CITY COUNCIL WORK SESSION
Minutes
August 31, 2020
Present:
Mayor & Council
Randy Stille, Mayor; Bernard Walker, Councilmember; Thomas Randle, Councilmember; Wendy
Webster, Councilmember and Jan Jenson, Councilmember.
Absent:
None

Call to Order:
Mayor Stille called the Work Session to order at 5:30 p.m.
Housing Data:
Mr. Grittman introduced the report and Council discussed. Walker asked if a policy would be
appropriate for developers to meet minimum AMI standards. Council discussed the history of market
driven response to TIF requests. Webster discussed setting Council goals for affordability needs for non-
age restricted developments.
Webster discussed that the historical approach favors a small segment of the community. Council
discussed that past TIF requests for senior housing have opened-up homes for new families. And the
Council discussed the difficulties of financially workable affordable projects at 30% AMI without
significant city assistance.
City Manager Search:
Staff presented a memo on the proposals received. Randy Stille and Jan Jenson will represent the
Council and meet with the representative from the lead candidate firm, and report back at the next
Work Session.
Future Work Session Dates:
The next scheduled Work Session will be Monday, September 14, 2020. One of the agenda items to
discuss will be an update on the new City Manager search process.

RE: Allocation of CARES Act funding
DATE: September 14, 2020
At its regular meeting on September 8, 2020 the Council accepted staff’s recommendation on allocation
of the $683,110 of Coronavirus Aid, Relief, and Economic Security (CARES) Act funds received by the
City. As staff subsequently received guidance on eligible expenditures and refined expected city costs, it
there is a possibility funds may be available for community needs.
Recently staff received a request for $15,000 to cover extraordinary COVID-19 related costs from
Northeast Youth & Family Services (NYFS), which has an ongoing partnership with the City to provide
Mental Health, Youth Diversion and Senior Chore services.
Staff also recognizes that St. Anthony Community Services provides a range of programming for City
residents, some of which as an extension of the City. For example, facility rentals, and programming for
children, adults and seniors.
Staff would like to explore the eligibility of providing funds for Community Services and NYFS. Should
staff learn that either or both are not eligible, staff retains the option to seek approval for City expenses.
Proposal
Staff is proposing updating the City’s allocation of CARES Act funds as listed below:

Next Steps:
1. If approved by the Council, staff will confirm the eligibility of the NYFS request and identify
eligible expenditures within Community Services.
2. Staff will update the Council on the status of CARES Act expenditure eligibility.
