ANTHONY 2 CITY COUNCIL REGULAR MEETING MINUTES 3 NOVEMBER 24, 2020 4 5 CALL TO ORDER. 6 7 Mayor Stille called the meeting to order at 7:00 p.m. 8 9 PLEDGE OF ALLEGIANCE. 10 11 Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance. 12 13 ROLL CALL. 14 15 Present: Mayor Stille, Councilmembers Randle, Walker and Webster. 16 Absent: Councilmember Jenson 17 Also Present: Interim City Manager Charlie Yunker, Fire Chief Mark Sitarz and Fire Lieutenant 18 Jaros. 19 Guests: Evan Doran 20 21 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING 22 ITEMS. 23 24 I. APPROVAL OF NOVEMBER 24, 2020 CITY COUNCIL MEETING AGENDA. 25 26 Motion by Councilmember Webster, seconded by Councilmember Walker, to approve the City 27 Council Meeting Agenda of November 24, 2020. 28 29 Motion carried 4-0. 30 31 II. PROCLAMATIONS AND RECOGNITIONS. 32 33 A. Presentation of 2020 Fire Prevention Poster Winners 34 Officer Jaros and members of the St. Anthony Fire Department presented the 2020 Fire 35 Prevention Poster winners. 36 37 Fire Chief Sitarz thanked all of the youth who entered their posters into the contest and 38 indicated this is a way for the Fire Department to get into all of the schools and tie fire 39 prevention into a creative way for the kids. He noted this is a wonderful program that 40 will continue in the future. 41 42 Mayor Stille thanked the Fire Department for all their efforts with the contest and 43 congratulated all of the winners. 44 45 Councilmember Webster thanked the Fire Department for presenting the winners. She 46 indicated she was really proud of all of the winners. 47 48 Fire Lieutenant Jaros reminded the residents that Santa on the Fire Truck is December 49 13" through December 15t". She reviewed the changes being made this year. City Council Regular Meeting Minutes November 24, 2020 Page 2 l 2 III. CONSENT AGENDA. 3 4 A. Approve November 10, 2020, Council meeting minutes. 5 B. Licenses and permits. 6 C. Claims. 7 D. Resolution 20-084; a Resolution Approving Amended and Restated Assignments and 8 Subordinations of Contract for Private Redevelopment Between the City of St. Anthony 9 Village, The Housing and Redevelopment Authority of St. Anthony Village, Minnesota., 10 Doran SLV LLC Doran St. Anthony, LLC, Doran SLV II, LLC, Bremer Bank, National 11 Association. and Bridgewater Bank. 12 13 Councilmember Webster requested the removal of Consent Agenda Item A, Approve November 14 10, 2020, Council meeting minutes. Councilmember Webster indicated she had a change to the 15 consent agenda motion. It is stated as Motion carried 5-0. She explained she did not vote for the 16 consent agenda because it did include Care Act dollars that would be benefiting the School 17 District and following the yes votes she did not vote yes and went to abstain, which by her own 18 admission did not abstain before the meeting moved on. The vote should read: Motion carried 4- 19 0-1 abstain (Websterl. 20 21 Mayor Stille indicated he had a question regarding Consent Agenda Item D, Resolution 20-084. 22 He asked for clarification that this is an amendment to a document that was previously executed 23 but has this been fully vetted by attorney's and did the attorney's recommend approval. Interim 24 City Manager Yunker explained City Attorney Ingram is working on this and has been fully 25 reviewed by legal. 26 27 Motion by Councilmember Randle, seconded by Councilmember Walker, to approve the 28 Consent Agenda as amended. 29 30 Motion carried 4-0. 31 32 IV. PUBLIC HEARING — NONE. 33 34 V. REPORTS FROM COMMISSION AND STAFF — NONE. 35 36 VI. GENERAL BUSINESS OF COUNCIL. 37 38 A. Resolution 20-085; a Resolution Approving the Second Amendment to Contract for 39 Private Redevelopment between The Housing and Redevelopment Authority of St. 40 Anthony, the City of St. Anthony Village, Doran SLV, LLC, Doran St. Anthony, LLC, 41 Doran SLV II, LLC. 42 43 Interim City Manager Yunker reviewed the resolution with the Council. 44 45 Mayor Stille indicated he reported at the last meeting that Kelly Doran called him and told him 46 the construction loan had closed and the sequences of events are falling in place to start City Council Regular Meeting Minutes November 24, 2020 Page 3 1 construction but evidently though in order to aleve the winter conditions and the extra costs 2 associated with it this is being pushed back into 2021, which is understandable. He indicated he 3 was surprised how far back it has been pushed, May 31, 2021 and he asked for an explanation as 4 to why this was pushed so far back. Mr. Evan Doran explained they used that date as an outside 5 date to give them some time to make sure that all of the winter conditions would be taken care of 6 such as thawing and frozen ground. He noted it is a matter of getting all of the items into the 7 proper sequence and proper timeframes. He noted their anticipation with the go date is really 8 April lst 9 10 Councilmember Webster stated she has been thinking a lot about how the pandemic and 11 economic conditions may have likely impacted this project and she asked if this could be 12 discussed so the community is aware of some of the challenges that came with the financing and 13 how might the pandemic affect even the construction crews and the availability of SAC at that 14 point as well. Mr. Evan Doran indicated they have had nine months already to deal with COVID 15 and have seen what the seasonal adjustments of COVID has impacted the construction industry. 