II.PROCLAMATIONS AND RECOGNITION. 31

A.Presentation of 2021 VillageFest33

Ms. Julianne Hunter, representing VillageFest, stated they are excited VillageFest will35
occur this year. It will be held August 6-7, 2021. She reviewed the event schedule in36
detail. The parade will be held at 7:30 p.m. on August 6 down St. Anthony Boulevard.37
The schedule ends on Saturday evening. VillageFest is City supported not City funded.38
All funds are raised by the 501c3. Now they are raising funds for next year. Generally,39
funds are donated from local businesses but not as many businesses have participated as40
they have in the past. They are hoping members of the community will help support41
VillageFest. She reviewed the major donors this year: Central Avenue Liquors, Northeast42
Lions, Walters Recycling, Annona Gourmet, Hunters Rock, Castle Danger, Fitness43
Crossroads, Hunt Electric, Village Orthodontics, and St. Anthony Voyagers. The44
schedule can be found on their website at stanthonyvillagefest.com.45

Mayor Stille thanked Julianne for her efforts for the past 17-18 years on behalf of the47
City Council and the Community. He asked if the parade will be televised on CTV and48
Ms. Hunter stated it will be televised. Mayor Stille encouraged residents to give the local49

restaurants and bars some business. Ms. Hunter stated she has a very large committee that 1
works very hard. 2

B. Presentation of Night to Unite 4

Sergeant Mike Huddle stated Night to Unite is also a very community organized/driven 6
event. He has been in St. Anthony for twenty-two years. It encourages residents to 7
organize and start neighborhood groups. The hope is that neighborhoods will partner with 8
the Police Department to help cut down on crime. He invited residents to interact with the 9
Police Department on social media. This will be St. Anthony’s 13th Year having Night to 10
Unite on August 3, 2021. Last year only 8 block parties were held due to the pandemic. 11
This year 30 block parties are registered to be held. Not all block parties are registered. 12
This year Cub supports by providing free pails of ice cream to all registered block parties. 13
City Administration and Nicole Miller provides great support to Night to Unite. Night to 14
Unite does have an impact on reducing crime. The Mayor, Council, City Department 15
Heads, and City Departments all contribute their time. 16

Councilmember Randle asked how many parties were held two years ago and Sergeant 18
Mike Huddle stated there were 40. In the future the number should increase. 19

Mayor Stille thanked Sergeant Huddle for his presentation. It’s a great opportunity for 21
residents to see Police Officers and City Councilmembers. The Police Department 22
members try to get to every registered party every year. 23

A. Resolution 21-061; a Resolution approving the special event permit for VillageFest 3
hosted by St. Anthony VillageFest Inc. at Central Park August 7, 2021, 8:00 a.m. to 4
11:00 p.m. 5

City Manager Charlie Yunker stated Julianne Hunter has submitted a Special Event Permit to 7
hold the annual VillageFest celebration August 6 & 7, 2021. Since the request involves City 8
property, amplified music and expects to exceed 100 attendees; a Special Event Permit is 9
required. 10

VillageFest is a large and long-standing community event that involves a number of events in 12
different areas of the City, and required support from the City’s Public Safety and Public Works 13
Departments. 14

On July 8, 2021 VillageFest representatives met with City staff representatives to discuss the 16
needs of City Services, primarily focused around road closures and staff support for the parade, 17
and support services for events in Central Park. Staff found the requests to be reasonable and 18
consistent with past celebrations. 19

Copies of the Event Schedule, Special Event Permit Application and 501c3 Letter were provided 21
for Council’s review. 22

Staff recommends approval of the Special Event Permit to VillageFest August 6 & 7, 2021. 24

21-061; a Resolution approving the special event permit for VillageFest hosted by St. Anthony 27
VillageFest Inc. at Central Park August 7, 2021, 8:00 a.m. to 11:00 p.m. 28

B. Liquor Operations Mid-Year Report 32

Liquor Operations Manager Mike Larson presented a power point of the St. Anthony Village 34
Liquor Operations Mid-Year Report (July 27, 2021). Two other employees of Liquor 35
Operations were present at the meeting Mr. Bill Haugen and Mr. Chris Morke. Mr. Larson noted 36
there are two convenient locations, Silver Lake Village Store and Marketplace Store. The 37
Mission Statement and Vision Statement were provided. Mr. Larson explained the Value of 38
Municipal Liquor Operations and noted the profits are transferred to the General Fund and can 39
be used to Provide Property Tax Levy Relief, Provide Funds for Equipment Purchases for Police, 40
Fire and Public Works Departments, and Supplement General Fund Purchases. 41

