7 Mayor Stille called the meeting to order at 7:00 p.m.

11 Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance.

26 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve the City
27 Council Meeting Agenda of April 28, 2020.

2 A. Resolution 20-042; a Resolution Authorizing Issuance, Awarding Sale, Prescribing the
3 Form and Details and Providing for the Payment of $3,000,000 General Obligation Street
4 Reconstruction Bonds Series 2020A.

6 Mr. Keith Dahl, Ehlers & Associates gave a presentation and reviewed the resolution with the
7 Council.

9 Councilmember Randle stated he was in conversation with Governor Tim Walz while
10 participating on the League of Minnesota Cities meeting and there was some Legislative talk
11 about the bonding bill not being passed at the Legislature. He wondered if that affected the sale
12 of the City's bonds, did that play a role in the sale of the bonds.

14 Mr. Dahl explained it did not play into the bonds that St. Anthony was issuing. He indicated
15 Ehlers & Associates has a different pool of investors to work with and these bids received were
16 from a different pool, essentially and does not affect this bond in particular.

18 Mayor Stille stated he looked back since 2013 and the City's interest rate have ranged anywhere
19 from two percent to three percent for road construction bonds so this being one and three
20 quarters in essence is really good. The City's AA rating is something to be proud of and another
21 thing is that the City is budgeting a two percent interest rate for this so that gives them a little
22 more cushion as well. In this low interest rate environment, it has helped the City.

24 Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution
25 20-042; a Resolution Authorizing Issuance, Awarding Sale, Prescribing the Form and Details
26 and Providing for the Payment of $3,000,000 General Obligation Street Reconstruction Bonds
27 Series 2020A to Piper Sand.

29 Motion carried 5-0.

31 B. Resolution 20-043. a Resolution Approving and Adopting the Final 2040 Comprehensive
32 Plan for the City of St. Anthony Village.

34 City Planner Grittman reviewed the resolution with the Council.

36 Councilmember Webster noticed the recommendations the Met Council came back with were
37 really interesting and if she understood this correctly the City does not have to resubmit anything
38 to Met Council and is only for the City's future planning purposes.

40 Mr. Grittman indicated that was correct. Staff will actually build some of the recommendations
41 into the planning document that is being produced this week to reflect the changes. There will be
42 no more review by the Met Council.

44 Mayor Stille noted this is a finalization of the Comprehensive Plan and is four years going into
45 this. He went back and looked at the number of community members that worked on this and
46 this has been touched by fourteen Planning Commissioners, four City Planners, including Mr.

1 Grittman, eight different Councilmembers, not to mention a lot of different consultants through
2 the environmental aspect and the capacity aspects that had to accessed. This is a document that
3 he compares to the previous Comprehensive Plan and it is night and day in terms of the thought
4 and preparation that went into this plan. He congratulated the community and thank the people
5 who have put a lot of time and effort into this.

7 Motion by Councilmember Randle, seconded by Councilmember Walker, to approve Resolution
8 20-043; a Resolution Approving and Adopting the Final 2040 Comprehensive Plan for the City
9 of St. Anthony Village.

11 Motion carried 5-0.

13 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

15 City Manager Casey reported that the liquor store operations are open in both locations. The
16 hours are 12:00 p.m. to 8:00 p.m., Monday through Saturday. City Hall and the Fire Department
17 with city staff are fully operational. He noted the City needs to reschedule the Spring cleanup,
18 which was scheduled for Saturday, May 2nd. The City is hoping to have that rescheduled to
19 sometime in the Fall. For residents that have bulky items that need to be removed now he
20 suggested contacting the refuse hauler to set up an agreement for haul away and work out the
21 price.

23 Councilmember Webster stated Village Fest is meeting next week to determine the fate of the
24 event for 2020. St. Anthony Qantas has cancelled their meetings through the remainder of May
25 as well and two weeks ago was the Community Services Advisory Council meeting where she
26 was able to give an update from the Council.

28 Councilmember Walker stated he has been in communication with City Manager Casey about
29 social distancing, particularly around the tennis courts. He stated he is an avid tennis player and
30 has seen things there that he does not like to see in terms of not abiding by the six feet rule and
31 with the number of players there. One of the things that has happened since the discussion has
32 been signage put up on the fence of the court to encourage social distancing. In addition to that
33 City Manager Casey informed him that there are picnic tables near the site to the court to
34 encourage people to sit there rather then at the gate to the tennis courts to socialize.

36 Councilmember Randle stated he joined the League of Minnesota Cities webinar on April 21 St
37 and was given the Legislative update. He was also given an update on the open meeting law and
38 what was good to hear is that eighty percent of the cities are now meeting electronically. Most
39 cities are now abiding by social distancing. Friday, April 23rd he joined the conversation with
40 Governor Tim Walz that was also put on by the League of Minnesota Cities and what he got
41 from that is there was some interest from the City about 5G. On April 24th, he joined the Town
42 Hall meeting with Representative Omar with the Minnesota Department of Employment and
43 Economic Development and the topics were mainly about unemployment.

45 Mayor Stille stated he indicated on the 24th of April there was a League of Minnesota Cities
46 webinar with Governor Walz specifically related to COVID and Governor Walz was his

1 refreshing direct self and he talked about the elections in Wisconsin and how there will not be a
2 repeat of that. He talked about the bonding bill and road construction and the fact that the State
3 is moving forward. He noted on April 25th he stopped by the Fire Department which was
4 collecting masks and his neighbor around the corner, Kathy, had 87 masks which she made, and
5 the bin was about half full. He commended the community for all chipping in and there is a need
6 for them.

10 Mayor Stille invited residents to come forward at this time and address the Council on items that
11 are not on the regular agenda.

13 Hearing none, Mayor Stille moved forward with the agenda.
