5 CALL TO ORDER.

7 Mayor Faust called the meeting to order at 7:00 p.m.

9 PLEDGE OF ALLEGIANCE.

11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

13 ROLL CALL.

15 Present: Mayor Faust, Councilmembers Gray, Jenson, Randle and Stille.
16 Absent: None.
17 Also Present: City Manager Mark Casey.
18 Guests: Boy Scout Pack 153, Vice Chair Planning Commission Marcey Westrick, Chris
19 Christopherson, Liquor Operations Manager Mike Larson.

24 I. APPROVAL OF NOVEMBER 12, 2019 CITY COUNCIL MEETING AGENDA.

26 Motion by Councilmember Gray, seconded by Councilmember Randle, to approve the City
27 Council Meeting Agenda of November 12, 2019.

1 A. Ordinance 2019-11 an Ordinance Amending Chapter 152 Zoning by Adding Definitions
2 and Requirements for Walkways, Patios, and Sidewalks.

4 Vice Chair Westrick reviewed the ordinance with the Council and indicated that staff is
5 recommending approval as submitted.

7 Councilmember Jenson explained what he liked about the diagram is that it specifies for
8 walkways. People can build a walkway along the side of the house but need to leave some
9 permeable area, one foot to the property line so water runoff will not go onto the neighboring
10 yard most of the time.
11
12 Vice Chair Westrick indicated the one foot would also allow for a fence to be built between the
13 properties as well.
14
15 Councilmember Stille thanked Vice Chair Westrick for the presentation and felt this added
16 something to the Code that was missing.

18 Mayor Faust thought one of the issues was this was started last April, or May and it took awhile
19 to get this refined to meet everyone's satisfaction and have it easily definable for the lay person
20 to understand it. He thanked the Planning Commission for many hours of conversation and
21 deliberation to get to this end point.

23 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve third reading
24 and adopt Ordinance 2019-11; an Ordinance Amending Chapter 152 by Adding Definitions and
25 Requirements for Walkways, Patios, and Sidewalks.

27 Motion carried 5-0.

29 VI. GENERAL BUSINESS OF COUNCIL.

31 A. Resolution 19-082; a Resolution Approving A Special Event at The Unofficial on
32 December 11, 2019.

34 City Manager Casey reviewed the resolution with the Council and indicated that staff is
35 recommending approval.

37 Mr. Chris Christopherson, owner and president of The Unofficial was at the meeting.

39 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution
40 19-0082; a Resolution Approving A Special Event at The Unofficial on December 11, 2019.

42 Mayor Faust thought one of the things Mr. Christopherson was doing besides benefiting his
43 business is to offer a public service. He noted this will be the third year for the Holiday Train
44 and is an excellent time to see the Canadian Pacific Holiday train and is also a fundraiser for the
45 NE Community that helps seniors and people at risk. This is a great way to bring the family out
46 and hear great music.

4 B. Resolution 19-083; a Resolution of the Canvass of the 2019 General Municipal Election.

6 City Manager Casey reviewed the resolution with the Council and indicated that staff is
7 recommending approval. He explained the resolution states that Randy Stille received the
8 greatest number of votes for the office of Mayor and Thomas Randle and Bernard Walker
9 received the greatest number of votes for the office of Council Member. He noted there has been
10 a request for a recount. The recount date will be determined after the action taken at the meeting.

12 Motion by Councilmember Jenson, seconded by Mayor Faust, to approve Resolution 2019-003;
13 a Resolution of the Canvass of the 2019 General Municipal Election.

15 Motion carried 5-0.

17 C. Ordinance 2019-10 an Ordinance amending multiple sections relating to Sewer, Water,
18 and Stormwater Fees and other Fees.

20 City Manager Casey reviewed the resolution with the Council and indicated that staff is
21 recommending approval.

23 Councilmember Stille noted the Council talked about the bucket approach a while back and how
24 the City has its sources and uses. If there are uses, there to deliver water and handle the sewer
25 and all the enterprises there also needs to be the sources to go with it. The City is trying to
26 balance this out. He noted the City does not want to borrow from some other fund to cover
27 shortages.

29 Councilmember Jenson stated the cost for all of these services are broken into two buckets. One
30 is the fixed cost, the pipes, pumps and lift stations that are required and one is the usage rate. He
31 indicated he liked this and is very efficient and effective and adds to the transparency of how the
32 City charges for the services.

34 Motion by Councilmember Jenson, seconded by Mayor Faust, to approve second reading of
35 Ordinance 2019-10; an Ordinance Amending Multiple Sections Relating to Sewer, Water, and
36 Stormwater Fees and Other Fees.

40 D. Liquor Operations Update Presentation

42 Liquor Operations Manager Larson gave a presentation on liquor operations in the City of St.
43 Anthony.

45 Mr. Larson congratulated Councilmember Stille on his Mayoral election along with
46 Councilmember Randle for his re-election and Councilmember Elect Walker for his

1 appointment. He also thanked Councilmember Gray for his leadership and support of the liquor
2 operations. He noted the leadership is very much appreciated. He also thanked Mayor Faust for
3 the support he has provided for the department and him personally.

5 Mayor Faust thanked Mr. Larson for the presentation. He was glad that Mr. Larson looks at the
6 stockage on what the product mix is in order to protect the public. He thought that was forward
7 thinking and being a good steward of the community.

10 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

12 City Manager Casey reported that Friday, November 15th is the last day to submit applications
13 for those interested in serving either on the Planning Commission or the Parks and
14 Environmental Commission.

16 Councilmember Gray stated he attended the meetings of the North Suburbs Communication
17 Commission and Access Corporation on November 7th
18
19 Councilmember Jenson stated he attended the Ramsey County Local League of Governments
20 Executive Board Meeting on October 24th. He indicated following that meeting was the SCALE
21 presentation. He noted this was a very interesting approach that SCALE has with collaborative
22 type of operations between various cities in Scott County. He stated on October 29th he attended
23 the School Board meeting and on November 6th he attended the Ramsey County Local League of
24 Governments Executive Board Meeting. He explained what the RCLLG board does.

26 Councilmember Stille stated he attended the School Board Joint meeting on October 29th and the
27 Community Services meeting on November 7th

29 Mayor Faust stated he attended the School Board Joint Session on October 29th and on October
30 30th he attended the Mississippi Watershed Management Goal Setting Retreat in Fridley, MN.
31 He indicated on November 5th he met with the County Assessor from Hennepin County. He
32 stated property values have remained strong in Hennepin County as well as Anoka County. He
33 thought the median was at $320,000-$322,000, which indicates what a high desirability the
34 community is and how people want to move to St. Anthony and maintain the housing stock. He
35 stated he did attend the November 12th Mississippi Watershed Management Organization
36 bimonthly meeting and approved the budget of $5.7 million for the MWMO.

38 VIII. COMMUNITY FORUM.

40 Mayor Faust invited residents to come forward at this time and address the Council on items that
41 are not on the regular agenda.

43 Hearing none, Mayor Faust moved forward with the agenda.

Councilmember Gray noted this Saturday, November 16th, is Coffee with the Council from 9:00
a.m. to 11:00 a.m. at Cub Foods.
Mayor Faust adjourned the meeting at 7:45 p.m.