Mr. Larson noted through June 2021, there was a change of customer purchasing habits with a 43
return to pre-COVID 19 sales, first noticeable during June 2021. There were increased sales 44
compared to 2019 and there were less restrictions on bars and restaurants. There was a Sales 45
Increase of 10.7% and a Net Profit Increase of 10%. 46

Mr. Larson cited the 2021 Accomplishments as: 5

• Online Ordering for Curbside Pick Up. 10

Mr. Larson reviewed Where Liquor Operations are now as far as COVID-19 and provided the 15
plan looking ahead in 2021. Diminishing product availability is a big problem. Many of the 16
products ordered do not come for a long time. They are doing the best they can given the current 17
conditions. 18

Mayor Stille thanked Mike Larson for working through all the issues. Mayor Stille stated he is 24
proud of the liquor stores. The City liquor stores are very customer-focused. 25

VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 27

City Manager Yunker stated the tennis court reconstruction project has been completed and the 29
contractor did a great job. Staff has been keeping track of the MN Department of Natural 30
Resources guidance regarding the drought conditions. Summer sprinkling restrictions are in 31
place in the City. 32

Councilmember Randle had no report. 34

Councilmember Jenson stated on July 21 he attended a Kiwanis meeting. On July 23, he attended 36
the Ramsey County Local League of Governments Executive Board Meeting. 37

Background.
In April, the Planning Commission discussed staff-proposed amendments to the R-4
Zoning District during a work session. At that session, the Commission agreed that the
proposed amendment, with some additions and modifications, was ready to proceed to
consideration at a public hearing for formal Planning Commission recommendation.
The Planning Commission held a hearing on updated language at its July 20th regular
meeting. No resident or public comments were received. The intent of the update is to
create a zoning district for multiple family development that is consistent with the
Comprehensive Plan in terms of density, allows for more contemporary building size
and scope, and identifies a series of baseline performance standards and expectations
for any new such development.
Included in the packet is a copy of the current regulations in place, as well as an
updated table-form document that lists the series of potential amendments to the
district. As part of the table-from document, comments are provided for each proposed
change discussing the rationale behind the new language. Finally, the packet includes
ordinance-form language, and a red-lined version identifying all changes from the
current code.

The current district language was established many years ago, and reflects a more
moderate density, suburban style of multi-family development. Just in the past few
years, the City has considered multi-family projects on four different sites (one of which
did not proceed). Each of those were required to utilize the PUD zoning process due to
a series of modifications the projects required from typical R-4 regulations, including
density, setbacks, parking calculations, height, and other factors.
The current R-4 District restricts density to anywhere from about 13 units per acre up to
24 units per acre, depending on the size of the building. Over the past two years, the
City considered, and adopted, an updated Comprehensive Plan that directs
development in high density zoning districts to between 20 and 40 units per acre.
While PUD is still a viable path for projects that exceed density or other aspects of the
R-4 standards, it can be difficult to process when the individual aspects of the project
are of borderline quality or push the envelope in some way. Without baseline standards
that reflect a reasonable expectation for development in the district, everything is left to
negotiation, which can put the City in a difficult position.
The revisions to the district are intended to create a threshold for higher density projects
that set an expectation for development. Beyond this, the threshold for PUD
consideration would also then be higher, as this becomes the new baseline.
As the Planning Commission’s review was clarified, and the draft evolved, a final set of
changes was added to the proposed ordinance. Those included the following as a last
stage of updating:
• Modify the prior staff-proposed allowable maximum height from sixty feet and five
stories to fifty feet and four stories.
• Address the proposed requirement for location of senior multi-family on a
collector or arterial street (due to concerns over existing facilities that may not
comply with this standard). The proposed language includes an alternative that
the facility is served by alternative transit options, either public or privately
offered.
• Adding requirements to the “General Regulations” in Section 152.105 relating to:
o Building materials;
o Landscaping; and
o Sustainability.
Staff and Planning Commission Recommendation.
Planning staff and Planning Commission recommend approval of the proposed
amendments. As noted, these changes will make multi-family development more
straightforward in those areas where it is proposed, set specific minimum expectations
for such development, and bring the zoning ordinance more closely into conformance
with the Comprehensive Plan.

