A.Presentation of Northeast Youth and Family Services32

Jerry Hromatka, President and CEO of Northeast Youth and Family Services made a 34
presentation to the City Council. 35

Councilmember Webster expressed her thanks to Mr. Hromatka for his long-time commitment to 37
the St.Anthony-New Brighton Family Services Collaborative. She thought when looking at the 38
mission of the organization and talking about meeting the unmet developmental needs of youth 39
and families, in terms of talking about trauma informed practice and shifting the practices not 40
only in mental health but also in School Districts away from “what is wrong with you” to “what 41
happened to you” and then the other piece the really resonates with her is the talk about family 42
focus and what they know is that children’s needs are best met when parents needs are met. She 43
congratulated Mr. Hromatka on his upcoming retirement. 44

Councilmember Jenson appreciated the fact that Mr. Hromatka has been on this board for so 46
many years and spent so much time and effort and the presentations are always enlightening and 47
worthwhile. 48

Mayo r Stille thanked Mr. Hromatka for the presentation. He thought this is a need in the 1
community. St. Anthony has had a quest as a Council to be better along the Mental Health 2
aspect in the City. Not only is there a need and good for individuals and should fall intangibly 3
down to the bottom line. Having that kind of service would probably eliminate some needless 4
calls. He wished Mr. Hromatka well in his retirement. 5

A. Request for Special Event for the 2nd Annual Village Winterfest on March 7, 2020 with 36
approval of temporary liquor license for the event. 37

Mr. Chad Gillard, Co-Navigator of Voyagers made a presentation to the City Council. 39
40
Councilmember Jenson indicated there was talk about raising funds to support Village Winterfest 41
and Nourish 282 and he wondered where the revenue came from to support that. 42

Mr. Gillard stated there are some events where residents participate in which those events have 44
registration fees but most of the revenue comes from the liquor that is sold, which is why he is 45
asking for approval of the liquor license. 46

Mayor Stille indicated he liked that this engages the community. 2

Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve the request 4
for a Special Event for the 2nd Annual Village Winterfest along with use of Central Park Pavilion 5
and approval of a temporary liquor license in the Central Park Pavilion on Saturday, March 7th 6
from 11:00 am to 4:00 pm. 7

B. City of St. Anthony Snow and Ice Control Operations Presentation. 11

Public Works Director Jay Hartman made a presentation to the City Council. 13

Councilmember Jenson appreciated how efficient the Public Works team is in getting out and 15
snowplowing and all of the other services. 16

Mayor Stille also supported the Public Works group and appreciated them. He thanked Mr. 18
Hartman for the presentation. 19

VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 21

City Manager Casey reported that On Tuesday, February 25th will be the night of the Caucus’ so 23
the Council meeting will be moved to Wednesday, February 26th at 7:00 p.m. 24

Councilmember Webster stated she attended the League of Minnesota Cities Elected Members 26
Institute on January 24-25 and really appreciated the opportunity to learn more about her role as 27
a Councilmember. She also wanted to thank Mr. Mike Larson; Manager of the City liquor stores 28
for contributing to the news article on Sunday. She explained she has been trying to connect to 29
the committees that she is a liaison and the Chamber of Commerce is hosting a Chamber event 30
this Friday with esteemed guest Mayor Stille on Friday at 7:00 am at the Northeast Coffee Shop. 31
She thanked Mr. Hartman for the update on the Public Works. She noted she had a chance to 32
meet with Julianne Hunter who Chairs the all-volunteer led Village fest Committee and one of 33
the things she emphasized is that VillageFest and WinterFest is City supported but not City 34
funded and she pointed out that the event would not be possible without the help of the Public 35
Works Department. 36

Councilmember Jenson stated he attended a Worksession last Tuesday where Development 65 38
Concept review was presented. Senior housing concept located on the Lowry Grove (Urban 39
Grove) property. This was a preliminary presentation and no decisions were made. 40

Councilmember Walker stated he attended the League of Minnesota Cities Elected Members 42
Institute and he thought it was very informative and augmented a lot of things the City Manager 43
has presented to him. 44

Mayor Stille stated on January 16-17, the Council had the annual goal setting session and the 1
strategic initiatives were revisited. It is a day and a half of hard work but is necessary for the 2
community. The Council is looking to provide the outcome of this at the February 26th City 3
Council meeting. He also attended the Elected Leaders Institute on January 24-25 put on the 4
League of Minnesota Cities. One theme was building relationships and public trust. 5

