ANTHONY 3 PARKS COMMISSION MINUTES 4 5 October 8, 1998 6 7 I. CALL TO ORDER. 8 The meeting was called to order by Chair Jindra at 7:10 PM. 9 10 II. ROLL CALL. 11 Present: Jindra, Koehntop, Kosciolek, Louiselle, Siggelkow, Monis, Roadfeldt, 12 and Wolff, Wagner, Jensen, Hartman 13 14 Also present: Peter Willenbring, WSB & Associates, Inc. 15 16 Absent: None. 17 18 III. APPROVE SEPTEMBER 14, 1998 PARKS COMMISSION MINUTES. 19 Motion by Siggelkow, second by Koehntop to approve the September 14, 1998 Parks 20 Commission minutes as submitted. 21 'r Motion carried unanimously. 24 IV. DESIGNATE PARKS COMMISSIONER TO OCTOBER 13TH CITY COUNCIL 25 AND OCTOBER 20, 1998 PLANNING COMMISSION MEETINGS. 26 Jindra suggested all Parks Commissioners attend the October 13 public hearing on 27 redevelopments to Silver Point and Central Parks. Louiselle consented to attend the 28 Planning Commission meeting on October 20, 1998. 29 30 V. REVIEW SILVER POINT PARK WITH WSB. 31 Jindra introduced Peter Willenbring from WSB & Associates. Mr. Willenbring 32 explained the bid process and alternate tabulation for Silver Point Park. Mr. 33 Willenbring stated that a savings of $200,000 could result from stockpiling the material 34 from Silver Point Park at Central Park. However, Willenbring stated that he would not 35 recommend stockpiling the material at Central Park due to the impact it would have on 36 the parking lot. There would also be costs related to replacing the parking lot. 37 Willenbring noted that material needed for Central Park improvements could be trucked 38 in from the Harding improvement project. 39 40 Mr. Willenbring recommended Knutson, Inc. for the Silver Point project. There is a 41 budget of $40,000 set aside for the replacement of playground equipment at Silver 42 Point Park. It will be the responsibility of the parks Commission to determine what 43 type of equipment should be purchased. Wolff suggested the Commission look at sub- committees to select replacement equipment. 45 Parks Commission Meeting October 8, 1998 Page 2 Willenbring stated that the permit request for use of Highway 88 to haul material was denied. He indicated that two property owners have concerns as to the truck traffic during excavation of Silver Point Park. Mr. Willenbring continued with an overview of the Silver Point Park final grade. He indicated the amount of storm water needed to impact the Park and at what degree. Jindra asked for examples of where this type of storm water storage has been performed. Willenbring stated this has been the design for a park in the City of Richfield at Washington Park. Willenbring stated that the new configuration proposed for Silver Point Park requires total removal of the hockey rink for summer use. He stated that Silver Point Park improvements will begin in the fall of 1998 and final grading will be completed in the spring of 1999. Koehmop inquired if irrigation is planned for Silver Point Park. Hartman said this item has not been discussed. Wolff asked about the degree of slope on side banks and Willenbring responded that they were considerably less than those at Central Park. Louiselle wondered about the possible impact to surrounding residents. Jindra said that those issues will be discussed at the public hearing on October 13. Motion by Koehntop, second by Siggelkow, that the Parks Commission recommend approval to the Council of the plans for Silver Point Park as presented by WSB & Associates. Motion carried unanimously. VI. WATER TOWER PARK AND OVERALL CENTRAL PARK PLAN Chair Jindra noted the following: • the October 13`s Public Hearing on redevelopments at Silver Point and Central Parks relating to flood mitigation • the City council has given approval for the Water Tower Park and plans are for spring construction • vendors for park equipment should be contacted • sub -committees be formed to develop plans and specifications needed for the Water Tower Park Parks Commission Minutes October 8, 1998 Page 3 • Bob Kost of BRW, Inc. should be consulted regarding Central Park. The City has committed $250,000 toward park improvements VIII. OTHER BUSINESS Jindra added that the Salvation Army property is for sale. Wolf stated that the Salvation Army property was rezoned from commercial to recreational many years ago. Koehntop and Siggelkow agreed that the City should purchase the property north of Well House N4, if it becomes available. Parks Commissioners commented as follows: • Siggelkow inquired if any design presented at the Ice Cream Social was preferred • Morris asked that a new Parks Commissioner be appointed by the next meeting • Jensen asked that a time table be devised regarding all park improvements • Siggelkow stated that a comprehensive plan be considered before improvements are made to Central Park • Koehntop suggested and Siggelkow agreed that Chair Jindra solicit the public for volunteers to form sub -committees to study and make recommendations for park equipment purchases.