R-4 MULTIPLE-FAMILY DISTRICT (Current)
§ 152.100 PURPOSE. The purpose of the R-4 District is to provide areas for housing other than
1- and 2-family dwellings and townhouses, and which may serve as a transitional use between
less dense residential uses and nonresidential uses.
§ 152.101 PERMITTED USES. Within an R-4 District, the only permitted uses are rental
apartment units and condominium apartment units.
§ 152.102 PERMITTED CONDITIONAL USES. Within an R-4 District, the following uses are
permitted only if a conditional use permit has been issued for that use by the City Council:
(A) Uses permitted as conditional uses in the R-1, R-1A, R-2, and R-3 Districts;
(B) Townhouses;
(C) Service or convenience type businesses, including grocery stores, pharmacies, barber
shops and beauty shops catering to the residents of an apartment or condominium
building or complex, not to exceed 1,000 square feet in size and provided there is no
advertising or signing on the exterior of the building or in any yard;
(D) A state licensed residential facility serving from 7 through 16 persons;
(E) A state licensed day care facility serving from 13 through 16 persons; and
(F) Nursing home.
§ 152.103 ACCESSORY USES. Subject to the provisions of §§ 152.175 through 152.186, the
accessory uses permitted in the R-1, R-1A, R-2, and R-3 Districts are permitted in the R-4
District.
§ 152.104 DIMENSIONAL REGULATIONS.
(A) Height. No building or structure may exceed 35 feet in height or contain more than 3
stories.
(B) Area. No dwelling may be constructed or placed on a lot which is less in area than
the following, except as allowed in §152.227:

(2) Side yards adjacent to a public right-of-way must be at least 30 feet in width.
(3) There must be a distance equal to the height of the highest building on a lot
between any buildings on the same lot, to a maximum required distance of 30
feet.
(F) Rear yard. The rear yard must have a depth equal to the greater of 20% of the
entire lot or 40 feet.
(G) Minimum floor area.
(1) Efficiency units must contain at least 500 square feet.
(2) One-bedroom units must contain at least 650 square feet.
(3) Units with more than 1 bedroom must contain at least 650 square feet plus
125 square feet for each bedroom in excess of 1.
(H) Lot coverage. The lot coverage may not exceed 50%.
§ 152.105 GENERAL REGULATIONS.
Property in the R-4 District is also subject to the provisions of §§ 152.175 through 152.186.

Section 1. Sections 152.100 – 152.105 are hereby deleted in their entirety.
Section 2. Sections 152.100 – 152.105 are hereby amended to read as follows:
152.100. PURPOSE. The purpose of the R-4 District is to provide areas for
housing other than 1- and 2-family dwellings and townhouses, and which may
serve as a transitional use between less dense residential uses and nonresidential
uses. multiple family housing consistent with the City’s Comprehensive Plan
goals and objectives, including sustainability, quality, and a broad range of market
reach, including affordability, luxury, family, senior, and other resident
categories.
152.101. PERMITTED USES. Within an R-4 District, the only permitted uses
are rental apartment units and condominium apartment units. Permitted multi-
family buildings shall meet the standards and requirements of this Section.
152.102. CONDITIONAL USES. Within an R-4 District, the following uses are
allowed only if a conditional use permit has been issued for that use by the City
Council:
(A) Uses permitted as conditional uses in the R-1, R-1A, R-2, and R-3
Districts;
(B) Townhouses;
(C) Service or convenience type businesses, including grocery stores,
pharmacies, barber shops and beauty shops catering to the residents of
an apartment or condominium building or complex, not to exceed
1,000 square feet in size and provided there is no advertising or
signing on the exterior of the building or in any yard;
(D) A state licensed residential facility serving from 7 through 16 persons,
provided conditions are necessary to protect public health, safety, and
welfare, and similar to the conditions required and applied to other
conditional uses in the district;
(E) A state licensed day care facility serving from 13 through 16 persons
provided conditions are necessary to protect public health, safety, and
welfare, and similar to the conditions required and applied to other
conditional uses in the district;
(F) Nursing home;

(G) Multi-family housing which exceeds the height and density standards
of this section, provided that:
(1) Maximum height shall be limited to fifty (50) feet and no more
than four (4) stories (parking garages that are constructed
which are at least 50% below natural grade shall not count as a
“story” for the purposes of this section);
(2) Density shall be limited to between twenty (20) and forty (40)
unit per acre;
(3) Multi-family housing constructed under this provision shall be
required to meet setbacks which are double those of this
Section;
(4) Such housing shall be located on a parcel that is within four
hundred (400) feet of a public transit stop. Such housing shall
provide off-street parking of no less than 1.1 spaces per
bedroom, or 1.5 spaces per unit, whichever is greater, no less
than 50% of which shall be underground or under the principal
building;
(5) Such housing located on a parcel more than four hundred (400)
feet from a public transit stop may be allowed, but shall
provide off-street parking of at least 2.0 spaces per unit, no less
than 50% of which shall be underground or under the principal
building;
(6) Additional conditions deemed necessary by the City Council to
support the goals and policies of the Comprehensive Plan and
the conditions found in the immediate neighborhood of the
proposed development.
(H) Multi-family housing restricted to units which are occupied by at least
one senior citizen 55 years of age and older, provided that:
(1) The development provides at least 75% of its required parking
underground or under the building;
(2) The required parking for the facility totals no less than 1.1
parking spaces per unit;
(3) The facility is located on a collector or arterial status street as
identified in the Comprehensive Plan, or the facility has
provided specific plans for alternative transit services to be
available to senior residents of the facility, whether provided
publicly or privately;
(4) Unit sizes may fall below the thresholds in this Section, but
shall include a demonstration by plan as to how such units may
be converted to meet the requirements of this Section if the
building is redesigned to accommodate occupants that are not
senior citizens;
(5) Density of the project shall be limited to between twenty (20)
and forty (40) units per acre;
(6) Additional conditions deemed necessary by the City Council to
support the goals and policies of the Comprehensive Plan and
the conditions found in the immediate neighborhood of the
proposed development.