Following this letter is a resolution for your consideration at the February 11, 2020, City Council
Meeting.
Doran SLV, LLC has submitted an application to re-plat a portion of the Silver Lake Village plat.
As part of the application, Doran SLV, LLC has requested to vacate the drainage and utility
easement on the existing lot. As part of the development agreement, Doran SLV, LLC will
dedicate new drainage and utility easement with the re-plat. Pursuant to Minn Stat 412.851, the
City scheduled a public hearing for February 11, 2020 to consider vacation of the drainage and
utility easement.
The attached resolution vacates the existing drainage and utility easement as recorded on the
original Silver Lake Village plat.

A RESOLUTION VACATING CERTAIN DRAINAGE AND UTILITY EASEMENTS
WITHIN LOT 2, BLOCK 1 OF THE SILVER LAKE VILLAGE PLAT
WHEREAS, the city of St. Anthony Village (the “City”) is a municipal corporation, organized and
existing under the laws of Minnesota; and
WHEREAS, Doran SLV, LLC (the “Developer”) is the fee owner of Lot 2, Block 1 of the Silver Lake Village
plat (the “Property”); and
WHEREAS, the Developer has requested that the City vacate the drainage and utility easements currently
existing on the Property which will interfere with Planned Unit Development (the “PUD”); and
WHEREAS, the Developer proposes new drainage and utility easements with the PUD; and
WHEREAS, pursuant to Minn. Stat. § 412.851, the City scheduled a public hearing for February 11, 2020 to
consider vacation of the drainage and utility easements described on Exhibit A and depicted on Exhibit B
attached hereto; and
WHEREAS, notice of the public hearing was posted, published in the official newspaper, all in accordance
with law; and
WHEREAS, the City held the public hearing on the proposed vacation on February 11, 2020, at which hearing
all interested parties were heard; and
WHEREAS, following the public hearing, the City determined that vacation of the drainage and utility
easements as requested is in the public interest.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony Village that:
1) The City hereby declares that the easements legally described on Exhibit A and depicted on Exhibit B
attached hereto are hereby vacated.
2) The City Manager or his designee is authorized and directed to prepare and present to the Ramsey
County auditor a notice that the City has completed these vacation proceedings and record with
Ramsey County the described vacation following the final approval of the PUD plat of the Property
and assurance that said plat will be duly recorded and the drainage and utility easements depicted
thereon conveyed to the City.

Resolution – Amending the Silver Lake Village Street Maintenance Agreement
OVERVIEW:
In front of you, this evening is an amendment to the Silver Lake Village Street Maintenance
Agreement.
As part of the original development of the retail portions of Silver Lake Village, the retail developer
agreed to maintain the non-traffic portions of the 39th Avenue right-of-way. This obligation remains
in place as the obligation of the current owners (IRC Silver Lake Village, L.L.C.). If the retail
property owners ever fail to do the required maintenance work, the City has the right to perform the
work and assess the costs against the retail parcels of land through a Street Maintenance Agreement.
To this point, the maintenance work has been performed and the City has not had to step-in or assess
costs
As part of the current Doran housing development, Doran has asked that the former Walmart parcel be
released from the obligation to be assessed. IRC Silver Lake Village, as the current owner of other
retail parcels, has agreed to assume the responsibility for any assessments that may occur in the future
through an Amendment to Street Maintenance Agreement.
The City is being asked to agree to this Amendment. This Amendment reflects that the retail
properties (and not residential) in Silver Lake Village should continue to have the obligation to
maintain portions of 39th Avenue adjacent to the retail areas. By executing the Amendment, the City
continues to have the right to assess the remaining retail properties if the need ever arises.

