ANTHONY 2 PARKS COMMISSION MEETING MINUTES 3 JULY 21, 1998 4 I. CALL TO ORDER/ROLL CALL/OPENING REMARKS. 5 The meeting was called to order at 8:05 PM. 6 Present: Commissioners Paul Louiselle, Tim Morris, Joanne Kosciolek, Andrea 7 Lambrecht, Don Siggelkow, Carol Jindra, Douglas Koehntop. 8 Absent: Representative from School Board, Kathie Wolff. 9 Also present: Mayor Clarence Ranallo, City Councilmembers George Marks, Dennis 10 Cavanaugh; City Manager Michael Mornson; Public Works Director Jay 11 — Hartman; Representatives from Community Services (George Wagner); 12 Sports Boosters (Jan Jensen); Todd Hubmer, WSB & Associates, Inc. 13 City Manager Mornson introduced himself and thanked everyone for taking time from 14 their busy schedules to form the Parks Commission, an advisory group. Mayor Ranallo 15 also thanked everyone for participating. II. REVIEW ORDINANCE AND BY-LAWS. 17 Mornson reviewed the ordinance establishing the Parks Commission and the By -Laws. 18 He stressed that all reports and requests must be submitted to and approved by the City 19 Council. 20 III. APPOINT CHAIR AND VICE CHAIR. 21 Motion by Koehntop, second by Louiselle to nominate Jindra as Chair of the Parks 22 Commission. 23 Motion carried unanimously. 24 Motion by Morris second by Lambrecht to nominate Koehntop as Vice Chair of the 25 Parks Commission. 26 Motion carried unanimously. 27 IV. SECRETARY FOR COMMISSION MEETING MINUTE TAKING. 28 Mornson stated that a Recording Secretary will take minutes for future Commission 29 meetings. �0 V. CITY STAFF INPUT. Mornson indicated that Hartman will be the City liaison for the Parks Commission and 32 other staff and/or consultants may attend future meetings. 1 Parks Commission Minutes 2 January 21, 1998 3 Page 2 4 VI. PROCESS FOR REPORTING TO PLANNING COMMISSION AND CITY 5 COUNCIL. 6 Mornson reviewed the process for reporting to the Planning Commission and City 7 Council, i.e., Parks Commission meetings are scheduled for the second Monday of 8 each month; reports will be made to the Planning Commission on the third Tuesday of 9 each month; and, to the City Council at the meetings held the fourth Tuesday of each 10 month. 11 VII. REVIEW PLANS FOR CENTRAL AND SILVER POINT PARKS. 12 Hubmer reviewed the design for Central Park and explained the impact of flood 13 mitigation at this site. The proposed plan includes a pond or open ditch for water 14 storage.—The project will begin fall of 1998. 15 Mornson requested the Commissioners consider landscaping ideas for this area prior to 16 the next meeting. 17 Hubmer went on to explain the amount of water necessary to fill the pond and the 18 required area needed for protection to surrounding homes. He also noted that the bids 19 for both Central and Silver Point Parks will be let at the same time in order to obtain 20 the best possible costs. 21 Wagner asked if the Central Park pond would impact the existing pool and playground 22 area to which Hubmer responded it would not. 23 Jensen asked if more time is needed to determine the best plan and usage of Silver Point 24 Park. Mornson responded that these issues must be addressed now. 25 Jindra requested more time to study the Silver Point Project. She inquired about 26 funding sources and possible grants for future funds. 27 Lambrecht felt that the large, mature trees should be replaced, if trees need to be 28 removed for this project. 29 Using a visual aid, Hubmer showed where storm water will be routed and where the 30 water will exit at Silver Point Park. 31 Siggelkow wondered if Trillium Park was considered. Hubmer responded that it had. 32 Hubmer indicated that the estimated cost for Silver Point Park is $700,000 - $800,000. 33 Mornson stated that funds will be used for park restoration and the purchase of new 34 equipment. FUTURE PARKS COMMISSION MEETINGS. 8 The remaining Parks Commission meetings will be on August 10, September 14, 9 October 12, November 9, and December 14. 10 X.
