Multiple Property PUD Concept Plan

This summary is intended to provide an overview of the project proposal and some of the
primary elements for Workshop discussion. The applicants will have a presentation available
for review at the meeting.
Potential Issues/Elements for Workshop Discussion
• Project Description. The applicants are seeking a 3-parcel PUD proposal that would
include two parcels owned by Bremer Bank (the existing bank site and a vacant remnant
parcel across Kenzie Terrace from the bank), and the City’s parcel, usually known as the
“old bowling alley” site. Trident proposes a 75-unit affordable senior facility on the
main Bremer Bank property, a relocation of the Bremer Bank facility to the City parcel,
and a grant to the City of the remnant Bremer property for use as (in part) an entrance
element for the community.
• PUD Flexibility - Housing. The PUD flexibility for the property largely consists of the
need to flex several zoning standards to accommodate the apartment building (density,
lot coverage, setbacks, etc.).
• PUD Flexibility – Density. The proposed senior apartment building is 75 units, on 1.89
acres – a density of 39.7 units per acre. The City’s Comprehensive Plan allows for
projects of up to 40 units per acre, while the R-4 Zoning District would accommodate
just 25 units per acre without PUD flexibility.
• PUD Flexibility – Land Area. The Zoning Ordinance limits the use of PUD zoning to sites
of 3 acres or more. The proposed project relies on the assembly of 3 individual parcels
that are not contiguous to reach the 3 acre threshold (a total of approximately 3.12
acres):
o Parcel 1: Bremer Bank site – 1.89 acres (2401 Kenzie
Terrace)
o Parcel 2: City “Old Bowling Alley” property – 0.91 acres (2654 Kenzie
Terrace)
o Parcel 3: Entrance parcel (owned by Bremer) – 0.32 acres (2534 Kenzie
Terrace)
The accumulation of non-contiguous parcels for a single PUD project is unconventional,
but not necessarily prohibited. The City should discuss the 3 acre threshold as to
whether they would be willing to pursue PUD in this arrangement of parcels.
Staff has noted to the developers that a project which accomplishes several other goals
– such as affordable housing, various design and/or architectural elements, and
attention to the “southern gateway” entrance area – could be factors in consideration
of the non-traditional PUD approach being sought for this project.
• Site Plan – Apartment Development.
o Setbacks. The plan shows setbacks for the proposed building of 30 feet from the
two streets, 40 feet from the north line and 15 feet from the east line, generally
consistent with the R-4 standards.
o Impervious Surface. The concept plan estimates an impervious surface coverage
of 65%, reduced from the current condition of approximately 85%. The R-4
standard would be 50%.
o Parking. The site plan shows surface parking equal to 27 spaces, and
underground parking of 49 spaces, a total of 76 parking spaces. The Zoning
Ordinance requires 2 spaces per unit for multiple family, or 1 space per 3 units
for “retirement homes”. The applicants’ ratio of 1 space per unit falls between
those two requirements.
o Access. The proposed plan utilized the two existing access points to public
streets. The main building would be accessible from Kenzie, which provides a
driveway to the surface parking lot and main entrance. The Stinson Parkway
access would be used for access to the parking garage only. Care would need to
be taken at this point to create a reasonable slope for vehicles to an
underground garage in just 30 feet from street grade. The applicants should
clarify the grade of the driveway, and the building floor elevations for this
purpose.
• Site Plan – Bank Development.
o The applicants have provided a concept sketch for the site, with notations
related to staff feedback and further review. This plan is conceptual only, with
an expectation that the building would be between 3,500 and 5,000 square feet
in area, with an incorporated drive-through facility.
o Staff has noted the building’s presentation toward Kenzie Terrace, the potential
for accommodating additional site expansion to the east, and
maintenance/enhancement of pedestrian improvements around and through
the site, among other elements.
• Site Plan – Southern Gateway Entrance Monumentation.
o The applicants indicate that this property would be dedicated to the City, and
improvements could be made to the property including community entrance
monumentation or similar features. The applicant’s narrative states their
expectations that these improvements would be at the discretion of, and
expense of, the City.
o The site has some limited development potential, and staff has cited the
considerations that include incomplete street construction to the east, along the
St. Anthony/Minneapolis boundary, as well as extensive pavement and driveway
cuts onto the subject parcel.
For processing and next-step purposes, the applicants would seek a “Preliminary Plan” PUD
request, with more fully detailed plans and support materials. Because the PUD incorporates
three separate parties – including the apartment developer (Trident), Bremer Bank, and the
City, the City will need to authorize the application as a property owner, with conveyances to
occur only once Final Plan PUD is approved.