square feet plus 125 square feet for each bedroom in excess of 1.
(4) Units in buildings designated for senior occupants may utilize
smaller units under the CUP allowed by this section, with the
provisions for future conversion as noted.
(H) LOT COVERAGE. The lot coverage (including all impervious
surfaces) may not exceed 50% except by Conditional Use Permit, upon a
showing that stormwater management is addressed on-site without
creating impacts on flooding potential and pursuant to the requirements of
a Stormwater Pollution Prevention Plan (SWPPP).
152.05 GENERAL REGULATIONS. Property in the R-4 District is also subject

to the provisions of §§ 152.175 through 152.186, and the following:
(A) Building Materials and Architecture. The applicant for any mult-family
structure in the R-4 District shall provide a proposed materials palette,
including a plan that shows brick, stone, glass, and architectural metal on no
less than 50 percent of all building walls. Architecture shall include
significant articulation in both wall facades and building roof line.
(B) Landscaping and Site Improvements. Any application for a multiple family
development shall include a landscaping plan which includes an intensively
landscaped site, including usable outdoor spaces such as patios or similar
features, structural elements such as gazebos or usable shade, and a variety of
trees, shrubs, forbs, and grasses that provide an attractive outdoor
environment for the project residents, and a visually attractive environment
for passersby. Provisions shall be made for pedestrian and bicycle use and
connections to surrounding sidewalk, trail, and pathways. Extensions of
existing public pedestrian/bicycle routes may be required as a part of any
multi-family project. All landscaped areas shall be irrigated. Natural or
native landscapes may be incorporated into the planting plan, consistent with
City policy and or other applicable regulations.
(C) Sustainability. The City will review multi-family residential projects with a
consideration for sustainability measures included in the project development.
Elements that may be included are charging stations for electric vehicles,
stormwater treatment and re-use for landscape irrigation, accommodations for
sustainable energy provisions, such as roof-top solar or wind, and other
measures. The City encourages a creative and affirmative approach to
sustainability consistent with its Comprehensive Plan and related policies.
Section 3. The City Clerk is hereby directed to make the changes required by this Ordinance
as part of the Official St. Anthony City Code, Title XV, Zoning Ordinance, and to
renumber the tables and chapters accordingly as necessary to provide the intended
effect of this Ordinance. The City Clerk is further directed to make necessary
corrections to any internal citations that result from said renumbering process,
provided that such changes retain the purpose and intent of the Zoning Ordinance
as has been adopted.
Section 4. This Ordinance shall take effect and be in full force from and after its passage
and publication. The ordinance in its entirety and map shall be posted on the
City website after publication. Copies of the complete Ordinance and map are
available online and at St. Anthony City Hall for examination upon request.

processing.

a conditional use permit has been issued for that use by the City
Council:
(A) Uses permitted as conditional uses in the R-1, R-1A, R-2, and R-3
Districts;
(B) Townhouses remain here, but it is noted that under the
Comprehensive Plan, densities are to be between 20
and 40 units per acre. It is very difficult to develop
townhouses at more than 10 -12 units per acre.
Townhouses;
(C) This clause allows (by CUP) commercial services within
a multi-family building – such as those often found in
senior assisted-living housing - but not “mixed use” in
the sense that such a business would also be permitted
to serve the general public. It is highlighted here for
discussion as to whether the allowance for commercial-
residential mixed use would be considered.
Service or convenience type businesses, including grocery stores,
pharmacies, barber shops and beauty shops catering to the residents
of an apartment or condominium building or complex, not to exceed
1,000 square feet in size and provided there is no advertising or signing
on the exterior of the building or in any yard;
(D) Language added here from State statutes that limit the
use of CUP conditions.
A state licensed residential facility serving from 7 through 16 persons,
provided conditions are necessary to protect public health, safety, and
welfare, and similar to the conditions required and applied to other
conditional uses in the district;

(E) Language added here from State statutes that limit the
use of CUP conditions.

