ANTHONY 2 CITY COUNCIL REGULAR MEETING MINUTES 3 MAY 25, 2021 4 5 CALL TO ORDER. 6 7 Mayor Stille called the meeting to order at 7:00 p.m. 8 9 PLEDGE OF ALLEGIANCE. 10 11 Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance. 12 13 ROLL CALL. 14 15 Present: Mayor Stille, Councilmembers Jenson, Randle, and Walker. 16 Absent: Councilmember Webster. 17 Also Present: City Manager Charlie Yunker, and City Planner Steve Grittman, 18 19 20 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING 21 ITEMS. 22 23 I. APPROVAL OF MAY 25, 2021 CITY COUNCIL MEETING AGENDA. 24 25 Motion by Councilmember Randle, seconded by Councilmember Walker, to approve the City 26 Council Meeting Agenda of May 25, 2021 as presented. 27 Motion carried 4-0. 28 29 II. PROCLAMATIONS AND RECOGNITIONS - NONE. 30 31 III. CONSENT AGENDA. 32 33 A. Approve May 11, 2021, Council meeting minutes. 34 B. Licenses and permits. 35 C. Claims. 36 D. Resolution 21-050; a Resolution Approving the Request to Keep Three Female Chickens 37 in an R-1 Zoning District located at 3631 Belden Drive. 38 39 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve the Consent 40 Agenda items. 41 Motion carried 4-0. 42 43 IV. PUBLIC HEARING - NONE. 44 45 V. REPORTS FROM COMMISSION AND STAFF — NONE. 46 47 VI. GENERAL BUSINESS OF COUNCIL. 48 City Council Regular Meeting Minutes May 25, 2021 Page 2 1 A. Resolution 21-051; a Resolution Approving a Request for a Lot Combination for 3632 2 Roosevelt Street NE, PID 06-029-23-22-0089 and 06-029-23-22-0090. 3 4 City Planner Grittman reviewed the applicant is requesting a combination of two existing 5 parcels, zoned R-1, Single Family Residential. The current use is a single-family home. The 6 property formerly contained a detached garage in the rear yard that was destroyed by fire. In 7 reviewing the proposed rebuild, it was discovered that the property consists of two separate 8 parcels of record, with the boundary line running through the original (and proposed rebuilt) 9 garage location. Due to building code issues, the garage would not be able to meet building code 10 requirements (or zoning setbacks) due to the lot line. To remedy the property condition, and 11 accommodate a rebuild of the garage, the lots must be combined into a single parcel. Under the 12 current certificate of title, the applicant has indicated that Hennepin County treats the property as 13 a single parcel; however, the parcels are shown separately on the County's website. This 14 combination process is necessary to correct the problem and qualify the lot for building permit. 15 16 Mr. Grittman provided an analysis of this request and planning staff believes that the tests for 17 "reasonable use" and the exceptions to the full platting requirement are present to qualify the 18 request for a minor subdivision. 19 20 Staff recommends approval of the proposed subdivision, based on the following findings: 21 1. The proposed parcel exceeds both zoning requirements and the minimum thresholds for 22 consideration of subdivision without platting. 23 2. The resulting combined parcel created will accommodate the proposed land use allowed on 24 the property under existing and/or future plans. 25 3. Platting is not necessary for these two parcels, and the process for platting would create an 26 unnecessary procedural requirement for a minor lot combination as proposed. 27 4. The survey providing the revised legal description verifies improvements on the property for 28 the purpose of re-establishing prior structures. 29 5. The minor subdivision does not interfere with the purposes of the Subdivision Ordinance, the 30 Zoning Ordinance, or other applicable regulations and plans. 31 32 Mr. Grittman stated one condition goes along with an approval motion. 33 1. County acceptance of the descriptions for recording, as submitted. 34 35 Motion by Councilmember Jenson, seconded by Councilmember Walker, to adopt Resolution 36 21-051; a Resolution Approving a Request for a Lot Combination for 3632 Roosevelt Street NE, 37 PID 06-029-23-22-0089 and 06-029-23-22-0090, based on the findings and subject to the 3 8 condition of County acceptance of the descriptions for recording, as submitted. 39 40 Motion carried 4-0. 