Mayor Stille called the Work Session to order at 5:30 p.m.
Ordinance prohibiting the sale of flavored tobacco:
Staff provided an update on neighboring cities on their discussions on this issue, as well as an update
from League of Minnesota Cities Intergovernmental Relations representatives, and recent FDA action.
Council discussed further and directed staff to proceed with a draft ordinance to prohibit the sale of
flavored tobacco and bring to a regular Council meeting.
Wild Turkey Management Plan:
Staff presented the draft plan and rationale behind adopting the plan as a resource for residents that
have significant issues with roosting turkeys. Council discussed and highlighted the importance of
education for residents if/when a plan is adopted, and directed staff to proceed and bring the plan to a
regular Council meeting.
Continuation of Hybrid Meetings:
Council decided to maintain the hybrid approach and reassess after July 1st.
Joint Meetings with the Commissions:

Request: Proposal for Tennis Court Resurfacing Project Funding
BACKGROUND
The Tennis courts located south of City Hall were built in 1998 and have been repaired on four different
occasions since 2012 and are in need of replacement. The courts are well-utilized by the general community as
well as the school district for physical education classes and the tennis team.
The 2021 Capital Improvement plan has scheduled the resurfacing of the tennis courts located next to City Hall
as a 2022 project. Given the current conditions of the court City Staff has explored moving up the project date to
2021. This topic of project timing was discussed at the October 26, 2020 City Council Work Session and staff was
directed to seek input from the Parks & Environmental Commission. The Commission discussed the topic at their
December 7, 2020 meeting and supported moving the project to 2021 if a funding source could be identified.
The project’s cost is estimated at $180,000, which comprises the contractors quote, engineering costs and a 5%
contingency allowance.
The project costs exceed the current Park Improvement Funds’ resources. Therefore, Staff is recommending the
use of an Interfund Loan to finance the 2021 project costs. Given this size of an expenditure an Interfund Loan is
a more cost effective and expedient tool than debt financing. Staff is also recommending phasing in a Parks
Improvement levy over a 10-year horizon. The potential levy and Interfund loan terms have been structured to
provide:
• The repayment of the Interfund loan in 15 years
• An additional source of funds for future Park Improvement expenditures
• Interest earnings to internal lending source that exceeds the present investing rates

Re: Proposal for Engineering Design and Bidding Services
Water Tower No. 1 Rehabilitation
Dear Jeremy,
We appreciate the opportunity to submit this letter proposal to the City of St. Anthony Village
to provide engineering design and bidding services for the rehabilitation of Water Tower No.
1. The water tower inspection report identified several structural and coating issues that
need to be addressed. The exterior and interior dry coatings are over 20 years old and have
surpassed their life expectancy. Coatings on water towers are typically replaced every 20
years or more frequently to protect the underlying steel surfaces from corrosion.
We will provide the following services for the design and bidding services. Construction and
post-construction services will be proposed after bidding when the contractor is known.
DESIGN SERVICES
a) Coordinate and attend a kick-off meeting with City staff.
b) Review the inspection report and recommendations.
c) Prepare specifications and bidding documents for construction. The drawings and
specifications will be submitted for review and approval by the Minnesota
Department of Health (MDH). The MDH Plan review fees will be paid by the City.
The specifications and drawings for the Water Tower No. 1 Rehabilitation will
consider the recommendations made in the Elevated Water Tank Inspection Report
dated November 2020. The work will include the coatings/treatments and structural
improvements for both the interior and exterior of the tower using SSPC, ASTM and
other standards of the industry and structural improvements as recommended in the
inspection report.
d) Prepare project manual with front-end and technical specifications and drawings for the
bidding documents.
e) Attend a final design meeting with the City to discuss the final bidding documents.
f) Prepare final construction cost estimate prior to bidding.
BIDDING SERVICES
a) Print and distribute bidding documents to stakeholders.

2.0|EXECUTIVE SUMMARY
The tank was evaluated on the interior and exterior in conformance with the following:
a. KLM Engineering, Inc. Proposal.
b. General guidelines of AWWA Manual M42 Appendi
c. KLM "Procedures and Guidelines for Inspecting Existing Steel and Concrete Water Storage Tanks."
d. Appendix D Inspection and Evaluation Methods.
2.1|Structural Examination Summary
Based on the inspection data, it appears that some miscellaneous structural modifications and repairs are required.
These modifications and repairs serve to bring the tank into compliance with OSHA regulations and AWWA
standards, allow for better coating bonding, allow for safer access in and on the tank and, in some cases, removing
unnecessary items.
2.2|Coating Evaluation Summary
2.2.1|Lead and Chromium Content Analysis
Due to the coatings, application date of ffect at that time limiting the use
of lead or chromium based coatings, samples were not taken of the various types of coatings present on the
interior and exterior surfaces for lead or chromium testing.
2.2.2|Interior Wet Coating
Although records are not available, due to design it is presumed the tower was constructed and originally
coated by Universal Tank and Iron Wo is badly corroded and illegible). The
interior wet area was recoated by an unknown contractor in about 2000. There is visual evidence of spot
repairs applied approximately within the last five (5) years. The interior wet coating is in good to fair condition
with approximately ten (10) percent coating failures above and below the High-Water Line (HWL). Failures
above the HWL consist of corrosion along unwelded roof plate weld seams and rust nodules at random
locations. Failures below the HWL consist of rust nodules on weld seams, intermittently welded shell stiffener
ring and random locations. Due to age and condition the coating is not a candidate for repairs and should be
replaced in its entirety within three (3) years at the same time as the exterior coating. See photos in Appendix
A.
2.2.3|Exterior Coating
The exterior coating was replaced at the same time as the interior coating by Odland Protective Coatings in
about 2000. The exterior coating is in fair to poor overall condition with approximately twenty (20) percent
visible coating failures observed throughout the structure. The coating failures consist mainly of topcoat

