7 Mayor Stille called the meeting to order at 7:00 p.m.

11 Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance.

25 Motion by Councilmember Randle, seconded by Councilmember Walker, to approve the City
26 Council Meeting Agenda of May 11, 2021 as presented.

3 A. Resolution 21-049; a Resolution Ordering Preparation of Feasibility Report for 2022
4 Street and Utility Improvements.

6 Mayor Stille disclosed he lives on one of the streets in the project. The City Attorney advised
7 Mayor Stille that he is fine with voting on this, because it does not only include his street. None
8 of the Councilmembers had any issue with this.

10 City Engineer Justin Messner reviewed Council is requested to approve the resolution ordering
11 preparation of a Feasibility Report for 2022 Street and Utility Improvements. The method for
12 selection of projects was reviewed.

14 This project proposes the following locations for street and utility reconstruction:
15 • Rankin Road from 33`d Avenue NE to 315f Avenue NE
16
17 This project also proposes the following locations for bituminous mill and overlay:
18 • Crestview Drive from 29th Avenue NE to 31 St Avenue NE
19 • Armour Terrace from Silver Lake Road to Crestview Drive
20 • Bell Lane from Armour Terrace to Crestview Drive
21 • East Gate Road from Crestview Drive to Rankin Road
22 • Coolidge Street Alley from Murray Avenue to 29th Avenue NE
23 • Murray Avenue/St. Anthony Boulevard Alley from Wilson Street to Coolidge Street
24 • 29th Avenue NE/St. Anthony Boulevard Alley bounded by 29th Avenue NE, Roosevelt
25 Street, St. Anthony Boulevard and Stinson Boulevard.

27 Mr. Messner reviewed each project in detail and indicated the location on a map. The project
28 schedule continues with Council Accepting Feasibility (August 24, 2021); 1 St Public
29 Informational Meeting (September 2021); 2nd Public Informational Meeting (November 2021);
30 Council approving plans (December 2021); Open Bids/Compute Assessments (February 2022);
31 3rd Public Informational Meeting (March 2022); Public Hearing/Award Contract (April 2022);
32 Begin Construction (June 2022); Substantial Completion (September 2022); and Final Paving
33 (June 2023).

35 Additional information regarding street reconstruction projects for the City of St. Anthony, can
36 be found by visiting the "St. Anthony Village Reconstruction Process" webpage located under
37 the "Projects" tab on the City's website at http://www.savmn.com.

39 Councilmember Webster thanked Mr. Messner for his overview. Councilmember Webster stated
40 a resident reached out to her asking if the alley between St. Anthony Boulevard and Murray was
41 scheduled to be fixed and she thanked Mr. Messner for providing that information. When the
42 project schedule is laid out, is this a WSB project schedule or is it a requirement since an
43 assessment is involved. Mr. Messner stated the Minnesota Statute Chapter 429 dictates
44 assessment policies which lays out the meetings required.

1 Mayor Stille encouraged the residents to sign up for the push notifications. Mill and overlay is
2 generally done after a road is reconstructed for 20 years. This would give the road 40 years at
3 which time another mill and overlay can be done to extend the road life to 60 years before a
4 reconstruction is needed.

6 Motion by Councilmember Webster, seconded by Councilmember Jenson, to adopt Resolution
7 21-049; a Resolution Ordering Preparation of Feasibility Report for 2022 Street and Utility
8 Improvements.

10 Motion carried 5-0.

12 Mayor Stille asked for a 2021 Project Update from City Engineer Messner. Meetings are being
13 held with the contractor for a pre -construction meeting later this week. The construction should
14 begin in early June, based on previous discussions with the contractor. This project will progress
15 fairly quickly and should be completed by the end of July 2021.

17 Mayor Stille asked when the final lift would be put on the segment of road for the 2020 Project.
18 Mr. Messner stated the contractor was there last week and replaced any of the curb and gutter
19 and any new concrete that cracked over the winter. Looking at milling Silver Lane next week.
20 Within the next week or two the entire project should be completed. Mayor Stille noted grass in
21 many places looked really good. Mr. Messner stated if there are any bare spots the contractor
22 will reseed. The turf will be continually monitored and repaired as necessary. There is a two-
23 year warranty on these projects.

25 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

27 City Manager Yunker announced Jeremy Gumke will be the City's new Public Works Director.

29 Councilmember Walker had nothing to report.

31 Councilmember Randle had nothing to report.

33 Councilmember Webster stated she participated in City Clean -Up along with the Mayor and
34 other Councilmembers. VillageFest is currently considering some options for the 2021
35 celebration. Chad Gillard is the Villager of the Year for 2021. Saturday, May 15 at 9am she
36 invited residents to join Councilmember Jenson and herself for Coffee with the Council.

38 Councilmember Jenson stated he attended the City Clean -Up Day. He also participated in the
39 Community Center COVID Vaccine Clinic last week as a greeter.

41 Mayor Stille stated on May 10, he attended the Regional Council of Mayor with 17 Mayors
42 attending. The speaker was from Alliance on Alliances. Earlier today, he attended the MWMO
43 Board Meeting.