Overview – Proposed Development Summary
SITE 1: New 75-Unit Senior Living Facility 2401 Kenzie Terrace
The proposed project is a 75-unit senior assisted living and memory care facility located on the
southwest corner of Saint Anthony, at the intersection of Stinson Parkway/ Kenzie Terrace (Lowry Ave.).
The subject property is a 1.89-acre site currently owned by Bremer Bank. It is the desire of Bremer Bank
to sell and redevelop the subject property; while also securing an alternative, smaller, and updated
facility in Saint Anthony.
The proposed senior living facility would be a 3 or 4-story, wood-framed, apartment; which will be built
over a floor of underground parking. Trident Development, LLC is the proposed project manager and
Tealwood Senior Living LLC is the proposed long-term operator. Trident and Tealwood have a long
history of successfully developing, owning, and operating senior living projects. Because Tealwood and
Trident are ownership partners, additional care is given to: the design/ quality of the building, how it
will last the test of time, how the project fits within the community, and how well it will operate for its
residents.
This development will address a demand shortfall within the Saint Anthony residential marketplace by
providing 75 high-quality senior assisted living and memory care units to the community. This project
will also redevelop and reinvigorate an underutilized site located at the entrance of the community by
constructing a high-quality building with attractive landscaping and less surface parking (less impervious
surface). In addition to reduced impervious surface coverage, the developer pursuing sustainable
development through the potential installation of solar panels on the roof of this project (currently
being investigated for this site). This project will improve pedestrian safety/ sidewalk connections and
eliminate a vehicular access point along Kenzie Terrace.
The developer is proposing 20% of units within this proposed project be provided for residents making
50%, or less, of the local area median income (AMI). Correspondently, the developer is requesting the
use of Tax Increment Financing (TIF), via a Housing TIF District, to support said affordable units, and to
help address significant redevelopment costs. NOTE: use of TIF does not eliminate the existing
substantial tax base provided by the existing Bremer building (said existing tax base would remain in
place). This project will create 20 new FTE jobs.
Site 2: New Bremer Bank Facility 2654 Kenzie Terrace
The proposed project is a 3,500 – 5,000 square foot Bremer Bank building located adjacent to the Saint
Anthony Shopping Center on Kenzie Terrace. The 0.91-acre subject property is a former bowling alley;
which was purchased by the city in 2001 for redevelopment is tax-exempt. It is the desire of Bremer
Bank to stay in the City of Saint Anthony, by constructing a new bank building on the subject property.
Please see attached Bremer Bank cover letter for details.
The proposed bank building is a 1-story 3-500-5,000 square foot office space; with Bremer Bank being
the sole user. The site layout utilizes the existing access point on Kenzie Terrace, includes a drive-
through for customers, and enhanced landscaping.