16 He reviewed some of the changes that have been made. 17 18 Mayor Stille explained the surprising and encouraging aspect of that is the general lease up of 19 project seen throughout the community because he thought there would be some further impact 20 on that. 21 22 Motion by Councilmember Webster, seconded by Councilmember Randle, to approve 23 Resolution 20-085; a Resolution Approving the Second Amendment to Contract for Private 24 Redevelopment between The Housing and Redevelopment Authority of St. Anthony, the City of 25 St. Anthony Village, Doran SLV, LLC, Doran St. Anthony, LLC, Doran SLV II, LLC. 26 27 Motion carried 4-0. 28 29 B. Resolution 20-086; a Resolution Approving Minor Subdivision at 2501 Lowry Avenue. 30 31 Interim City Manager Yunker reviewed the resolution with the Council. 32 33 Councilmember Randle indicated he was confused by this proposal and wondered what the 34 purpose of it is. Mr. Yunker explained this is a project in the very preliminary stage with a 35 developer looking to put in some senior and assisted living type units on track B and that is only 36 at the stage where staff has received the preliminary application and is at the staff comment 37 stage. It has yet to go to the Planning Commission or to the City Council. He noted this is done 38 to facilitate the possible future project. 39 40 Motion by Councilmember Walker, seconded by Councilmember Randle, to approve Resolution 41 20-086; a Resolution Approving Minor Subdivision at 2501 Lowry Avenue. 42 43 Motion carried 4-0. 44 45 C. Ordinance 2020-03 an Ordinance Amending Multiple Sections Relating to Sewer, Water, 46 and Stormwater Fees and Other Fees. City Council Regular Meeting Minutes November 24, 2020 Page 4 1 2 Interim City Manager Yunker reviewed the ordinance with the Council. 3 4 Motion by Councilmember Webster, seconded by Councilmember Walker, to approve second 5 reading of Ordinance 2020-03; an Ordinance Amending Multiple Sections Relating to Sewer, 6 Water and Stormwater Fees and Other Fees. 7 8 Motion carried 4-0. 9 10 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 11 12 Councilmember Webster stated she attended the Community Services Advisory Council earlier 13 in the month and had a chance to not only review the programs with the Community Services 14 Department this year but in addition was able to hear updates from other members around the 15 table. She also attended the St. Anthony Family Services Collaborative and it approved to work 16 with Marius Nacie and he has initiated some restorative circles and engagement circles. She 17 noted two have already been held and two more will be held in December. This is an 18 opportunity for community members to come together virtually in a really safe place to get to 19 know each other and in some ways start to rebuild some communication that may have been lost 20 between residents and just a chance to connect. 21 22 Councilmember Randle stated he attended the Sister Cities annual meeting on Saturday, 23 November 21'. He noted some members from Finland were able to join the meeting and three 24 new Board Members were elected. The topic of conversation was about the 75th Anniversary 25 and talk about the relationships between the St. Anthony Sister Cities and Solo Finland Sister 26 Cities. There was also discussion on pen pals. He indicated Solo has a new Mayor as well as St. 27 Anthony and there was discussion about having the two Mayors get together virtually. 28 29 VIII. COMMUNITY FORUM. 30 31 Mayor Stille invited residents to come forward at this time and address the Council on items that 32 are not on the regular agenda. 33 34 Ms. Lona Doolan, 3511 Harding Street, stated she would like to remember Jay Hartman and his 35 commitment to the City of St. Anthony. She explained when she thought of Jay some of the 36 things that come to mind are his devotion to St. Anthony, his willingness to listen, his 37 commitment to doing the right thing, his humble approach to solving problems and his constant 38 support throughout the community. She stated she has worked with Jay so many times over the 39 years and did not remember the first time she met him. She would like to recognize some of 40 Jay's work with organizations she has been involved with. Citizens for Sustainability, Friends of 41 the Parks, St. Anthony Village Gardeners and Wilshire Park Ecology Club. She noted Jay 42 helped them achieve their vision of a pollinator pathway through St. Anthony and took the idea 43 they proposed with the Parks Commission in 2015 and he focused Green Corp. intern Kristin 44 Seaman on making it a reality. Jay continued to refer interested residents to CFS for assistance 45 in planning pollinator gardens. She reviewed some of the changes he helped make in regard to 46 pollinator gardens. She explained Jay was a strong advocate for parks and helped find more City Council Regular Meeting Minutes November 24, 2020 Page 5 1 places within the parks for natural habitat. She continued listing many of the things Jay Hartman 3 4 Mayor Stille thanked Ms. Doolan for taking the time and for the tribute to Jay Hartman and 5 indicated everyone will miss him. 6 7 Hearing from no one else, Mayor Stille moved forward with the agenda. 8 9 IX. INFORMATION AND ANNOUNCEMENTS. 10 11 Mayor Stille noted the School District is working at some of the ballfields and some of the drain 12 tiles going in so the paths will not be flooded and he thinks of Jay Hartman because he had been 13 trying to deal with that for years and finally the money was found and a joint project with the 14 School District was done to fix the paths. Again, his legacy lives on here and Jay left his mark 15 on the community that will go on for a very long time. 16 17 X.
