RESOLUTION 20-039
A RESOLUTION REQUESTING AN ADVANCE FROM THE
MUNICIPAL STATE AID STREET FUND FOR CALENDAR YEAR 2020
FOR THE CITY OF ST. ANTHONY VILLAGE, MINNESOTA
WHEREAS, the City of St. Anthony Village has initiated roadway mill and overlay along Silver Lane
from Stinson Boulevard to Silver Lake Road; and
WHEREAS, the County Road C street reconstruction improvements from CSAH 88 to the Roseville City
Limits as part of a cooperative agreement with Hennepin County and Ramsey County began
in 2019 and are anticipated to be completed in 2020; and
WHEREAS, the Stinson Boulevard street reconstruction improvements completed in 2016 were reviewed
and approved by the Minnesota Department of Transportation (MnDOT); and
WHEREAS, the City of St. Anthony Village is planning to implement Municipal State Aid Street
Project(s) in 2020 along Silver Lane and County Road C and request reimbursement for
improvements completed along Stinson Boulevard in 2016 which will require State Aid
funds in excess of those available in its State Aid Construction Account; and
WHEREAS, the City of St. Anthony Village is prepared to proceed with the construction of said
project(s) through the use of an advance from the Municipal State Aid Street Fund to
supplement the available funds in their State Aid Construction Account; and
WHEREAS, the advance is based on the following determination of estimated expenditures:

Advance Amount (amount in excess of acct balance) $ 1,491,318.26
WHEREAS, repayment of the funds so advanced will be made in accordance with the provisions of
Minnesota Statutes 162.14, Subd. 6 and Minnesota Rules, Chapter 8820.1500, Subp. 10b;
and
WHEREAS, the City of St. Anthony Village acknowledges advance funds are released on a first -come -
first -serve basis and this resolution does not guarantee the availability of funds.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony Village that:
1. The Commissioner of Transportation is hereby requested to approve this advance for financing
approved Municipal State Aid Street Project(s) of the City of St. Anthony Village in an amount up to
$1,491,318.26. The City of St. Anthony Village hereby authorizes repayments from subsequent
accruals to the Municipal State Aid Street Construction Account of said Municipality from future
year allocations until fully repaid.
