WHEREAS, the Mayor of St. Anthony finds that the following situation exists:
• World Health Organization has declared a novel coronavirus- COVID-19 as a Pandemic.
• Cases of the COVID-19 continue to increase at a rapid rate, stressing the local healthcare system.
• Federal, State, and County Health Agencies have enacted social distancing mandates in an effort to
reduce risk and stress on the healthcare system.
• The expectations on local resources and services will be stressed and there is a need to increase our local
operations and spending capabilities to respond to the growing needs of the community we serve.
WHEREAS, the Mayor finds that the situation is sudden and unforeseen and could not have been anticipated;
WHEREAS, the Mayor finds that conditions in the City of St. Anthony have worsened considerably as a result
of the situation;
WHEREAS, the Mayor finds that the situation threatens the health, safety, and welfare of the citizens of the
community;
WHEREAS, the Mayor finds that the situation has resulted in catastrophic loss to property/ environment or will
cause such loss if not immediately addressed;
WHEREAS, the Mayor finds that traditional sources of relief are not able to repair or prevent the injury or loss.
Therefore, pursuant to Minn. Stat. § 12.29 the Mayor hereby declares this situation to be a local emergency
effective at 5:30 PM on March 19, 2020.
This declaration of a local emergency will invoke the City's disaster plan. The portions that are necessary for
response to and recovery from the emergency must be used. ,
