ANTHONY CITY COUNCIL REGULAR MEETING MINUTES SEPTEMBER 22, 2020 CALL TO ORDER. Mayor Stille called the meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE. Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance. ROLL CALL. Present: Absent: Also Present: Guests: Mayor Stille, Councilmembers Jenson, Randle, Walker and Webster. None Interim City Manager Charlie Yunker, City Planner Stephen Grittman, Assistant Fire Chief Chris Fuller and Sergeant Mike Huddle. Paul Van Dem Boom CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING ITEMS. I. APPROVAL OF SEPTEMBER 22, 2020 CITY COUNCIL MEETING AGENDA. Motion by Councilmember Randle, seconded by Councilmember Webster, to approve the City Council Meeting Agenda of September 22, 2020. Motion carried 5-0. II. PROCLAMATIONS AND RECOGNITIONS. A. Spirit of St. Anthony Award. Paul Van Dem Boom, 2019 Award Recipient presented the Spirit of St. Anthony Award to Officer Jonathan Schlingman. Officer Jonathan Schlingman thanked everyone on the committee for selecting him for the award. Mayor Stille congratulated Officer Schlingman for the award. He noted Officer Schlingman is the eighth recipient and thought it helps with cohesiveness and the ability to really let people know publicly how they feel about their employees. B. Presentation of Night to Unite. Sergeant Mike Huddle made a Night to Unite presentation. Mayor Stille stated the City is looking forward to this event. C. Proclamation for Night to Unite on October 6, 2020. City Council Regular Meeting Minutes September 22, 2020 Page 2 1 The City Council each read a section of the Night to Unite proclamation and Mayor Stille 2 proclaimed October 6, 2020 as Night to Unite. 3 4 D. Fire Prevention Presentation. 5 Assistant Fire Chief Chris Fuller made a Fire Prevention presentation to the City Council. 6 7 Councilmember Randle indicated he was in multi -family housing for thirteen years and 8 whenever an annual inspection came around the one thing noticed when checking out for 9 smoke detectors and CO detectors, he would normally find a third of them in people's 10 closets. He wondered what could be done about that because they did try to educate the 11 people and also tried to explain the importance of having a smoke detector up and 12 working, would it be feasible to try to educate the property owner a little bit more. 13 Assistant Fire Chief Fuller explained that would be the thing to do and what part of the 14 Emergency Fire Plan is intended to do. It will explain to the resident the function of the 15 smoke detector in the apartment. 16 17 Councilmember Walker indicated there are planned and unplanned evacuation drills and 18 he imagined that the benefit of the unplanned drill will test a person's automatic pilot 19 reaction to a fire. He wondered what some other differences are between the two drills. 20 Assistant Fire Chief Fuller explained the reason for two evacuation fire drills. 21 22 III. CONSENT AGENDA. 23 24 A. Approve September 8, 2020, Council meeting minutes. 25 B. Licenses and permits. 26 C. Claims. 27 28 Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve the 29 Consent Agenda items. 30 31 Ayes — 4, Nays — 0, Abstain-1(Walker). Motion carried. 32 33 IV. PUBLIC HEARING — NONE. 34 35 V. REPORTS FROM COMMISSION AND STAFF — NONE. 36 37 VI. GENERAL BUSINESS OF COUNCIL. 38 39 A. Resolution 20-068; a Resolution Approving the Hennepin County Residential Recycling 40 SCORE Grant Agreement Amendment. 41 42 Interim City Manager Yunker reviewed the resolution with the Council. 43 44 Mayor Stille asked what the typical arrangement the City has had in the past regarding this as far 45 as terms. Mr. Yunker explained he looked back, and this is usually a five-year term where things City Council Regular Meeting Minutes September 22, 2020 Page 3 1 do not change. This year Hennepin County asked for a one-year extension and he was sure that 2 next year a more thorough review will be done. 3 4 Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution 5 20-068; a Resolution Approving the Hennepin County Residential Recycling SCORE Grant 6 Agreement Amendment. 7 8 Motion carried 5-0. 9 10 B. Resolution 20-069; a Resolution Ratifying the 2021 Agreement Between the International 11 Association of Fire Fighters Local 3486 Representing the St. Anthony Fire Department 12 Employees and the City of St. Anthony Village. 13 14 Interim City Manager Yunker reviewed the resolution with the Council. 15 16 Mayor Stille indicated Mr. Yunker mentioned to him earlier that this is the final year of the five- 1 7 year health insurance contract too. Mr. Yunker explained that was correct and the City 18 participates with a number of other cities to go out for bid for health insurance collectively in 19 order to get better rates and 2021 will be the fifth year of a five-year contract for that. 20 21 Motion by Councilmember Webster, seconded by Councilmember Randle, to approve 22 Resolution 20-069; a Resolution Ratifying the 2021 Agreement Between the International 23 Association of Fire Fighters Local 3486 Representing the St. Anthony Fire Department 24 Employees and the City of St. Anthony Village. 25 26 Motion carried 5-0. 