PR O C L A M A T I O N
WHEREAS, the Minnesota Crime Prevention Association, AAA of Minnesota and the St. Anthony
Village Police Department are sponsoring a statewide crime and drug prevention
program on August 3, 2021, called "Night to Unite"; and
WHEREAS, this is the 13th Annual Night to Unite” in Minnesota and it provides a unique
opportunity for St. Anthony Village to join forces with hundreds of other communities
across Minnesota in promoting cooperative, police-community crime and drug
prevention efforts; and
WHEREAS, City of St. Anthony Village plays a vital role in assisting the St. Anthony Village Police
Department through joint crime and drug prevention efforts in St. Anthony Village and
is supporting "Night to Unite 2021" locally; and
WHEREAS, it is essential that all citizens of St. Anthony Village be aware of the importance of
crime prevention programs and the impact of their participation can have on
reducing crime and drug abuse in the City of St. Anthony Village; and
WHEREAS, police and community together promote neighborhood safety, awareness and
cooperation, are important themes of the "Night to Unite" program.
NOW, THEREFORE, the St. Anthony Village City Council, do hereby call upon all citizens of
City of St. Anthony Village to join us in supporting the 13th Annual “Night to Unite” on August 3,
2021.
FURTHER, BE IT RESOLVED, the St. Anthony Village City Council, hereby proclaim Tuesday,

A. Resolution 21-058; a Resolution Approving the Proposed 2022 Debt Levy and the Phase 8
II Debt Levy Program. 9

Finance Director Shelly Rueckert reviewed a power point presentation regarding the Debt Levy. 11
Ms. Rueckert stated it is common practice for local governments to use tax exempt bond 12
financing to provide funds for major projects such as Street and Utility Reconstruction; Park 13
Improvements, Trails and Sidewalks; Building Improvements or Replacement; and Major 14
Equipment Purchases (Fire Trucks). Annual street improvements are the main driver of the debt 15
levy. The street improvement sources and debt service funds were reviewed. Ms. Rueckert stated 16
the Debt Levy Reduction Program (Peak to Plateau) began in order to stabilize the annual 17
increase in levies. This program has served to lower annual levy impact of street reconstruction 18
by $2,675,000 over the last 8 years. Peak to plateau process was scheduled to complete its “Peak 19
elimination” step in 2023 but that was accomplished as part of the 2021 budget. The City is two 20
years ahead of schedule. 21

Ms. Rueckert provided the Assessment Maps for the street improvements and explained Phase I 23
and Phase II of the Debt Levy Planning. The Phase II Street Improvements for 2022 were 24
reviewed. The Debt Levy will remain at $2,487,181 for levy years 2022 and 2023. City Council 25
is asked to approve the proposed 2022 Debt Levy of $2,487,181 and approval of the Phase II 26
Debt Levy Program. 27

Mayor Stille stated this has been discussed at a work-session by the City Council. This is a 29
milestone where the debt levy does not continually increase. The City will be contributing cash 30
to some of the projects. Previous Council’s plan was to not let the infrastructure deteriorate. 31
Mayor Stille congratulated Ms. Rueckert on the peak to plateau plan. 32

A. GARE Team Update. 2

City Manager Charlie Yunker reviewed a PowerPoint presentation for the GARE Team Update. 4
This is an overview of the Government Alliance on Race & Equity (GARE) efforts and next 5
steps. This was made available to St. Anthony through a partnership with the League of 6
Minnesota Cities in 2017. Twenty-three cities participated in this year-long GARE curriculum. A 7
map of the participating jurisdictions was provided for the City Council. GARE is a national 8
network of governments working to achieve racial equity and advance opportunities for all. 9
GARE uses a three-prong approach: 10
1. Supporting Jurisdictions that are at the forefront of work to advance racial equity. 11
2. Building pathways for new jurisdictions to begin doing racial equity work, including 12
cohorts of new jurisdictions. 13
3. Expanding and strengthening local and regional collaborations that are broadly inclusive 14
and focused on achieving racial equity. 15

Mr. Yunker reviewed the Cohorts and Race & Equity Plan. The objectives of GARE are to create 17
a shared understanding of racial equity, build capacity and skills to advance racial equity and 18
assure St. Anthony is a Welcoming Village for everyone. The progress was reviewed including 19
all-staff training, personnel practices, and code compliance citing examples. The St. Anthony 20
Police Department is accountable and transparent. Other work is being done in Administration 21
& Finance – Virtual City Hall, Public Works Internship Program and Liquor Department 22
Customer Service Training. 23

The next steps include keep working and asking questions and also include: 25
1. Next Iteration of the Action Plan 26
2. Continuous Review of Policies and Practices 27
3. Resume all Staff Trainings 28
4. Welcome Initiative 29
5. Revise Staff’s Core Values? 30

Mr. Yunker stated the newest GARE Team Member will be Jennifer Doyle. 35

Councilmember Walker thanked Mr. Yunker for his presentation and asked about the personnel 37
practices and there not being much for redaction. Councilmember Walker asked what some of 38
the things that were redacted are. Mr. Yunker stated many positions had the requirement for a 39
Minnesota Driver’s License and since positions require a driver’s license it could be from 40
another state. Another example would be high school diploma or GED. Higher degrees were not 41
included as requirements if not actually needed. 42

Councilmember Walker asked about virtual City Hall. Mr. Yunker stated the idea was to be able 44
to access services online instead of having to come to City Hall. Councilmember Walker stated 45
zoom may be an option for residents to be present in real time at Council Meetings if they wish. 46