STREET MAINTENANCE AGREEMENT
THIS AMENDMENT TO STREET MAINTENANCE AGREEMENT (this
“Amendment”) is made and entered into as of the _____ day of ____________, 2020, by and
between IRC SILVER LAKE VILLAGE, L.L.C., a Delaware limited liability company (“IRC”),
and the CITY OF SAINT ANTHONY, a Minnesota statutory city (the “City”).
RECITALS
A. The City and IRC’s predecessor in interest, St. Anthony Retail Development,
LLC, previously entered into that certain unrecorded Street Maintenance Agreement dated as of
September 17, 2004 (the “Original Agreement”). The Original Agreement affects the land
described on the attached Exhibit A (the “Property”).
B. IRC has or is under contract to sell, among other property, a portion of the
Property described on Exhibit B attached hereto (“Released Property”) to Doran SLV, LLC
(together with its successors and assigns, “Doran”).
C. In consideration of Doran’s acquisition and redevelopment of the Released
Property, upon which a vacant big box retail building is currently located, Doran has requested
that the Parties release the Released Property from the Original Agreement.
D. The Parties agree that the IRC’s remaining interest in the Property serves as
sufficient collateral for the obligations of IRC under the Original Agreement and, as such, desire
to amend the Original Agreement to release Doran and the Released Property from the Original
Agreement.
NOW, THEREFORE, in consideration of the mutual covenants set forth herein and other
good and valuable consideration, the receipt and sufficiency of which the Parties hereby
acknowledge, the Parties agree as follows:
1. Definitions. Except as expressly provided herein, words and phrases in this
Amendment have the same meanings as defined in the Original Agreement.
2. Release of Doran and the Released Property. The Parties hereby forever
discharge and release Doran and the Released Property legally described on Exhibit B attached
hereto from the Original Agreement and the obligations and liabilities thereunder.
3. Conflicts/Ratification. If there is any conflict between the provisions of the
Original Agreement and this Amendment, the provisions of this Amendment shall control.
Except as amended by this Amendment, the Original Agreement is ratified by the Parties and
remains in full force and effect. Each of the Parties represents and warrants that it has the full
capacity, right, power and authority to execute, deliver and perform this Amendment, and all
required actions, consents and approvals therefor have been duly taken and obtained. Upon full

execution of this Amendment, the Original Agreement as amended by this Amendment shall be
binding on the Parties hereto and their respective successors and assigns.
4. Entire Agreement. This Amendment constitutes the entire agreement between
the Parties with respect to the subject matter hereof and supersedes any prior written or oral
agreements pertaining thereto.
5. Counterparts. This Amendment may be executed in counterparts or with
counterpart signature pages, which upon execution by all Parties, shall constitute one integrated
agreement.

Ordinance – Amending Chapter 150 - Access to Multi-family Housing Structures for US Census
Employees
OVERVIEW:
In front of you, this evening is the first reading if an ordinance amending Chapter 150 of the City Code
concerning access to multi-unit housing structures by United States Census Bureau employees.
The City is partnering with the State of Minnesota Demographer's office to ensure a complete count in
the 2020 Census. A complete count is important to St. Anthony and Minnesota on a number of fronts,
including funding and representation. In particular, the City receives some formula funding based on
Census population. A complete list of funding based on census population is attached.
Hard-to-count (HTC) communities are present as part of St. Anthony's residents housing,
approximately one half of our total housing units are in multi-unit housing structures. Traditionally,
these communities have been under counted in the census. One of the significant barriers to reaching
hard-to-count communities is getting access to them as many live in apartment buildings with
restricted access. The proposed ordinance is designed to assist census takers in St. Anthony in gaining
access to these restricted buildings.
The ordinance is modeled after Minnesota Statute 211b.20, which grants candidates access to
apartments and has been on the books since the 1970's. Access provided under this ordinance is limited
to sworn decennial census workers and does not extend to other governmental agencies at the federal,
state, or city level. The Census Bureau and its employees are required by law to keep answers
confidential.

