WHEREAS, the Minnesota Crime Prevention Association, AAA of Minnesota and the St. Anthony
Village Police Department are sponsoring a statewide crime and drug prevention
program on October 6, 2020, called "Night to Unite"; and
WHEREAS, this is the 12th Annual Night to Unite” in Minnesota and it provides a unique
opportunity for St. Anthony Village to join forces with hundreds of other communities
across Minnesota in promoting cooperative, police-community crime and drug
prevention efforts; and
WHEREAS, City of St. Anthony Village plays a vital role in assisting the St. Anthony Village Police
Department through joint crime and drug prevention efforts in St. Anthony Village and
is supporting "Night to Unite 2020" locally; and
WHEREAS, it is essential that all citizens of St. Anthony Village be aware of the importance of
crime prevention programs and the impact of their participation can have on
reducing crime and drug abuse in the City of St. Anthony Village; and
WHEREAS, police and community together promote neighborhood safety, awareness and
cooperation, are important themes of the "Night to Unite" program.
NOW, THEREFORE, the St. Anthony Village City Council, do hereby call upon all citizens of
City of St. Anthony Village to join us in supporting the 12th Annual “Night to Unite” on October 6,
2020.
FURTHER, BE IT RESOLVED, the St. Anthony Village City Council, hereby proclaim Tuesday,
October 6, 2020, as "NIGHT TO UNITE" in the City of St. Anthony Village.

City Finance Director Rueckert presented the proposed 2021 Tax Levy and General Operating 7
Budget to the City Council. 8

Mayor Stille opened the public hearing at 7:27 p.m. 10

Councilmember Webster commended Ms. Rueckert because when they met earlier in the year 12
Ms. Rueckert shared with her the debt levy reduction program that was started in 2014 and she 13
appreciated on behalf of the residents how that really does provide some consistency in the 14
property taxes and residents do not see the spikes every year. 15

No one wished to address the City Council. 17

There being no additional public input, Mayor Stille closed the public hearing at 7:31 p.m. 19

Interim City Manager Yunker reviewed the resolution with the Council and is recommending 41
approval. 42

Councilmember Randle indicated he was glad Mr. Yunker clarified the information because he 44
was reading it all wrong and thought he was going to be paying an extra ten dollars per billing 45
cycle. 46

Mayor Stille explained this is only for people who use the yard waste feature. The City also has 2
a special arrangement with Ramsey County and Arden Hills to take the yard waste. He thought 3
the inflationary factors have been very minor. He thought this was very prudent. 4

20-066; a Resolution Approving the Renewal of the Organized Collection Agreement for Two 7
Years until April 1, 2023. 8

B. Ordinance 2020-02, Amending Chapter 9I Animal Control. 12

Interim City Manager Yunker reviewed the Ordinance with the Council and indicated this is the 14
final reading and adoption. He noted he did follow up with the Post Office after the last City 15
Council meeting and there is not a reporting procedure for a dangerous dog with the post office 16
but they would appreciate a call from staff if one is designated as such. He noted staff will 17
handle that. If there are any delivery issues with a dangerous dog the post office asks residents 18
to contact them in order for them to handle it as well. 19

Councilmember Jenson indicated someone had asked what would be considered a proper 21
enclosure. He indicated a proper enclosure per State Statute is defined as “Securely confined 22
indoors or in a securely enclosed and locked pen or structure suitable to prevent the animal from 23
escaping and providing protection from elements for the dog. A proper enclosure does not 24
include a porch, a patio or any part of house or garage or other structure that would allow the dog 25
to exit on its own volition or any house or structure in which windows are open or in which a 26
door or window screen are the only obstacles that prevent the dog from exiting”. 27

Reading and Adopt Ordinance 2020-02; an Ordinance Amending Multiple Sections in Chapter 9I 30
of the Animal Control Ordinance. 31

Interim City Manager Yunker reported that clean up day is Saturday, September 12th from 8:00 1
am to 2:00 pm at Public Works. He noted there is a link for people to sign up online for a time 2
slot which will help keep things running smoothly. 3

Councilmember Walker stated he is entering his third online session of a book reading called 5
“Stamped”, which covers anti-racism and is primarily set for high school students and parents of 6
the students. 7

Councilmember Webster stated she is a Liaison to the Community Services Advisory Council 9
and there is a meeting on Thursday, September 10th. She indicated she is also the Liaison to the 10
St. Anthony Qantas and there will be a work session on Wednesday, September 9th at 12:00 pm. 11

Councilmember Randle stated on Sunday, September 13th Sister Cities will be having their 13
retreat. The October visit from Finland Road show has been postponed. Sports Boosters will 14
have their first meeting on Wednesday, September 9th. 15

Councilmember Jenson stated on Wednesday, August 26th he participated in Coffee with the 17
Council. On August 31st he participated with the work session meeting the Council had. 18
September 3rd the Metro Cities Board of Directors met, and Metro Cities deployed an Ad hock 19
Race Equity Committee and the Board set a one-year timeline and approved a detailed scope of 20
work. He indicated they also finalized a new Race and Equity Policy Statement and sent that 21
forward. On September 4th he attended the Ramsey County Local League of Governments Exec. 22
Board meeting where they approved the financial budgets and are in the green. The Collective 23
Work Force Group presented their scope of work as a long-term improvement via policy 24
changes. Mental Health is the consensus issue as it affects everyone, schools, and communities. 25
This plan will be presented to the larger Board of Directors meeting on Friday, September 11th. 26