(G) A CUP provision is established here to allow buildings of
greater height and density than the base R-4 district
which is 3 stories and effectively about 24 units per
acre. Projects exceeding those limits may be allowed
under this CUP process, with the conditions noted, as
well as the any additional conditions noted related to
the Comprehensive Plan or the character of the
neighborhood.
This provision is intended to establish a more
straightforward process for the development of multi-
family housing per Comp plan goals (such as density),
avoiding the PUD zoning process, but retaining the
ability of the City to individually process and review
each project.
The PUD zoning process would continue to be available
to project developers who seek additional zoning
flexibility outside of the limitations of the district.
It should be noted that the creation of this clause
slightly lessens the City’s discretion related to multi-
family housing – Conditional Uses are a presumed
acceptable use, subject to the conditions to be applied.
PUD zoning grants greater discretion to the City, but is
a more complex process, and sometimes is limited by
the lack of more explicit standards.
Multi-family housing which exceeds the height and density standards
of this section, provided that:
(1) Maximum height shall be limited to sixty (60) fifty (50) feet and
no more than five (5) four (4) stories (parking garages that are
constructed which are at least 50% below natural grade shall not

This clause is a way of limited intensity of development
on a site, which usually works in combination with
density, building height/stories, and setbacks. The
allowance to exceed the listed FAR is provided by CUP
under the proposed text.
The floor area ratio within the R-4 District may not exceed 1.0 except
by Conditional Use Permit.
(D) Front yard The front setback from the street is proposed to be
reduced to 20 feet, with attendant changes in side and
rear setbacks below. The intent is to accommodate an
increase in the separation between buildings on
adjoining property, allowing a more limited “front yard”
area which is usually occupied by little, if any, usable
space.
There must be a front yard with a setback of at least 30 twenty (20)
feet.
(E) Side yards
The side setbacks here are modified to provide greater
separation from adjoining property (in concert with the
reduced front yard setback). Setback to adjoining
property is related to the height of the building, with a
fixed minimum.
(1) There must be 2 side yards with a minimum width of at least 15
twenty (20) feet each, or at least 50% of the height of the
building, whichever is greater.
(2) Side yards adjacent to a public right-of-way must be at least 30
twenty (20) feet in width.
(3) There must be a distance equal to the height of the highest
building on a lot between any buildings on the same lot, to a
maximum required distance of 30 feet.
(F) Rear yard. Rear setback is adjusted to relate to the height of the
building, with a fixed minimum.
The rear yard must have a depth equal to the greater of 20% of the
entire lot or 40 feet or 50% of the height of the building, whichever is

§ 152.105
GENERAL
REGULATIONS.
Property in the R-4 District is also subject to the provisions of §§
152.175 through 152.186, and the following:
(A) Building Materials and Architecture. The applicant for any mult-family
structure in the R-4 District shall provide a proposed materials palette,
including a plan that shows brick, stone, glass, and architectural metal
on no less than 50 percent of all building walls. Architecture shall
include significant articulation in both wall facades and building roof
line.
(B) Landscaping and Site Improvements. Any application for a multiple
family development shall include a landscaping plan which includes an
intensively landscaped site, including usable outdoor spaces such as
patios or similar features, structural elements such as gazebos or
usable shade, and a variety of trees, shrubs, forbs, and grasses that
provide an attractive outdoor environment for the project residents,
and a visually attractive environment for passersby. Provisions shall be
made for pedestrian and bicycle use and connections to surrounding
sidewalk, trail, and pathways. Extensions of existing public
pedestrian/bicycle routes may be required as a part of any multi-family
project. All landscaped areas shall be irrigated. Natural or native
landscapes may be incorporated into the planting plan, consistent with
City policy and or other applicable regulations.
(C) Sustainability. The City will review multi-family residential projects
with a consideration for sustainability measures included in the project
development. Elements that may be included are charging stations for
electric vehicles, stormwater treatment and re-use for landscape
irrigation, accommodations for sustainable energy provisions, such as
roof-top solar or wind, and other measures. The City encourages a
creative and affirmative approach to sustainability consistent with its
Comprehensive Plan and related policies.

