5 CALL TO ORDER.

7 Mayor Stille called the meeting to order at 7:00 p.m.

9 PLEDGE OF ALLEGIANCE.

11 Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance.

15 Present: Mayor Stille, Councilmembers Jenson, Randle, Walker and Webster.

17 Also Present: City Manager Mark Casey, Assistant to the City Manager Charlie Yunker and Liquor
18 Operation Manager, Mike Larson.

26 Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve the City
27 Council Meeting Agenda of July 28, 2020.

3 VI. GENERAL BUSINESS OF COUNCIL.

5 A. Resolution 20-061; a Resolution Approving updated North Suburban Communications
6 Commission Joint Powers Agreement.

8 Ms. Dana Healy, Executive Director at CTV North Suburbs made a presentation to the City
9 Council.

11 Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve Resolution
12 20-061; a Resolution Approving updated North Suburban Communications Commission Joint
13 Powers Agreement.

15 Motion carried 5-0.

17 B. Liquor Operations Mid -Year Report
18
19 Mr. Mike Larson, Liquor Operation Manager made a presentation on the Liquor Operations year
20 to date.

22 Councilmember Randle asked how being closed on Sundays affected sales. Mr. Larson
23 indicated it really has not had an impact and sales have continued to increase. Retail is about
24 convenience and really drives the bus. He noted they want to be open on Sundays again but
25 there is some concern regarding staffing levels. There are a few employees that are out because
26 they are in a high risk group so they are trying to replace them and get the new staff trained and
27 also he wants to monitor conditions in order to reduce as much exposure as possible for
28 employees in the store.

30 Councilmember Jenson noted it was amazing how the sales have jumped throughout the year
31 with the stores being closed half the month of April. He thought Mr. Larson had a really good
32 operation and he wanted to compliment staff on how the customers are treated.

34 Councilmember Webster complimented the staff as well and she was impressed how quickly the
35 store transitioned for safety of the customers and staff. She thought the staff was very friendly to
36 her and other customers when she visited as they have always been, and she wanted to express
3 7 her thanks.

39 Mayor Stille indicated he was looking back to 2012 when Mr. Larson was rocking sales pre big
40 box and he wanted to point out that over the last few months the store was back to those levels of
41 sales. He knew this was an anomaly but wanted to point that out. He thanked Mr. Larson and
42 his staff for working through this Pandemic.

44 C. 2nd Quarter Goals Update

46 City Manager Casey reviewed the 2nd Quarter Goals with the City Council.

2 Councilmember Webster indicated she was looking at the City's work with the Government
3 Alliance on Race and Equity Cohort and she knew the Police Department has sent out and
4 provided a lot of data that is available to the residents on the City website and she noticed
5 another piece of data that might become available and was not sure if that was just for internal
6 use regarding code enforcement or is that something that will be made public. Mr. Casey
7 explained when the City has the results those will be made public.

9 Mayor Stille thanked Mr. Casey for the report and work on the goals even with all of the extra
10 work being done with COVID-19.

12 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

14 Councilmember Jenson stated he attended the Metro Cities meeting at the beginning of July they
15 started to compile an ad hoc committee to review the policies in order to have them written
16 through a race equity lens. He has applied to be on the committee. He noted he also ordered and
17 started reading a book called How to be an Anti -Racist by Ivran X Kennedy along with other
18 books, one called Blink by Malcolm Gladwell and Time for the Truth by Som Young Soon.

20 Councilmember Webster stated on July 18, 2020h she and Councilmember Walker hosted Coffee
21 with the Council, a virtual session through Zoom and she believed there were five residents that
22 participated. She appreciated all of the great comments and questions from the residents.

24 Councilmember Walker stated apart from answering emails, having Zoom meetings and phone
25 calls from residents concerning graduating class signs, he found it interesting to have a
26 diplomatic conversation with residents depending on where they are and what side of the fence
27 they are on regarding a number of issues. He noted that is a learning process. He also stated the
28 Coffee with the Council was very informal and last a couple of hours and was a very intimate
29 interaction with the residents and a very good discussion. He looked forward to having similar
30 Coffee with the Council meetings like that in the future.

32 Mayor Stille stated he attended the Kiwanis meeting on July 15, 2020. He presented an informal
33 Stay of the City address talking about the City's goals and how COVID-19 is being addressed.
34 He noted Councilmember Jenson was there as well. There were also three youth scholarships
35 awarded that night.

37 VIII. COMMUNITY FORUM.

39 Mayor Stille invited residents to come forward at this time and address the Council on items that
40 are not on the regular agenda.

42 Hearing none, Mayor Stille moved forward with the agenda.

1 Councilmember Randle stated there is an email he wanted to address so people can get a better
2 understanding of him and where he is at and what he is about. He read a portion of the email
3 indicating the writer was a white middle class woman that needed to get uncomfortable and
4 embrace it so things will change. He stated as a Councilmember it is not his role to make people
5 feel uncomfortable. His role is to try to find the best solution that is compromising for the
6 community as a whole. He will never be in a situation where he is intentionally trying to make
7 any resident uncomfortable on anything. He indicated he will also look for a compromise for
8 both parties, if at all possible. He continued to read the email. He commented that he did not
9 vote against the mural, the Council voted against the location where the mural was asked to be
10 placed. He explained he did not vote against the mural to maintain the City's stability and
11 enjoyment, he voted against it because it was the right thing to do. He indicated he did not make
12 decisions for popularity reasons and he did not make decisions for a pat on the back. He makes
13 decisions for what he believes is right for the City as a whole and he always will continue to do
14 that no matter the heat he gets and no matter the consequences because it is the right think to do
15 and that is why he voted the way he did.

17 Councilmember Randle explained that what he really took offense to was the part about taking
18 racism seriously. For those people who do not know him and know his history, he is a 54-year-
19 old black man from Mississippi, born and raised in this Country. He is also a descendant of
20 immigrant slaves who came into this Country. He knows all about racism and where all the
21 bones are buried, so to speak. He indicated he is more than willing to speak to anyone about this.
22 He stated if there is going to be a serious conversation about racism, then let us be serious about
23 racism, leave things open because it is not one side or the other. If he chooses to vote against
24 something it does not mean he is racist, or not in touch with his own people. If he chose to sit
25 out, he has earned that right and if he has not, then his ancestors certainly have. He chooses what
26 battles he fights, he earned that right, and anyone who wants to sit down and have a conversation
27 with him about race, he would do that anytime, any day.