Councilmember Walker asked what the timeframe is for the Just Deeds project and Mr. Yunker 1
stated it will be discussed at the next Council work session. 2

Councilmember Webster thanked Mr. Yunker for the presentation. She understands Mr. Yunker 4
has served on the GARE Team since the beginning. She asks what topics could be brought to 5
Council to assist the GARE Team with implementation. Mr. Yunker stated service delivery is 6
primary and if that direction needs updating staff would need to know. The Community Survey 7
gives feedback from residents. Councilmember Webster asked about the process for code 8
compliance and how data can be segregated. 9

Mayor Stille stated the Council supports the work that the GARE Team and City Staff does to 11
eliminate barriers. Mayor Stille thanked the GARE Team, City Manager, Sandy Simon, Mattie 12
Jaros, Holly Quarry, Jeremy Gumke, and Dan Diegnau. He also thanked Jennifer Doyle the new 13
GARE Team Member. 14

City Manager Charlie Yunker reviewed the 2021 City of St. Anthony Goals Chart Strategic 18
Initiatives in detail and provided updates for 2nd Quarter 2021. 19

Mayor Stille asked if a pledge as received for Salo Park to keep it clean. Mr. Yunker stated that 21
is part of the discussion to keep it clean. 22

Dee Love is the new President of the League of Minnesota Cities. 43

WHEREAS, The City is eligible to receive funds through the American Rescue Plan Act.
WHEREAS, An application is required to be submitted to the Minnesota Management and Budget
to receive the funds.
WHEREAS, The application process requires both an authorized representative contact and
primary contact person.
WHEREAS, Charlie Yunker, City Manager being the appropriate staff member for the position of
authorized representative, with Ka Vue, Assistant to the Finance Director being the primary contact
person.
THEREFORE, BE IT RESOLVED, That Charlie Yunker and Ka Vue are authorized to act in the
roles described in the submission of the City of Saint Anthony Village’s application to receive
American Rescue Plan Act Funding to non- entitlement units of local governments

Request: Request to hold VillageFest August 6 & 7, 2021
BACKGROUND
Julianne Hunter has submitted a Special Event Permit to hold the annual VillageFest celebration August 6 & 7,
2021. Being that the request involves City property, amplified music and expects to exceed 100 attendees; a
Special Event Permit is required.
VillageFest is a large and long-standing community event that involves a number of events in different areas of
the city, and required support from the City’s Public Safety departments as well as Public Works.
On July 8th, 2021 VillageFest representatives met with staff representatives to discuss the needs of City services,
primarily focused around road closures and staff support for the parade, and support services for events in
Central Park. Staff found those requests to be reasonable and consistent with past celebrations.
RECOMMENDATION
Staff recommends approval of the Special Event Permit to VillageFest August 6 & 7, 2021.

Indemnification Agreement and Insurance Information
The applicant hereby agrees to save, defend, hold harmless, and indemnify the City of St.
Anthony Village and all of its officers, departments, agencies, agents, and employees
(collectively the “City”) from and against any and all claims, losses, damages, injuries, fines,
penalties, and costs, including attorneys’ fees, charges, liability, or other exposures, however
caused, resulting from, arising out of, or in any way related to the applicant’s event as herein
described and applicant’s use of City property and/or right-of-way. Nothing herein shall have
any effect on the City’s right to assert any liability defense in accordance with Minnesota
Statutes, Chapter 466.
The City, in its sole discretion, may require the Applicant to obtain liability insurance
coverage(s) for any event. If the City notifies the Applicant in writing that liability insurance is
required, the Applicant must provide proof of the appropriate liability insurance(s) in the
amount(s) provided herein.
The Applicant must provide the City with a Certificate of Insurance showing proof of the
required liability insurance(s). The City must be listed as an additional insured on all liability
policies. Applicant’s insurance shall act as the primary insurance coverage for any claims of loss
covered by the insurance policy.
The City requires the Applicant to obtain any or all of the following insurance coverage, in at
least the coverage amounts contained herein:
1. Commercial general liability insurance or equivalent special event coverage protecting
Applicant and City from claims for damages or bodily injury and property damage
which may arise out of or in connection with the event’s operation and use of the City’s
property or right-of-way. This general liability insurance policy shall be in an amount
not less than $1,000,000.00 per occurrence.
2. If Applicant will be using an automobile for any portion of the Applicant’s event,
Applicant must obtain automobile liability insurance in an amount not less than
$1,000,000.00 per occurrence. Such policy must include liability coverage for owned,
nonowned, and hired automobiles.
3. If alcohol will be served or included in Applicant’s event, Applicant must obtain liquor
liability (also known as dram shop) insurance in an amount not less than $1,000,000.00
per occurrence.
The City reserves the right to modify these insurance requirements at its sole discretion based
on the nature and scope of Applicant’s proposed event.

Must be attached to the Special Event Permit Application when submitted, as applicable:
☐An event map showing requested use of streets and/or sidewalks (for a parade, run, etc.) or
will use multiple locations. Attach a complete map showing assembly and dispersal
locations, route plan, and any streets or parking lots you are requesting be blocked.
☐Temporary Liquor License application is required for the sale of alcoholic beverages. MN
State Statute 340A.404 (10) The governing body of a municipality may issue to (1) a club or
charitable, religious, or other nonprofit organization in existence for at least three years, (2) a
political committee registered under section 10A.14, or (3) a state university, a temporary
license for the on-sale of intoxicating liquor in connection with a social event within the
municipality sponsored by the licensee.

WHEREAS, Julianne Hunter has submitted a special event permit to use city property to host

clean up on August 8, 2021; and