This development will ensure Bremer Bank, a proud and long-time community partner, will have a
permanent home in Saint Anthony. This project will also move Bremer Bank, a commercial user, closer
to a commercial business hub (St. Anthony Shopping Center)—which will benefit both Bremer Bank and
its patrons with a more convenient location. This project will result in land sale proceeds for the City of
Saint Anthony ($237,837, $6.00 psf) and convert the subject property from tax-exempt to tax-paying.
Jon Fahning, Director of Real Estate for Bremer Bank, will be in attendance of the joint City Council—
Planning Commission meeting to discuss the proposed building design (including sustainability
strategies and quality building materials).
Site 3: New City-Owned Entrance Node 2534 Kenzie Terrace
Included in this overall development proposal is the no-cost dedication of a 0.32-acre parcel of land to
the City of Saint Anthony for a “Welcome-to-Saint-Anthony” node. It is estimated, at $6.00 psf, this
parcel is worth $83,700. Today, this site is covered by a low-usage and dated asphalt parking lot. It is
assumed any improvements to this parcel would be paid for by the city. By converting this parcel from
a parking lot to a welcome node, impervious surface coverage would be reduced from roughly 80% to
less than 10%.

Overview – Proposed Partnership
The development team has reviewed the city’s land use ordinances, comprehensive plan, 2016
Technical Assistance Panel (TAP) Report, and met with government staff members (City, County,
Minneapolis Parks, Watershed). The developer is proposing a partnership that may help achieve various
community goals:
• Improved Southwest Gateway Node
The 2016 TAP Report targets improvements to the southwest community gateway including redevelopment of
underutilized sites and securing land for a “Welcome-to-Saint Anthony” node. This proposal will (A) redevelop and
reinvigorate three underutilized sites; and (B) result in the city securing the specific parcel targeted within the 2019 TAP
Report for a “Welcome-to-Saint Anthony” node.
• High-Density Multi-Family Housing
The City’s Comprehensive plan calls for high-density housing (up to 40 units per acre) on the existing/ former Bremer Bank
site. This proposal calls for nearly 40-units per acre on the existing/ former Bremer Bank site.
The 2016 TAP Report targets multi-family housing developments; and goes on further to mention an affordability
component may be attractive and that any multi-family redevelopment proposal within the southwest gateway may likely
require city assistance due to small sites with high land costs/ redevelopment costs. This proposal includes a multi-family
redevelopment on a small site, with an affordability component and high redevelopment costs, supported by TIF.
• Improved Pedestrian Connections & Streetscapes
The 2016 TAP report calls for improved sidewalk connections, pedestrian corridors, and streetscapes. All three proposed
projects (senior facility, city-owned gateway parcel, and new Bremer Bank site) all call for improved landscaping and
pedestrian connections. As this project progresses, detailed landscaping plans/ sidewalk plans will be tailored to meet the
city’s vision for all three sites.
• Improved Safety on McKenzie
In discussions with Hennepin County, elimination of vehicular access points on McKenzie/Lowry was identified as a priority
for improved safety and traffic flow along this corridor. This proposal includes the elimination of four (4) access points
along McKenzie/Lowy.
• Sustainability
In discussions with city staff, it was identified the city may desire sustainable development strategies for this
redevelopment project. The developer will be conducting a study for the potential use of solar panels on the proposed
senior living facility.
Based on initial calculations, the impervious surface coverage on the senior living site will drop from approximately 85%
+/- to approximately 65% +/- with most parking occurring underground. The “Welcome to St. Anthony” node parcel will
drop from approximately 80% +/- impervious surface coverage to approximately 10% +/-.
• Economic Development
In discussions with city staff, it was identified economic development goals may be important for the city.
From a jobs perspective, this redevelopment proposal will result in retaining 10-20 Bremer Bank jobs and the
creation of 20 new FTE jobs at the new senior living facility. The new Bremer Bank facility will result in
$237,837 in land proceeds to the city; and the conversion of a tax-exempt parcel into a tax paying parcel. The
new senior living facility will result in new tax base—which will be realized after the proposed TIF note expires
(existing tax base will remain even with TIF). This project will re-invigorate three underutilized and highly-
visible parcels along the Southwest corridor gateway. This project will result in roughly $21,000,000-
$25,000,000 of total private investment. The senior living facility will include a roughly $3,300,000 annual
operating budget. Lastly, the city will be receiving an $87,300 valued parcel at no cost.