Mayor Stille stated he attended the August 31st work session and heavy on the agenda was to get 28
the process started to recruit a recruiter for the City Manager position and should be coming 29
before the Council at the next meeting for voting. On September 8th he attended the Mississippi 30
Water Management Organization Board meeting. 31

Mayor Stille invited residents to come forward at this time and address the Council on items that 35

Resolution - Approving the Hennepin County Residential Recycling SCORE Grant Agreement
Amendment
OVERVIEW:
In front of you this evening is a resolution approving the Amended Hennepin County Residential Recycling
SCORE Grant Agreement.
The county’s current residential recycling grant agreement expires at the end of this year. The attached
amendment extends the contract for one year, through the end of 2021, with the allocation of funds in 2021
using the same formula as 2020.
Hennepin County receives annual funding from the state’s Select Committee on Recycling and the
Environment (SCORE) fund and distributes 100% of this money to cities in accordance with the county’s
funding policy. Grants are awarded based on the number of households with curbside recycling service and
the number of households signed up for and receiving curbside organics recycling. The cities’ recycling
programs must meet several basic requirements to receive funding, including standard materials accepted,
partnership on education and outreach, reporting, and program performance.

AMENDMENT NO. 1 TO AGREEMENT A166422
This Agreement is between the COUNTY OF HENNEPIN, STATE OF MINNESOTA,
A-2300 Government Center, Minneapolis, Minnesota 55487 (“COUNTY”), on behalf of the
Hennepin County Environment and Energy Department, 701 Fourth Avenue South, Minneapolis,
Minnesota 55415-1600 (“DEPARTMENT”) and the CITY OF ST. ANTHONY, 3301 Silver
Lake Road NE, Saint Anthony, Minnesota 55418-1699 (“CITY”).
WHEREAS, the COUNTY and the CITY entered into a four-year Residential Recycling
Grant Agreement, Contract No. A166422 (“Agreement”), for a residential recycling grant
commencing on January 1, 2017; and
WHEREAS, the County Board, by Resolution No. 20-0197 adopted on June 2, 2020,
amended the Hennepin County Residential Recycling Funding Policy to extend the contract
period to December 31, 2021, allocate 2021 funds using the same methodology as 2020, allow
organics recycling funds to be used for organics drop-off sites, and authorized grant funding for
municipal recycling programs consistent with said policy; and
WHEREAS, the parties desire to amend the Agreement to extend the term and
incorporate other changes;
NOW, THEREFORE, the parties agree that Agreement A166422 is amended as follows:
1. Section 1, TERM AND COST OF THE AGREEMENT, shall be amended to read as
follows:
This Agreement shall commence upon execution and terminate on
December 31, 2021, unless cancelled or terminated earlier in
accordance with the provisions herein.
2. Section 2, SERVICES TO BE PROVIDED, shall be amended to read as follows:
The CITY shall operate its recycling program in accordance with the requirements
described in the County’s amended Residential Recycling Funding Policy (“Policy”),
attached as Attachment A and incorporated by this reference, and fulfill the
responsibilities of the Policy.
3. Section 3, ALLOCATION OF FUNDS, shall be amended to read as follows:
The COUNTY will distribute SCORE funds as described in the Policy. The CITY
shall follow the requirements for use of funds described in the Policy.
Except as amended, the terms, conditions and provisions of this Agreement shall remain in full
force and effect.

A RESOLUTION APPROVING THE HENNEPIN COUNTY
RESIDENTIAL RECYCLING SCORE GRANT AGREEMENT AMENDMENT
WHEREAS, Hennepin County distributes 100% of its SCORE funds to participating and eligible
cities; and
WHEREAS, Hennepin County will dedicate funds for curbside recycling and curbside organics
recycling,; and
WHEREAS, the funds are used for the City’s waste reduction and recycling capital and operating
expenses; and
WHEREAS, Hennepin County and the City of St. Anthony entered into a four-year Residential
Recycling Grant Agreement that is set to expire December 31, 2020; and
WHEREAS, the County Board adopted the Amended Hennepin County Residential Recycling
agreement expiring December 31, 2021.
NOW, THEREFORE BE IT RESOLVED THAT, the City Council of the City of St. Anthony
hereby approves the amended Residential Recycling Grant Agreement expiring on December 31,
2021.

Resolution - Authorizing DDA Human Resources, Inc. as the Executive Firm to assist with the search
for a City Manager
OVERVIEW:
At its regular meeting on August 11, 2020 the Council accepted the resignation of City Manager Mark
Casey and asked staff send a Request for Proposals (RFP) to executive search firms. The RFP was sent
out to firms that work in the public sector and have Minnesota experience. Those firms were:
•Baker Tilly
•David Drown and Associates
•GovHR
•Hue Life
•The Mercer Group
The due date for receipt of proposals was August 24, 2020 and proposals were received from Baker
Tilly, David Drown and Associates, and GovHR.
At its Work Session on August 31, 2020 the City Council discussed the proposals and David Drown
and Associates was the lead candidate overall. The Council agreed to have Mayor Stille and
Councilmember Jenson contact David Drown and Associates to further discuss their proposal and
report back.
Mayor Stille and Councilmember Jenson reported back to the City Council at its Work Session on
September 14, 2020 that David Drown and Associates was willing to complete the search for $21,000.
The Council briefly discussed priority areas for the search, with further discussion to follow, and
agreed to formally accept the proposal at its regular City Council Meeting on September 22, 2020.
