Adjournment THIS PAGE LEFT INTENTIONALLY BLANK City of St. Anthony CITY COUNCIL WORK SESSION Minutes October 26, 2020 Present: Mayor & Council Randy Stille, Mayor; Bernard Walker, Councilmember; Thomas Randle, Councilmember; Wendy Webster, Councilmember and Jan Jenson, Councilmember. Absent: None Staff: Charlie Yunker, Interim City Manager Shelly Rueckert, Finance Director Consultants: None Call to Order: Mayor Stille called the Work Session to order at 5:30 p.m. Capital Improvement Plan: Rueckert presented the 2021 CIP budget and reviewed the staff memo. For the Building Improvement Fund, levy was paused in 2020, should consider returning to the levy in 2021. For future consideration, the sign in front of City Hall is aging, and Council should consider if it should be replaced or if funds would be better utilized elsewhere. For the Capital Equipment Fund, Council should consider revisiting the city’s fund balance policy and incorporating a mechanism to transfer excess funds, typically large, one-time money received to the Capital Fund to reduce pressure on the Capital Levy. And using MSA funds for reducing the debt levy and replace that revenue with Capital levy. Council expressed appreciation to the Public Works staff for the care they take of their equipment. Council and staff discussed the police squad car replacement approach shifting from planned replacement by year to replacement based on mileage. Approach is working and helps adapt to a variety of vehicle types. For the Parks Improvement Fund, staff asked the Council to consider implementing a small parks levy to establish a revenue source for future park improvement needs. Council discussed the need to address the tennis courts, and directed staff to have the Parks and Environmental Commission discuss and make a recommendation to the Council. For the Utilities, Stormwater and Street Improvement Funds, staff reviewed the plan and consider these funds financially stable. Utility Fees: Rueckert presented the proposed 2021 utility rates and discussed the need increase in fees to cover operational costs. Staff discussed how the rates are determined; by aligning the fixed infrastructure costs and the variable usage costs with the fixed and variable fees. Fee Schedule: Rueckert presented the proposed 2021 fees and discussed the handful of fee increases proposed to better cover the actual staff costs associated with those items. Accepting Credit Cards: Rueckert presented the proposal from Invoice Cloud to add the functionality of accepting credit cards for utility bills, permits, and other fees. Staff believes the cost is reasonable and is the best solution for the city given its integration with the city’s existing finance software. Nominal fees will be absorbed by the city and the transaction fees will be passed on to the residents/applicants. Council was in support of offering an additional payment option for the convenience of the residents. City Manager Search: Mayor Still reported that the profile will be discussed at the Council Meeting on 10/27/20. Future Work Session Dates: Council discussed messaging on absentee voting and determined it was best to use already developed messaging through the city communication channels to get messaging out most efficiently. Council discussed city-wide internet and will revisit the topic when building the 2021 Pyramid at the Goal Setting session in January 2021. Councilmember Webster updated the Council on the Family Services Collaborative and provided an overview of the services they provide to St. Anthony residents. Council briefly discussed the upcoming Goal Setting session and staff will present a proposed plan to hold the session in a hybrid-virtual format. The next scheduled Work Session will be Wednesday, December 2, 2020 for Planning Commission interviews. All applicants are being interviewed tonight. The chosen applicants will be appointed by the City Council. You will receive a phone call either way. Questions for the Planning Commission: 1. The Planning Commission requires a commitment monthly, on the third Tuesday of the month, along with potential of various workshops and attendance at some Council meetings. Do you foresee any problems attending these meetings on a regular basis? 2. Please explain your interest in serving on the Commission. 3. What do you see is the fundamental role of the Commission? 4.
