7 Mayor Stille called the meeting to order at 7:00 p.m.

9 PLEDGE OF ALLEGIANCE.

11 Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance.

15 Present: Mayor Stille, Councilmembers Jenson, Randle, Walker and Webster.

17 Also Present: Interim City Manager Charlie Yunker, Finance Director Shelly Rueckert, and City
18 Planner Stephen Grittman.

24 I. APPROVAL OF SEPTEMBER 8, 2020 CITY COUNCIL MEETING AGENDA.

26 Removal of Item 5A (Resolution 20-065, a Resolution Approving a Request for the Preliminary
27 Plan Stage PUD, Constituting an Amendment to the Silver Lake Village PUD, for the Interstate
28 Development Multi -Family Residential Project of 38 Dwelling Units at 3725 Stinson Boulevard
29 NE).

31 Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve the City
32 Council Meeting Agenda of September 8, 2020.

2 IV. PUBLIC HEARING.

4 A. Resolution 20-064, a Resolution Setting the Proposed 2021 Tax Levy and General
5 Operating Budget for the City of St. Anthony Village.

7 City Finance Director Rueckert presented the proposed 2021 Tax Levy and General Operating
8 Budget to the City Council.

10 Mayor Stille opened the public hearing at 7:27 p.m.
11
12 Councilmember Webster commended Ms. Rueckert because when they met earlier in the year
13 Ms. Rueckert shared with her the debt levy reduction program that was started in 2014 and she
14 appreciated on behalf of the residents how that really does provide some consistency in the
15 property taxes and residents do not see the spikes every year.
16
17 No one wished to address the City Council.

19 There being no additional public input, Mayor Stille closed the public hearing at 7:31 p.m.

21 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution
22 20-064; a Resolution Setting the Preliminary 2021 Tax Levy and General Operating Budget for
23 the City of St. Anthony Village.

27 V. REPORTS FROM COMMISSION AND STAFF.

36 VI. GENERAL BUSINESS OF COUNCIL.

38 A. Resolution 20-066; a Resolution Approving the Renewal of the Organized Collection
39 Agreement for Two Years until April 1, 2023.

41 Interim City Manager Yunker reviewed the resolution with the Council and is recommending
42 approval.

44 Councilmember Randle indicated he was glad Mr. Yunker clarified the information because he
45 was reading it all wrong and thought he was going to be paying an extra ten dollars per billing
46 cycle.

2 Mayor Stille explained this is only for people who use the yard waste feature. The City also has
3 a special arrangement with Ramsey County and Arden Hills to take the yard waste. He thought
4 the inflationary factors have been very minor. He thought this was very prudent.

6 Motion by Councilmember Jenson, seconded by Councilmember Webster, to approve Resolution
7 20-066; a Resolution Approving the Renewal of the Organized Collection Agreement for Two
8 Years until April 1, 2023.

10 Motion carried 5-0.

12 B. Ordinance 2020-02, Amending Chapter 9I Animal Control.
13
14 Interim City Manager Yunker reviewed the Ordinance with the Council and indicated this is the
15 final reading and adoption. He noted he did follow up with the Post Office after the last City
16 Council meeting and there is not a reporting procedure for a dangerous dog with the post office
17 but they would appreciate a call from staff if one is designated as such. He noted staff will
18 handle that. If there are any delivery issues with a dangerous dog the post office asks residents
19 to contact them in order for them to handle it as well.

21 Councilmember Jenson indicated someone had asked what would be considered a proper
22 enclosure. He indicated a proper enclosure per State Statute is defined as "Securely confined
23 indoors or in a securely enclosed and locked pen or structure suitable to prevent the animal from
24 escaping and providing protection from elements for the dog. A proper enclosure does not
25 include a porch, a patio or any part of house or garage or other structure that would allow the dog
26 to exit on its own volition or any house or structure in which windows are open or in which a
27 door or window screen are the only obstacles that prevent the dog from exiting".

29 Motion by Councilmember Webster, seconded by Councilmember Walker, to approve the Third
30 Reading and Adopt Ordinance 2020-02; an Ordinance Amending Multiple Sections in Chapter 9I
31 of the Animal Control Ordinance.

35 C. Resolution 20-067; a Resolution Approving Summary Publication of Ordinance 2020-02.

37 Interim City Manager Yunker reviewed the resolution with the Council.

39 Motion by Councilmember Walker, seconded by Councilmember Randle, to approve Resolution
40 20-067; a Resolution Approving Summary Publication for Ordinance 2020-02.

44 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

1 Interim City Manager Yunker reported that clean up day is Saturday, September 12th from 8:00
2 am to 2:00 pm at Public Works. He noted there is a link for people to sign up online for a time
3 slot which will help keep things running smoothly.

5 Councilmember Walker stated he is entering his third online session of a book reading called
6 "Stamped", which covers anti -racism and is primarily set for high school students and parents of
7 the students.

9 Councilmember Webster stated she is a Liaison to the Community Services Advisory Council
10 and there is a meeting on Thursday, September 1 0tn. She indicated she is also the Liaison to the
11 St. Anthony Qantas and there will be a work session on Wednesday, September 9th at 12:00 pm.

13 Councilmember Randle stated on Sunday, September 13tn Sister Cities will be having their
14 retreat. The October visit from Finland Road show has been postponed. Sports Boosters will
15 have their first meeting on Wednesday, September 9tn

17 Councilmember Jenson stated on Wednesday, August 26th he participated in Coffee with the
18 Council. On August 31 St he participated with the work session meeting the Council had.
19 September 3`d the Metro Cities Board of Directors met, and Metro Cities deployed an Ad hock
20 Race Equity Committee and the Board set a one-year timeline and approved a detailed scope of
21 work. He indicated they also finalized a new Race and Equity Policy Statement and sent that
22 forward. On September 4th he attended the Ramsey County Local League of Governments Exec.
23 Board meeting where they approved the financial budgets and are in the green. The Collective
24 Work Force Group presented their scope of work as a long-term improvement via policy
25 changes. Mental Health is the consensus issue as it affects everyone, schools, and communities.
26 This plan will be presented to the larger Board of Directors meeting on Friday, September 11tn
27
28 Mayor Stille stated he attended the August 31 St work session and heavy on the agenda was to get
29 the process started to recruit a recruiter for the City Manager position and should be coming
30 before the Council at the next meeting for voting. On September 8th he attended the Mississippi
31 Water Management Organization Board meeting.

33 VIII. COMMUNITY FORUM.

35 Mayor Stille invited residents to come forward at this time and address the Council on items that
36 are not on the regular agenda.

38 Hearing none, Mayor Stille moved forward with the agenda.

40 IX. INFORMATION AND ANNOUNCEMENTS.

42 Mayor Stille noted looking forward to October 6th, potentially is the Night To Unite designated
43 night.