This preliminary layout is Indented to be a basic concept plan to show the size of building planned, parking
requirements, and the need for a drive-through. If the City desires to pursue this project, Bremer Bank will
engage in a detailed site planning process and make various revisions to this concept site plan (including
providing visual renderings). Below are notes form the recent staff meeting:
The developer and Bremer recognize the need to show an east-to-west pedestrian connection; and the need to
dedicate the portion of property on the east side of the site for a north-to-south pedestrian connection as
outlined in the 2016 TAP Report. Additionally, consideration will be given to the orientation of the building—the
developer understands the city would like to maintain long-term development potential to the northeast, and
make sure the building has a good presence on Kenzie.

UNIT MIX—75 total
• 21 Memory Care Units (studio)
• 54 Assisted Living (mix of 1 and 2 bedroom)
BUILDING DESIGN –
The building will be designed as a 3 or 4-story structure with a pitched roof and heated underground
parking. As proposed, the average building height, will be approximately 45’-55’. The building will be
designed with 9’ ceilings on each floor and an estimated 4:12 roof pitch. The building will be wood-
framed construction with a combination of slab-on-grade foundation and a pre-stressed concrete deck
over the underground parking.
Exterior materials will utilize a complimentary blend of cultured stone and varying bands of lap siding
separated by frieze board. An emphasis will be placed on the main building entry point by introducing
additional amount of cultured stone with a prominent gable and decorative treatments, and a covered
entry with ample porch space. The architectural design will implement a series of dormers, together
with variation of vertical plane (bump-outs) providing visual interest. The building will also propose:
single-hung vinyl windows with decorative mullions in all windows and doors; all-aluminum powder-
coated suspended balconies and railings (in select units); architectural-grade asphalt shingles; and pre-
finished aluminum facia and soffits.
BUILDING AMENITIES—
• Multiple patios and deck with views of Stinson Parkway
• Bistro with appliances (for residents)
• Pub room with appliances (for residents)
• Family room and private dining room, for small events and gatherings
• Onsite commercial kitchen and meal service
• Spa with hydrotherapy tubs

• Full bathroom with ADA compliant shower, including grab bars, with optional hand-held shower
head and emergency pull cord, and always-on amber light.

DENSITY/ LOT SIZE—
The subject property is 1.89-acres in size or 82,143 square feet. At 75-units, the proposed density is
39.77 units per acre. The City’s PUD code allows for projects that are consistent with the City’s
Comprehensive Plan. St. Anthony Village’s Comprehensive plan calls for this site to be guided for “multi-
family-housing” with a maximum density of 40-units per acre.
BUILDING HEIGHT—
The City’s Planned Development District (PUD) zoning district allows for flexibility on height standards.
The developer currently expects the average building height to vary between 45’-55’ (3-4 stories).
TRASH—
Trash collection will occur in designated trash rooms located within the underground parking garage.
Trash rooms will be served by trash chutes accessible to all floors of the building. No trash/refuse area
will be proposed outside of the building.
FIRE SAFETY—
An automatic fire suppression system will be provided throughout the building (NFP-13), which will be
monitored 24 hours a day. Developer will work with Fire Department and Building Official to properly
locate riser room, mechanical room, fire suppression controls/ systems, fire horn, and a lock box.
VEHICLE ACCESS—
This project will be served by Kenzie Terrace (visitors, guests, limited staff parking) and Stinson Parkway
(deliveries, underground parking access). Internal to the site, care will be placed in the design of the
parking lot to allow for the flow and circulation of both residents vehicles and larger vehicles; such as
fire apparatus. Developer anticipates working with the Hennepin County Highway Department and the
Minneapolis Parks board for appropriate permit/ approval.
PARKING—
The proposed development will include 76 total parking stalls; which equates to 1.01 stalls per unit. 49
stalls will be located in an a heated, secured, underground parking garage with elevator access. 27 stalls
will be located in a surface parking lot.
None of the 21 memory care unit residents will have a license to drive. Less than half of the 54 assisted
living units will have a license to drive or will own a vehicle (less than 27 units). In summary, residents
will use less than 27 of the 76 provided parking stalls. The remaining 49 stalls will be used for visitors,
guests, and employees.
WALKABILITY & PEDESTRIAN ACCESS—
The developer expects the target market for this project to be seniors above 75 of years of age. This
project benefits from a pedestrian friendly site design and an ideal site location. The site layout
provides immediate access to Stinson Parkway and the Kenzie Terrace sidewalk system. The project
design includes ample outdoor patios, balconies, a gazebo, and a memory care walking garden.
WATER/ SANITARY SEWER—
Water and sewer will be accessed from Kenzie Terrace or Stinson Parkway. Design of the private utility
lines will be further refined as this project progresses and more information is available.