AN ORDINANCE ADDING A SECTION TO CHAPTER 150 OF THE HOUSING MAINTENANCE
AND OCCUPANCY ORDINANCE
The City Council of the City of Saint Anthony Village ordains as follows:
Section One. Amendment to the City of Saint Anthony Village City Code to add a section to Chapter 150
of the Housing Maintenance and Occupancy section of the City Code of the City of Saint Anthony Village is hereby
amended as follows. The deleted language is represented by strikethrough text. The additional language is
represented by single underlined text.
150.097 Access to Multi-Unit Housing Structures by United States Census Bureau Employees
Subd. 1. Declaration and Purpose:
A.The United States Constitution directs a decennial census count of all persons
living in the United States.
B.Complete, accurate census data is of critical importance to all residents of
St. Anthony for equal political representation, fair distribution of federal and state
funding, and sound planning and investment infrastructure, real estate, business
development, and public policy and programming.
C. During the decennial census, the United States Census Bureau conducts Non-
Response Follow-up Operations (NRFU), when employees of the United States Census
Bureau visit households that have not yet submitted a census form.
D. Renters and others who live in multi-unit housing structures have historically
been at higher risk of being undercounted in the decennial census, with the number of
renter households in an area being the most influential variable affecting an area’s
census self- response rate; in other words, the more renters in an area, the lower the
self-response rate of that area.
E. The risk of an undercount is compounded in areas with high concentrations of
communities that have been consistently undercounted in the past and who are more
likely to be renters, including low income households, communities of color, Native
American/American Indian communities, immigrants and refugees, and young people.
F.Multi-unit housing structures can be difficult for Census Bureau employees to
enter due to security barriers.
G.It is critical that Census Bureau employees have access to multi-unit housing
structures during the decennial census, so they can reach households that have not yet
participated.
H.13 U.S. Code § 223 authorizes Census Bureau employees to access “any hotel,
apartment house, boarding or lodging house, tenement, or other building”.

2 St. Anthony - Business Regulations
Subd. 2. It is unlawful for a person, either directly or indirectly, to deny access to an apartment
building, dormitory, nursing home, manufactured home park, other multi-unit structure used as a
residence, or an area in which one or more single-family dwellings are located on private roadways, to
employees of the United States Census Bureau who display current, valid Census Bureau credentials and
who are engaged in official census counting operations during the Census Bureau’s standard operational
hours of 9:00 a.m. to 9:00 p.m. (local time) during the decennial census.
Subd. 3. Census Bureau employees granted access must be permitted to leave census materials
in an orderly manner for residents at their doors, except that the manager of a nursing home may direct
that the materials be left at a central location within the facility.
Subd. 4. This section does not prohibit: 1) denial of admittance into a particular apartment,
room, manufactured home, or personal residential unit; 2) denial of permission to visit certain persons
for valid health reasons, in the case of a nursing home or a Registered Housing with Services
Establishment providing assisted-living services meeting the requirements of Minnesota Statutes,
section 144G.03, subdivision 2; 3) limiting visits to a reasonable number of census employees; 4)
requiring a prior appointment or notification to gain access to the structure; or 5) denial of admittance
to or expulsion of an individual employee from a multi-unit housing structure for good cause.

NOTICE OF PROPOSED ORDINANCE CHANGE
Notice is hereby given that on February 11, 2020, 7:00 p.m. at City Hall, 3301 Silver Lake Road, the Saint
Anthony Village City Council will review an amendment to the City’s Housing Maintenance and
Occupancy ordinance, which would add language to allow access to multi-unit housing structures by
United States Census Bureau employees. This will be the first of three readings before adopting the
proposed ordinance change.

Resolution-Establishing an Absentee Ballot Board for the 2020 Election Year
OVERVIEW:
In front of you this evening is a resolution to establish an absentee ballot board for the 2020 election
year.
Minnesota statute §203B.121, subd.1, states that the governing body of each municipality with the
responsibility to accept and reject absentee ballots must, establish a ballot board.
Since 2016, we had been able to designate that responsibility to Ramsey County for all of the City of
St. Anthony’s ballots, however new this year, Ramsey County will only be accepting and rejecting for
Ramsey County and the City’s absentee ballot board with be accepting and rejecting for Hennepin
County.
Therefore we are required to establish a ballot board comprised of staff.

RESOLUTION 20-020
A RESOLUTION ESTABLISHING AN ABSENTEE BALLOT BOARD
WHEREAS, Minnesota §203B.121, subd. 1; BALLOT BOARDS; establishment; applicable
laws; states that the governing body of each municipality with the responsibility
to accept and reject absentee ballots must, establish a ballot board; and
WHEREAS, members of the ballot boards may include election judges trained in the handling
of absentee ballots and city clerks who have received training in the processing
and counting absentee ballots; and
WHEREAS, The City of St. Anthony authorizes staff members who have received training as
election judges to serve on the Absentee Ballot Board.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St. Anthony
Village hereby establishes an Absentee Ballot Board.