delamination primarily on the roof and bowl. Failures of this type will continue to occur due to age and normal
deterioration exposing the underlying coatings to UV deterioration. Failures also include isolated pinhole
corrosion, and typical coating damage on wear areas like handrails and ladders. The exterior should be
recoated in three (3) years to maximize the life expectancy of the structure. See photos in Appendix A.
It is more cost effective to remove the exterior and the interior coating at the same time.
3.0|RECOMMENDATIONS
The photographs referred to in this section are in Appendix A. All drawings are found in Appendix B. The surface
preparation requirements for all repairs as well as the requirements for welding are described in Appendix C.
Based on an evaluation of the inspection data, the recommendations are:
3.1|Interior Wet Structural
The following structural repairs are not required to be performed at this time and can be delayed until interior coating
repairs are required.
3.1.1 Seal weld the following joints. Seal welding these joints will prevent rust streaking and corrosion
in areas inaccessible to paint. In most cases the welding is to bring the interior area in compliance with AWWA
D100-11. See photos 2 through 10.
a. The overlap seam between the roof plates and the upper torus plates,
b. The overlap joint between the dollar plate and the roof plates,
c. The six (6) roof plate lap joints,
d. Both sides of the intermittently welded upper shell course stiffener plate,
e. The inside joint between the wet access manway and the dollar plate.
3.1.2 Add two (2) roof rafters, 1/2-inch by 8-inch bars, by 38-feet long spaced at 5-foot centers
symmetrical around the finial vent to support a containment system when recoating the exterior of the tank.
See photos 2 through 5.
3.1.3 Grind off all weld spatter and erection scab marks below the HWL. This will comply with AWWA
D100-11. See photos 11 through 16. This work will require approximately 60 man-hours.
3.1.4 Replace the gasket on the 12 by 18-oval manway in the bottom of the wet riser. See photo 45.
3.1.5 Install a Grid-Bee GS-9 Submersible Mixer in the tower to provide mixing capabilities that reduce
the likelihood and magnitude of ice formation in cold weather and prevent stratification in warm weather,
improving water quality and reducing the necessity of chemical additives such as chlorine. Include the
installation of all electrical components and control panel for proper operation through SCADA systems. Refer
to KLM Drawing 61.
3.2|Interior Wet Coating
3.2.1 The interior wet coating is in good to fair condition with approximately ten (10) percent coating
failures above and below the High-Water Line (HWL). Failures above the HWL consist of corrosion along
unwelded roof plate weld seams and rust nodules at random locations. Failures below the HWL consist of
rust nodules on weld seams, intermittently welded shell stiffener ring and random locations. See photos 2
through 20

3.2.2 After structural repairs are completed, all the reservoir surfaces should be abrasive blasted to an
SSPC-SP-10 Near White Metal Blast and coated with a zinc/epoxy system (similar to the Tnemec Series 91-
H20 Hydro-Zinc/Series N140 Pota-Pox Plus Epoxy coatings).
3.3|Cathodic Protection System (C.P.)
3.3.1 The reservoir does not have a Cathodic Protection system, and one is not required if the coating is
applied and maintained properly.
3.4|Exterior Structural
The following structural repairs are not required to be performed at this time and can be delayed until exterior
coating repairs are required.
3.4.1 Remove both finial vents, patch the hole on the off-set 24-inch vent with a ¼-inch plate butt welded
inside and out, grind all welds smooth. See photo 21.
3.4.2 Install a new finial vent with a 24-inch diameter aluminum pressure pallet style vent at the center of
the tank, similar to the one shown on KLM Drawing No. 8a. See photo 21. The new vent and vent screen
design should meet AWWA D100-11 and local Health Department Regulations. The removable top will
improve ventilation, provide access to the tank interior during reconditioning, and aid in compliance with OSHA
Confined Space Entry Requirements.
3.4.3 Remove and replace the handrail on both sides of the roof ladder and cross angles with an angle
style handrail conforming to OSHA regulations. Remove the upper section of the roof ladder. The roof
ladder is not required unless the roof slope exceeds a 5 in 12-inch slope. Install a non-skid walkway within
the area of the hand railing. See photos 25 and 26 and reference KLM Drawing No. 14a.
3.4.4 Remove the approximately 32 pairs of containment tabs on the roof, grind all areas smooth and
flush with the roof plates per Appendix C. See photos 24 through 26.
3.4.5 The existing balcony handrail does not meet OSHA requirement for a mid-rail/toe board, there are
antenna braces causing trip hazards and access from the leg ladder to the balcony is difficult and unsafe.
Replace the handrail in its entirety and provide an opening for the access ladder to grade meeting OSHA
requirements. See photos 32, 33, 35 and 36 and KLM Drawing No. 27.
3.4.6 Replace all the exterior ladders not meeting current OSHA requirements for width and rail size with
new OSHA compliant ladders complete with cable style
24 and photos 27, 35, 43 and 46.
3.4.7 Install a hinged, locking cover over the lower 8 feet of the ladder. This will restrict access by
unauthorized personnel. Refer to photo 46 and KLM Drawing No. 20.
3.4.8 Install one (1) 24-inch diameter shell, pressure style manway in the bottom section of the wet
riser, 180 degrees from the existing manway. This will improve the ventilation during reconditioning and
bring the tank into compliance with OSHA Confined Space Entry requirements. See KLM Drawing No. 37a
and photos 44 and 45.
3.4.9 Replace the existing overflow pipe screen with a corrosion-resistant, heavy-gauge #4 mesh
screen, the existing is partially plugged. See photo 48.

