mr. Urdahl. He pointed out the two issues at Central Park: 43 player protection areas and spectator protection. Mr. Urdahl has put together a plan to address these 44 issues and is looking at a number of funding and grant sources. Director Hartman believes the design 45 Mr. Urdahl has put forth for both the dugout/player protection and the overall spectator area along the walkway will solve these issues. Director Hartman anticipates at least a portion of the improvements should be finished by the end of the season. 48 Parks Commission Meeting Minutes June 12, 2006 Page 2 Commissioner Ganley stated he attended at a number of the high school baseball games and agrees there is a problem with balls flying around from the fields. He believes this is a priority. 4 C. Trees in the Parks 6 Chair Koehntop mentioned that two trees were vandalized in May on the north end of the hockey rink. 7 He also noted one of the trees planted earlier is dying. It is his understanding the City is planning to 8 replace these trees in the near future. Chair Koehntop mentioned there are trees to be looked at just east 9 of the skating park also. He also conveyed how impressed he is at how the trees have leafed out and the 10 ambiance they lend to the park 11 12 Commissioner Hallada brought attention to a tree that is also dying in Watertower Park. 13 14 Director Hartman informed the Commission he would ask Mr. Chuck (Hoskey?) to replace the trees 15 from the initial project, vandalism and the additional trees mentioned. He will also ask him to fertilize 16 the trees at the same time. The Commission can discuss this at the next meeting. 17 18 D. Vandalism of Restrooms in Central Park 19 20 Commissioner Ganley mentioned reading about vandalism to the rest rooms at Central Park. 22 Director Hartman explained these have been repaired using City funds. Insurance would be too 23 expensive to carry. Director Hartman indicated a security system might be added in 2007. Adding 24 security measures should alleviate most of the problems. 25 26 Commissioner Ganley asked about grass maintenance in Central Park. 27 28 Director Hartman stated that John (Hopko?) has been retained as well as the high school to do annual 29 field maintenance in addition to what is done by City Public Works employees. 30 31 E. Bicycles 32 33 Commissioner Ganley asked about the bicycle path in Roseville. He noticed it connects up with the 34 Hennepin County trail system along Terminal Road to the railroad line as it nears County Road, C/29th 35 Ave. and runs through the cemetery and around the golf course. He asked Director Hartman to talk about 36 access to this trail and explain how this system will be implemented. 37 38 Director Hartman explained that City staff and the City Council have had discussions with a number of 39 agencies that make up the northeast diagonal. This segment of bituminous pathways will connect both 40 Walnut to the north in Roseville and 18th to the south. The pathway will run along the railroad grade and 41 have access up and over St. Anthony Boulevard then continue north to the connection at Walnut. The ^ ' City Council has given support to this project and anticipates completion this fall. There are preliminary drawings available. 44 Parks Commission Meeting Minutes June 12, 2006 Page 3 F. Sidewalks 3 Commissioner Ganley asked Director Hartman about the sidewalks along St. Anthony Boulevard next to 4 the Gross Golf Course in the City of St Anthony. 5 6 Director Hartman explained that a sidewalk plan is being developed for new sidewalks and the repair of 7 existing sidewalks. This project is in cooperation with the Minneapolis Park Board and the City of St. 8 Anthony. This will be a future project. 10 Chair Koehntop mentioned the Walkable Communities Project. There have been some taskforces and 11 groups working on getting funding for improving the walkability of the community. 12 13 G. Silver Lake Road Plan 14 15 Commissioner Ganley asked about the redesign for Silver Lake Road and any beautification aspects of 16 the road. 17 18 Director Hartman explained that reconstruction would begin on Silver Lake Road from 37th Avenue 19 South to Kenzie Terrace beginning in 2007. The reconstruction will include sidewalks on both sides of 20 the road throughout the corridor, new trees, decorative lighting, and stamped concrete crosswalks. The county is in an 80% final design on this. Another open house will be held in the fall. At that time, there 22 should be a better idea of what the design will look like. 23 24 Commissioner Ganley asked how much the City is paying towards this project. Director Hartman 25 indicated the City will pay a portion of this but he does not have the breakdown. 26 27 Commissioner Hallada recommended the Parks Commission get together to do a walking tour of the 28 completed parks and create a list of items they would like to see addressed. This will be done at prior to 29 the September 11, 2006 meeting. The members of the Commission will meet at Silver Point at 6 p.m. on 30 September 11, 2006. 31 32 V. REPORTS. 33 34 A. .