27 28 C. Resolution 20-070; a Resolution Ratifying the 2021 Agreement Between the Law 29 Enforcement Labor Services, Inc. #186 Representing the St. Anthony Police Department 30 Licensed Employees, and the City of St. Anthony Village. 31 32 Interim City Manager Yunker reviewed the resolution with the Council. 33 34 Councilmember Randle asked if the two percent cost of living increase is across the board. Mr. 35 Yunker stated that was correct. 36 37 Motion by Councilmember Randle, seconded by Councilmember Walker, to approve Resolution 38 20-070; a Resolution Ratifying the 2021 Agreement Between the Law Enforcement Services, 39 Inc. #186 Representing the St. Anthony Police Department Licensed Employees and the City of 40 St. Anthony Village. 41 42 Motion carried 5-0. 43 44 D. Resolution 20-071; a Resolution Ratifying the 2021 Agreement Between the International 45 Union of Operating Engineers Local No. 49 AFL-CIO Representing the St. Anthony 46 Public Works Department Employees and the City of St. Anthony Village. City Council Regular Meeting Minutes September 22, 2020 Page 4 l 2 Interim City Manager Yunker reviewed the resolution with the Council. 3 4 Motion by Councilmember Walker, seconded by Councilmember Webster, to approve 5 Resolution 20-071; a Resolution Ratifying the 2021 Agreement Between the International Union 6 of Operating Engineers Local 49 AFL-CIO Representing the St. Anthony Public Works 7 Department Employees and the City of St. Anthony Village. 8 9 Motion carried 5-0. 10 11 E. Resolution 20-072; a Resolution Authorizing DDA Human Resources, Inc. to Assist in 12 the City Manager Search. 13 14 Interim City Manager Yunker reviewed the resolution with the Council. 15 16 Mayor Stille indicated it was the consensus of Council to choose DDA Human Resources, Inc. 17 He noted the Council did talk to them and received answers to questions. The thing he was most 18 interested in is how much the firm knew about St. Anthony and Liza, the recruiter knew St. 19 Anthony very well which is very helpful. Another reason he liked the firm is because it is more 20 local and smaller. 21 22 Councilmember Jenson explained one thing that came out very clear to him during the interview 23 is that the firm has a very diverse group of organizations that they will go out and pursue 24 candidates and will give St. Anthony a good, qualified group of candidates to review. 25 26 Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution 27 20-072; a Resolution Authorizing DDA Human Resources, Inc. to assist in the City Manager 28 Search. 29 30 Motion carried 5-0. 31 32 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 33 34 Councilmember Randle stated Saturday, September 13, 2020 was the City's annual clean-up day 35 and it was a good turn out but not nearly as many people as the first time he did the event. On 36 Sunday, September 14, 2020 he visited the Sister Cities Retreat and on Monday, September 15, 37 2020 he attended the Council Worksession. 38 39 Councilmember Walker stated he attended the North Suburban Communications Commission 40 meeting on Thursday, September 11, 2020. CTV will soon be changed to Nine North to 41 represent all of the municipalities. CTV and the North Suburban Communications Commission 42 have worked with developers to make improvements in the security and capabilities and the next 43 goal is to bring this product to market to sell to other cities outside of the GTA. He explained 44 along with CTV, in October there will be a paneled discussion entitled "Africans and African 45 Americans -A Family Reunion". He reviewed what the discussion will entail. 46 City Council Regular Meeting Minutes September 22, 2020 Page 5 1 Councilmember Jenson stated on September 11, 2020 he attended the Ramsey County Local 2 League of Governments and Board of Directors meeting. He explained he was also a member of 3 Metro Cities and Governor Walz announced the Blue -Ribbon Committee to study the Met 4 Council structure and operations. He reviewed the ad hock/race equity committee policy 5 statement that Metro Cities prepared. He noted he also attended the City Council Worksession 6 and Coffee with the Council on September 19, 2020. 7 8 Mayor Stille stated he attended clean-up day as well. On September 14, 2020 he attended the 9 Regional Council of Mayors. He reviewed the Qantas meeting he attended and the topic. He 10 noted he also attended Coffee with the Council with Councilmember Jenson. 11 12 VIII. COMMUNITY FORUM. 13 14 Mayor Stille invited residents to come forward at this time and address the Council on items that 15 are not on the regular agenda. 16 17 Hearing none, Mayor Stille moved forward with the agenda. 18 19 IX. INFORMATION AND ANNOUNCEMENTS. 20 21 Mayor Stille thanked CJ for his three years working behind the scenes for the City meetings and 22 wished him well. CJ stated it has been a pleasure serving the City Council and the City. 23 24 Mayor Still stated the Silverwood Visitor Center has reopened and the hours are 9:00am to 25 5:00pm Friday, Saturday, Sunday, and Tuesday's. 26 27 Councilmember Webster reminded the community to sign up to host a block party for Nite to 28 Unite on October 6, 2020. 29 30 X.