1.EXECUTIVE SUMMARY
The 2022 Street and Utility Improvement Project consists of reconstructing Rankin Road from 33rd
Avenue NE to 31st Avenue NE, approximately 1,300 feet (0.25 miles), which includes removal of the
existing pavement, public utility improvements, correcting the subgrade, installing concrete curb and
gutter, and installing new pavement.
The public utility improvements include removing and replacing approximately 2,000 feet of water main
(including services) and 1,300 feet of sanitary sewer (including services), installing new storm sewer
where facilities do not currently exist, and installing additional catch basins to improve area drainage.
Also proposed with the 2022 Street and Utility Improvement Project is the bituminous mill and overlay of
the following roadways:

•Armour Terrace from Silver Lake Road to Crestview
•Bell Lane from Armour Terrace to Crestview Drive

A map illustrating the project locations can be found on Figure 1 of Appendix A.
The total estimated project cost for the 2022 Street and Utility Improvement Project is approximately
$2.29 million. Funding for the project will come from the City’s Street and Utility Reconstruction Funds
(Public Improvement Bonds), Municipal State Aid Funds, and Special Assessments to benefiting
properties.
The project reconstruction can be completed, including the first lift of bituminous paving and all restoration
items along Rankin Road and all mill and overlay improvements, in 2022. The final lift of bituminous
paving along Rankin Road is proposed to be completed in June of 2023.
This project is feasible, necessary, and cost effective from an engineering standpoint and should be
constructed as proposed herein.

2.INTRODUCTION
2.1 AUTHORIZATION
On May 11, 2021, the St. Anthony Village City Council authorized the preparation of an engineering
Feasibility Report for the 2022 Street and Utility Improvement Project. This project was authorized under
City of St. Anthony Village Resolution 21-049.
2.2 SCOPE
Improvements outlined within this report include reconstructing Rankin Road from 33rd Avenue NE to 31st
Avenue NE. Proposed improvements include road reconstruction complete with bituminous paving,
concrete curb and gutter, watermain and sanitary sewer replacement, and the installation of new storm
sewer and catch basins to improve area drainage.
The feasibility study also includes the review and cost analysis to mill and overlay the following roadways:

2.5 PROJECT HISTORY
This project was initiated through the continued development and implementation of the City of St.
Anthony Village Capital Improvement Plan (CIP). The CIP provides a schedule for the various roadway
improvements that are necessary to maintain the City streets in an effective and efficient manner.
The following conditions have been identified within the project area:
•Deterioration of street conditions
•Re-occurring water main breaks in the project limits
•Streets, sanitary sewer, water main lines are over 60 years old and exhibiting deterioration
problems
As a result, On May 11, 2021, the St. Anthony Village City Council authorized the preparation of an
engineering feasibility report for the 2022 Street and Utility Improvement Project.

3.EXISTING CONDITIONS
3.1 STREET AND UTILITY IMPROVEMENTS
3.1.1 Sanitary Sewer
The existing sanitary sewer system along Rankin Road consists of 9-inch-diameter vitrified clay pipe
(VCP) installed in 1950s. The joint sealing material in use at that time was typically an oakum and
bituminous material.
The existing sanitary sewer system flow rates have been monitored in various areas throughout the
City as a measure to identify inflow and infiltration (I&I) issues within the City. The monitoring results
have revealed there is an increase in sewer flow within the area immediately following rainfall events.
This increase in flow is a result of clear water (groundwater or stormwater) entering the sanitary
sewer. The source of this clear water is likely due to the connection of foundation drains or sump
pumps to the sanitary sewer, aging sanitary sewer main and/or deficient sanitary sewer service pipes
from the street to individual homes.
3.1.2 Water Main
The existing water distribution main along Rankin Road was installed in the 1950s and consists of a
6-inch cast iron pipe (CIP). In 1974, a second high-pressure 6-inch ductile iron pipe (DIP) was
installed to accommodate properties on the west side of Rankin Road between 33rd Avenue and 32nd
Avenue. The existing 6-inch CIP system has had numerous breaks over the past few years and
breaks will become more likely as the pipes have exceeded 60 years of service. In addition, the cast
iron pipes are likely heavily corroded and possibly leaking.
3.1.3 Storm Sewer
There are no existing storm facilities along Rankin Road from 33rd Avenue NE to East Gate Road.
Stormwater along Rankin Road is directed with concrete curb and gutter.
Storm sewer facilities were installed along 32nd Avenue and Croft Drive with the 2020 Street and
Utility Improvement Project to collect stormwater from Rankin Road north of 32nd Avenue. The
system consists of 18- to 21-inch reinforced concrete pipe (RCP) along 32nd Avenue from Rankin
Road to the Croft Drive cul-de-sac and 24-inch RCP along Croft Drive from 32nd Avenue to 31st
Avenue and along 31st Avenue from Croft Drive to Old Highway 8. The stormwater eventually outlets
to Mirror Lake.
3.1.4 Streets
Rankin Road is an urban, 30-foot-wide bituminous roadway with concrete curb and gutter.
The soil borings taken along Rankin Road indicate the underlying soils consists of a sandy clay fill
and silt material. This is consistent with reconstruction projects completed in the surrounding areas.
3.2 MILL AND OVERLAY IMPROVEMENTS
Alleys and streets within the proposed mill and overlay improvement areas are experiencing various
severities of distress.
The alleys were constructed as 12-foot wide bituminous roadways. Pavement cores taken indicated
existing asphalt thickness range from 2-inches to 4.5-inches with an aggregate base of sand with gravel.
The majority of the core samples exhibited varying levels of deterioration and stripping, particularly in the
base layer. Cracks extended through the entire pavement layer with a considerable amount of surface
distress with multiple patches present across all coring locations.