SOILS—
Developer anticipates a water table depth of 7’-15’ and mixed silt/ clay/ sandy soils. A geotechnical soils
test, and a site survey, will be ordered after completion of sketch plan review. Additional information
will be provided upon formal PUD application.
WETLANDS—
No wetland impacts are expected for this project.
STORM WATER/ IMPERVIOUS SURFACE—
The developer will provide detailed design within subsequent formal PUD application. Generally, the
developer expects stormwater management to occur on the northern and southeastern portion of the
property. Developer anticipates working with local watershed management organization for
appropriate permit/ approval. It is assumed this site is currently 85% covered by impervious surface—it
is assumed the new proposed development will include 60-65% impervious surface coverage.
LANDSCAPING—
The landscaping plan will incorporate a variety of deciduous, coniferous and ornamental trees, together
with quantities of shrubbery. Care will be taken to avoid planting trees over utility lines. Significant
shrub and flower plantings will be organized in various accent planting beds across the subject property.
All areas of the site to be landscaped and/or sodded will be irrigated with an underground automatic
irrigation system.
ENVIRONMENTAL INVESTIGATION—
This site has gone through various pervious environmental investigations (via Landmark Environmental
and SEH), environmental monitoring, and environmental review by the Minnesota Pollution Control
Agency (MPCA).
A Response Action Plan (RAP)/Construction Contingency Plan (CCP) likely will be required by the MPCA
for any future development, as contaminated soils and water still exists on this site; and the potential
for uncovering know/unknown pockets of contamination, debris, unknown wells, and unknown tanks
during any future construction remains likely. Additionally, the developer will likely need to utilize

TAX INCREMENT FINANCING (TIF)—
The developer is proposing that 20% of units (15) within this proposed project be provided for residents
making 50%, or less, of the local area median income (AMI). Correspondently, the developer is
requesting the use of Tax Increment Financing (TIF), via a 25-Year Housing TIF District, to support said
affordable units. The developer is requesting the city direct the developer to submit a formal
application.

Below is a summary of the development team’s qualifications.
TRIDENT DEVELOPMENT: is a St. Cloud-based real estate development organization established
in 2006. Tident’s mission is to build relationships, meet investor objectives, and consistently
meet and exceed expectations in the real estate marketplace by building a better community.
Trident Development has extensive experience successfully developing quality senior living
facilities across the State of Minnesota. For this project, Trident Development would act as the
developer and project manager.

TEALWOOD SENIOR LIVING: is a Twin-Cities based senior living care operator and provider
established in 1989. Tealwood has extensive experience operating all forms of senior living
projects (independent, assisted, memory care, etc.). Tealwood’s mission is to enrich the lives of
those they serve; they have a commitment to respecting everyone for who they are and who
they become; and to recognize that every person is unique and has their own set of values,
beliefs, and ideas. Tealwood’s objective for a project in St Anthony is to develop an independent
living residential community that caters to the needs of the seniors within the St. Anthony
market area; the interior design of the building will emphasize comfort and security within the
apartment-style units in addition to providing several common space amenities, and light
services/ programming, that will be a positive influence on our residents’ quality of life. For this
project, Tealwood Senior Living would be the long-term operator.