3.5|Exterior Coating
3.5.1 The exterior coating is in fair to poor overall condition with approximately twenty (20) percent visible
coating failures observed throughout the structure. The coating failures consist mainly of topcoat delamination
primarily on the roof and bowl. Failures of this type will continue to occur due to age and normal deterioration
exposing the underlying coatings to UV deterioration. Failures also include isolated pinhole corrosion, and
typical coating damage on wear areas like handrails and ladders. See photos 21 through 47.
3.5.2 After structural repairs are completed, all the reservoir surfaces should be abrasive blasted to an
SSPC-SP-6 Commercial Blast Clean and coated with a zinc/epoxy/urethane/fluoropolymer system (similar to
the Tnemec Series 91-H20 Hydro-Zinc/Series N140 Pota-Pox Plus Epoxy/Series 73 Endurashield/Series
701 Hydroflon coatings).
3.6|Site and Environmental Considerations
3.6.1 The site includes the tank and an antenna building enclosed in a chain link fence mowed grass
site. The site is adjacent to a play area near the middle school. There is a fire hydrant on the site.
3.6.2 In conformance with Minnesota state rules, an analysis has been performed to determine the
methods of pollution control required for this storage structure during reconditioning. To maintain air quality
and to prevent the drift of dust and fugitive emissions, full containment will be required, including impervious
ground cover, a top cover or bonnet and negative air dust collection.
3.7|Telecommunications Considerations
3.7.1 The tower has some telecommunications equipment, including antennas, coaxial cables, support
brackets and other miscellaneous equipment. The Owner is advised to maintain accurate records of each of
the antenna sites on the tower, including As-Built Drawings, site manager and owner contact information,
upgrades performed, and future plans for antenna installations or upgrades. These records will help facilitate
the future reconditioning with a minimal
3.7.2 Working around and protecting the telecommunications equipment, including antennas, coaxial
cables, support brackets, and other miscellaneous equipment during future reconditioning will incur additional
costs. The antenna owner(s) should be responsible for these expenses under clause(s) in the antenna lease
agreements. These costs are not included in the Engineer
tower to tower.
3.7.3 Prior to reconditioning, in accordance with the lease requirements of each antenna owner, the City
of St. Anthony should notify the telecommunications owners or manager of the work to be performed. The
City should also determine whether: a) the antenna owners will pay the additional costs to work around and
protect the antennas; b) the antenna owners will temporarily remove their antennas and associated equipment
to facilitate reconditioning; or c) the City will have to pay for these costs themselves.
4.0|REPAIR AND RECONDITIONING OVERVIEW
4.1|Repair and Reconditioning Cost Estimate
The costs for structural repairs and replacing the interior and exterior coatings are estimated between $610,000
and $640,000. This estimate is based on current pricing and does not include costs for engineering and/or
inspection services. For competitive bids, the project should be bid 9 to 12 months before the desired starting date.
An experienced tank-coating contractor with the proper crew and equipment should be able to complete the project
in eight (8) weeks. At the time of reconditioning, the tower will need to be drained and remain off-line during interior

structural modifications, abrasive blasting, and painting. However, most of the exterior structural modifications can
be performed prior to draining, with the tank in-service.
On January 1, 2023, National Sanitary Foundation (NSF) will implement a new health requirement called NSF 600
which will require all coatings in contact with potable water to meet new, lower extraction levels. These new limits
may restrict available product offerings and qualified applicators resulting in increased overall reconditioning costs.
The costs for applying a coating system, that complies with the new regulation, to the interior wet area is not included
in the provided cost estimate.
4.2|Remaining Tank Life
Based on the inspection data, if the recommended structural repairs and coating replacement are completed within
the next three (3) years, the tank will be satisfactory for continued service provided that it is inspected and
maintained regularly.
The tank and coating should first be inspected within the warranty period and every three (3) to five (5) years
thereafter. New interior and exterior coatings, if applied and maintained properly, should last at least 20 years.