The residential streets were constructed as 30-foot wide bituminous roadways with concrete curb and
gutter. Pavement cores taken indicated existing asphalt thicknesses range from 4-inches to 5-inches,
with a top lift of approximately 2-inches and aggregate thickness of approximately 10-inches with select
granular subgrade. The majority of the core samples were in good condition with very minimal stripping
noted in the base layer. The streets exhibited a minimal amount of surface distress with some transverse
and longitudinal cracking.

4.PROPOSED IMPROVEMENTS
4.1 STREET AND UTILITY IMPROVEMENTS
4.1.1 Sanitary Sewer
The existing 9-inch VCP will be reconstructed with 8-inch polyvinylchloride (PVC) pipe, including the
replacement of sanitary sewer services. All services are proposed to be replaced with 6-inch PVC
pipe from the sewer main to the right-of-way. Replacing aging trunk utility facilities at the same time
as the road construction is a proactive means by which to mitigate future maintenance costs.
The proposed sanitary sewer improvements are shown on Figure 4 in Appendix A.
In preparation for the project, individual services will be televised beyond the right-of-way to identify
and locate deficiencies. The results of the televising will be made available to property owners, along
with a copy of the televising video, and a recommendation based on the televising inspection. Costs
associated with these improvements would be the responsiblity of the property owner. However, the
City will allow property owners to have the private repairs to their sanitary sewer service added to the
project assessment on their property.
4.1.2 Water Main
The existing 6-inch and 8-inch watermain is proposed to be replaced with 8-inch ductile iron pipe
(DIP) including the replacement of water services up to and including the curb stop. Services will be
replaced up to the right-of-way with the appropriate 1-inch copper service pipe. All existing water
main in the project area will be equipped with new valves and hydrants as necessary for proper
operation and fire protection. Replacement of existing services will alleviate head loss and increase
water pressure to properties by providing a clean service pipe.
The proposed water system improvements is shown on Figure 5 in Appendix A.
4.1.3 Storm Sewer
Reconstruction of the road provides the opportunity to improve drainage in the area by installing
additional storm sewer facilities. The existing storm sewer system will be improved by the addition of
catch basins along the roadway to better accommodate area drainage and the extension of new
storm sewer where facilities do not currently exist.
The proposed storm sewer improvements is shown on Figure 6 in Appendix A.
Draintile is also proposed along the curb line to allow properties to connect their foundation drain and
sump pump into the storm sewer system. Redirecting this flow to the storm sewer system will help
minimize the treatment of unnecessary clear water that may be discharging into the sanitary sewer
system.
4.1.4 Street
Reconstruction of Rankin Road is intended to improve the design strength of the pavement system
and provide a street surface with an extended life for the City of St. Anthony Village. Rankin Road is
on the municipal state-aid (MSA) system and will be constructed to MnDOT design standards, which
allows for two 11-foot driving lanes and parking along one side of the street. Street grades are
proposed to match closely with existing grades to minimize construction impacts to adjacent
properties.
After the subgrade excavation is completed in the streets, a geotextile fabric will be placed to
separate the existing underlying soft materials from the granular materials. Twelve inches (12”) of

