5 CALL TO ORDER.

7 Mayor Stille called the meeting to order at 7:00 p.m.

9 PLEDGE OF ALLEGIANCE.

11 Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance.

15 Present: Mayor Stille, Councilmembers Jenson, Walker and Webster.

17 Also Present: City Manager Mark Casey and Public Works Director Jay Hartman.
18 Guests: Jerry Hromatka, and Chad Gillard.

20 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING

23 I. APPROVAL OF JANUARY 28, 2020 CITY COUNCIL MEETING AGENDA.

25 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve the City
26 Council Meeting Agenda of January 28, 2020.

30 II. PROCLAMATIONS AND RECOGNITIONS.

32 A. Presentation of Northeast Youth and Family Services
33
34 Jerry Hromatka, President and CEO of Northeast Youth and Family Services made a
35 presentation to the City Council.
36
37 Councilmember Webster expressed her thanks to Mr. Hromatka for his long-time commitment to
38 the St.Anthony-New Brighton Family Services Collaborative. She thought when looking at the
39 mission of the organization and talking about meeting the unmet developmental needs of youth
40 and families, in terms of talking about trauma informed practice and shifting the practices not
41 only in mental health but also in School Districts away from "what is wrong with you" to "what
42 happened to you" and then the other piece the really resonates with her is the talk about family
43 focus and what they know is that children's needs are best met when parents needs are met. She
44 congratulated Mr. Hromatka on his upcoming retirement.

46 Councilmember Jenson appreciated the fact that Mr. Hromatka has been on this board for so
47 many years and spent so much time and effort and the presentations are always enlightening and
48 worthwhile.

1 Mayor Stille thanked Mr. Hromatka for the presentation. He thought this is a need in the
2 community. St. Anthony has had a quest as a Council to be better along the Mental Health
3 aspect in the City. Not only is there a need and good for individuals and should fall intangibly
4 down to the bottom line. Having that kind of service would probably eliminate some needless
5 calls. He wished Mr. Hromatka well in his retirement.

12 D. Resolution 20-011; a Resolution Approving the Northeast Youth and Family Services

14 E. Resolution 20-012; a Resolution Designating Mayor Stille as a participant in Outside
15 Organizations for 2020.
16 F. Resolution 20-013; a Resolution Designating Councilmember Jenson as a Participant in
17 Outside Organizations for 2020.
18 G. Resolution 20-014; a Resolution Designating Councilmember Randle as a Participant in
19 Outside Organizations for 2020.
20 H. Resolution 20-015; a Resolution Designating Councilmember Walker as a Participant in
21 Outside Organizations for 2020.

25 Motion by Councilmember Jenson, seconded by Councilmember Webster, to approve the
26 Consent Agenda items.

30 IV. PUBLIC HEARING — NONE.

32 V. REPORTS FROM COMMISSION AND STAFF — NONE.

34 VI. GENERAL BUSINESS OF COUNCIL.

36 A. Request for Special Event for the 2nd Annual Village Winterfest on March 7, 2020 with
37 approval of temporary liquor license for the event.

39 Mr. Chad Gillard, Co -Navigator of Voyagers made a presentation to the City Council.
40
41 Councilmember Jenson indicated there was talk about raising funds to support Village Winterfest
42 and Nourish 282 and he wondered where the revenue came from to support that.

44 Mr. Gillard stated there are some events where residents participate in which those events have
45 registration fees but most of the revenue comes from the liquor that is sold, which is why he is
46 asking for approval of the liquor license.

2 Mayor Stille indicated he liked that this engages the community.

4 Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve the request
5 for a Special Event for the 2nd Annual Village Winterfest along with use of Central Park Pavilion
6 and approval of a temporary liquor license in the Central Park Pavilion on Saturday, March 7th
7 from 11:00 am to 4:00 pm.

9 Motion carried 4-0.

11 B. City of St. Anthony Snow and Ice Control Operations Presentation.

13 Public Works Director Jay Hartman made a presentation to the City Council.
14
15 Councilmember Jenson appreciated how efficient the Public Works team is in getting out and
16 snowplowing and all of the other services.
17
18 Mayor Stille also supported the Public Works group and appreciated them. He thanked Mr.
19 Hartman for the presentation.

21 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

23 City Manager Casey reported that On Tuesday, February 25th will be the night of the Caucus' so
24 the Council meeting will be moved to Wednesday, February 26th at 7:00 p.m.

26 Councilmember Webster stated she attended the League of Minnesota Cities Elected Members
27 Institute on January 24-25 and really appreciated the opportunity to learn more about her role as
28 a Councilmember. She also wanted to thank Mr. Mike Larson; Manager of the City liquor stores
29 for contributing to the news article on Sunday. She explained she has been trying to connect to
30 the committees that she is a liaison and the Chamber of Commerce is hosting a Chamber event
31 this Friday with esteemed guest Mayor Stille on Friday at 7:00 am at the Northeast Coffee Shop.
32 She thanked Mr. Hartman for the update on the Public Works. She noted she had a chance to
33 meet with Julianne Hunter who Chairs the all -volunteer led Village fest Committee and one of
34 the things she emphasized is that VillageFest and WinterFest is City supported but not City
35 funded and she pointed out that the event would not be possible without the help of the Public
36 Works Department.

38 Councilmember Jenson stated he attended a Worksession last Tuesday where Development 65
39 Concept review was presented. Senior housing concept located on the Lowry Grove (Urban
40 Grove) property. This was a preliminary presentation and no decisions were made.

42 Councilmember Walker stated he attended the League of Minnesota Cities Elected Members
43 Institute and he thought it was very informative and augmented a lot of things the City Manager
44 has presented to him.

1 Mayor Stille stated on January 16-17, the Council had the annual goal setting session and the
2 strategic initiatives were revisited. It is a day and a half of hard work but is necessary for the
3 community. The Council is looking to provide the outcome of this at the February 26th City
4 Council meeting. He also attended the Elected Leaders Institute on January 24-25 put on the
5 League of Minnesota Cities. One theme was building relationships and public trust.

7 VIII. COMMUNITY FORUM.

9 Mayor Stille invited residents to come forward at this time and address the Council on items that
10 are not on the regular agenda.

12 Hearing none, Mayor Stille moved forward with the agenda.

14 IX. INFORMATION AND ANNOUNCEMENTS.

18 X. ADJOURNMENT.