41 42 B. Resolution 21-052; a Resolution Approving the Special Event Permit for Juneteenth 43 Celebration hosted by Kelechi (Kelly) Ibekwe at Central Park Upper Parking Lot June 44 19, 2021, 10:00 a.m. to 10:00 p.m. 45 City Council Regular Meeting Minutes May 25, 2021 Page 3 1 City Manager Yunker reviewed Kelly Ibekwe has requested the use of the Upper parking lot at 2 Central Park for a Juneteenth Celebration on June 19th, 2021 from 10:00 a.m. to 10:00 p.m. The 3 original request included the pavilion which had been previously reserved. The event will be a 4 showcase of artists and entrepreneurs to celebrate Juneteenth — a holiday celebration the 5 emancipation of those who had been enslaved in the United States. The activities will include 6 food vendors, business booths displaying and selling products and performers on stage (singers, 7 poets, dancers). Since the request involves City Property, amplified music and expects to exceed 8 100 attendees; a Special Event Permit is required. 9 10 Mr. Yunker provided staff comments after review of the application and the applicant's 11 responses to those comments. Staff recommends approval of the Special Event Permit. 12 13 Councilmember Walker asked who has the pavilion reserved and Mr. Yunker stated he does not 14 recall who had reserved it. Councilmember Walker stated he was concerned if there were two 15 activities having music there may be a conflict. City Manager Yunker will research if the other 16 group is having music. The groups plan is to encourage COVID safety being in place. 17 Councilmember Walker is concerned attendees may not want to wear masks. City Manager 18 Yunker stated masks would be available for those wishing to wear masks. Councilmember 19 Walker asked about the social distancing requirement and Mr. Yunker stated after the State 20 restrictions were lifted the applicant has not been contacted. 21 22 Councilmember Jenson stated he is in favor of this event but asked when the pavilion is rented 23 there is a fee and asked if there is a fee to the parking lot. Mr. Yunker stated there is no fee 24 attached to this event. 25 26 Councilmember Walker stated it is great that this resident is organizing this activity and he is 27 looking forward to the event. 28 29 Mayor Stille stated the applicant followed procedures and requested approval in plenty of time. 30 They provided a certificate of insurance and addressed all issues. This shows respect to the City 31 for the rental. Mayor Stille wishes the best for the event. The applicant was not present or online. 32 33 Motion by Councilmember Walker, seconded by Councilmember Jenson, to adopt Resolution 34 21-052; a Resolution Approving the Special Event Permit for Juneteenth Celebration hosted by 35 Kelechi (Kelly) Ibekwe at Central Park Upper Parking Lot June 19, 2021, 10:00 a.m. to 10:00 36 p.m. 37 Motion carried 4-0. 38 39 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 40 41 City Manager Yunker had no report. 42 43 Councilmember Jenson stated on May 14 he attended the Ramsey County Local League of 44 Governments monthly program meeting followed by the Ramsey County Local League of 45 Governments Executive Committee meeting. On May 15, he attended Coffee with the Council 46 with Councilmember Webster. On May 17, he met with Faith Dunn and Brianna Johnson of the City Council Regular Meeting Minutes May 25, 2021 Page 4 1 Legacy Senior Care Facility. On May 25, he attended the Race Equity Team Meeting. Mayor 2 Stille asked that the Maplewood Pilot on Mental Health be watched and communicated to 3 Council. Councilmember Jenson stated he will keep St. Anthony Council informed. 4 5 Councilmember Walker stated he attended the North Suburban Communication Commission 6 meeting via Zoom. 7 8 Councilmember Randle stated he attended on May 16 the Sister Cities Meeting. 9 10 Mayor Stille noted the chairs in the Council Chambers came from Finland. 11 12 VIII. COMMUNITY FORUM. 13 14 Mayor Stille invited residents to come forward at this time and address the Council on items that 15 are not on the regular agenda. 16 17 IX. INFORMATION AND ANNOUNCEMENTS. 18 19 Mayor Stille encouraged residents to get their COVID shot. 20 21 Councilmember Walker thanked Mayor Stille for his comments and the sooner people get 22 vaccinated the sooner we will be back to normal. 23 24 X.