select granular material or "sand cushion" will be placed on the geotextile fabric to provide a firm base
for the eight inches (8”) of Class 5 aggregate base and four inches (4”) of bituminous asphalt
pavement.
These streets will be replaced with bituminous asphalt pavement per City Council Resolution 07-022.
The decision was reached following the outcome of the Street Reconstruction Task Force report
presented on November 13, 2007.
The proposed typical section is shown on Figure 7 in Appendix A.
4.1.5 Permits and Approvals
Reconstruction of the roadways will disturb over one acre and will require a National Pollution
Discharge Elimination Systems (NPDES) General Storm Water Permit (MNR 100001) that must be
obtained by the City of St. Anthony Village from the Minnesota Pollution Control Agency (MPCA).
The reconstruction of the existing water main will require a permit from the Minnesota Department of
Health.
The reconstruction will also require a permit from the Rice Creek Watershed District (RCWD). This
may require stormwater treatment for the runoff from the project area.
4.1.6 Detour Routes
The project will require significant excavation and disposal of unacceptable material from the existing
street area and a supply of significant volumes of select granular base, aggregate base, and
bituminous pavement materials. This effort will require closing the roads under construction and
increasing loaded truck traffic on the streets adjacent to the construction area. Adequately signed
detours will be identified to direct traffic around the construction zones and notify users of the
increased truck and construction activity. To accommodate the property owners along the excavated
roads, temporary parking on the adjacent streets may be necessary during the periods when vehicle
access is not possible.
4.2 MILL AND OVERLAY IMPROVEMENTS
Mill and overlay improvements are a cost-effective maintenance strategy to extend the life cycle of the
roadway. Mill and overlay improvements are most effective when scheduled within 15 years of original
construction.
Due to the poor condition of the pavement and the age of the roadways, improvements along alleys
include milling the full depth of existing bituminous pavement, grading and compaction of the existing
aggregate, and installation of new bituminous pavement. Replacement of pavement will completely
remove the deteriorated pavement while utilizing the existing aggregate and sand sections.

Improvements along Crestview Drive, Armour Terrace, Bell Lane, and East Gate Road include a 2” mill to
remove the wear course. A new 2-inch wear course will then be paved over the entire width of each street
to extend the pavement life of the roadway. There will be an additional ¼-inch of pavement that extends
above the toe of curb to keep the pavement above the curb as the road settles over time.
The proposed typical sections are shown on Figure 8 and Figure 9 in Appendix A.

5. FINANCING
5.1 OPINION OF PROBABLE CONSTRUCTION COST
A detailed breakdown of the Cost Opinion for the proposed project is included in Appendix B. The opinion
of cost incorporates the construction costs experienced during 2019, 2020 and 2021, and includes a 5%
contingency factor. Administrative costs for the street reconstruction improvements are projected at 20%
of the construction cost and include engineering, legal, financing, and other administrative costs and 10%
for the mill and overlay improvements. A summary of the project cost is as follows:

5.2 FUNDING SOURCES
The total project cost is projected to be approximately $2.29 million. Funding for the project will come
from the 429 Public Improvement Bonds, MSA funds and Special Assessments to benefiting properties.
The City’s policy for street assessment is based on per unit along improved roads.
• For road reconstruction projects along single family residential (R1) zones, the property
owner is assessed 35% of total street and local drainage construction costs. Each property
owner that receives a new water service will be assessed 10 0% of the actual service cost.
• For mill and overlay projects along single family residential (R1) zones, the property owner is
assessed 50% of total street construction costs.
• For improvements along alleyways, the property owner is assessed 100% of total street
construction costs.
The proposed assessed parcels for the road reconstruction and mill and overlay improvements of the
2022 Street and Utility Improvement Project are shown on Figure 2, Figure 3A, Figure 3B, and Figure
3C in Appendix A. The proposed assessments are shown in Appendix C.

7. FEASIBILITY AND RECOMMENDATION
Project costs are anticipated to be approximately $2.29 million.
Due to the poor structural condition of portions of the street sections, the age of the existing sanitary
sewer system and water main, this project is both feasible and necessary from an engineering standpoint.
Based on our analysis and data presented, the proposed project is feasible, necessary, and cost-
effective from an engineering standpoint. We recommend reconstruction of the sanitary sewer, water
main, stormwater collection system, and the street as detailed in this report.

SPECIFICATIONS FOR THE 2022 STREET AND UTILITY IMPROVEMENTS
WHEREAS, pursuant to resolution of the Council adopted May 11, 2021, a report was prepared by
WSB with reference to the improvement of:
Street & Utility Reconstruction
• Rankin Road from 33rd Avenue NE to 31st Avenue NE
Mill and Overlay
• Crestview Drive from 31st Avenue NE to 29th Avenue NE
• Armour Terrace from Silver Lake Road to Crestview
• Bell Lane from Armour Terrace to Crestview Drive
• East Gate Road from Crestview Drive to Rankin Road
• Coolidge Street Alley from Murray Avenue to 29th Avenue NE
• Murray Avenue/St. Anthony Boulevard Alley from Wilson Street to Coolidge

WHEREAS, the report provides information regarding whether the proposed project is necessary, cost
effective, and feasible.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony Village that:

1) The Council will consider the improvement of such streets in accordance with the report at an
estimated total cost of improvement at approximately $2,293,600.
2) WSB is hereby designated as the engineer for this improvement. They shall prepare plans for
making such improvement.
