ANTHONY CITY COUNCIL REGULAR MEETING MINUTES JULY 27, 2021 4 5 CALL TO ORDER. 6 7 Mayor Stille called the meeting to order at 7:00 p.m. 9 PLEDGE OF ALLEGIANCE. 10 11 Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance. 12 13 ROLL CALL. 14 15 Present: Mayor Stille, Councilmembers Jenson, and Randle. 16 Absent: Councilmembers Walker and Webster. 17 Also Present: City Manager Charlie Yunker, Liquor Operations Manager Mike Larson, VillageFest 18 Julianne Hunter, and Sergeant Mike Huddle. 19 20 21 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING 22 ITEMS. 23 24 I. APPROVAL OF JULY 27, 2021 CITY COUNCIL MEETING AGENDA. 25 26 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve the City 27 Council Meeting Agenda of July 27, 2021 as presented. 28 29 Motion carried 3-0. 30 31 II. PROCLAMATIONS AND RECOGNITION. 32 33 A. Presentation of 2021 VillageFest 34 35 Ms. Julianne Hunter, representing VillageFest, stated they are excited VillageFest will 36 occur this year. It will be held August 6-7, 2021. She reviewed the event schedule in 37 detail. The parade will be held at 7:30 p.m. on August 6 down St. Anthony Boulevard. 38 The schedule ends on Saturday evening. VillageFest is City supported not City funded. 39 All funds are raised by the 501 c3. Now they are raising funds for next year. Generally, 40 funds are donated from local businesses but not as many businesses have participated as 41 they have in the past. They are hoping members of the community will help support 42 VillageFest. She reviewed the major donors this year: Central Avenue Liquors, Northeast 43 Lions, Walters Recycling, Annona Gourmet, Hunters Rock, Castle Danger, Fitness 44 Crossroads, Hunt Electric, Village Orthodontics, and St. Anthony Voyagers. The 45 schedule can be found on their website at stanthonyvillagefest.com. 46 47 Mayor Stille thanked Julianne for her efforts for the past 17-18 years on behalf of the 48 City Council and the Community. He asked if the parade will be televised on CTV and 49 Ms. Hunter stated it will be televised. Ms. Hunter stated she has a very large committee that works very hard. B. Presentation of Night to Unite Sergeant Mike Huddle stated Night to Unite is also a very community organized/driven event. He has been in St. Anthony for twenty-two years. It encourages residents to organize and start neighborhood groups. The hope is that neighborhoods will partner with the Police Department to help cut down on crime. He invited residents to interact with the Police Department on social media. This will be St. Anthony's 13' Year having Night to Unite on August 3, 2021. Last year only 8 block parties were held due to the pandemic. This year 30 block parties are registered to be held. Not all block parties are registered. This year Cub supports by providing free pails of ice cream to all registered block parties. City Administration and Nicole Miller provides great support to Night to Unite. Night to Unite does have an impact on reducing crime. The Mayor, Council, City Department Heads, and City Departments all contribute their time. Councilmember Randle asked how many parties were held two years ago and Sergeant Mike Huddle stated there were 40. In the future the number should increase. Mayor Stille thanked Sergeant Huddle for his presentation. It's a great opportunity for residents to see Police Officers and City Councilmembers. The Police Department members try to get to every registered party every year. C. Proclamation for Night to Unite on August 3, 2021 Mayor Stille, Councilmember Randle and Councilmember Jenson read the proclamation in full. CONSENT AGENDA. A. Approve July 13, 2021, Council meeting minutes. B. Licenses and permits. C. Claims. D. Resolution 21-060; a Resolution affirming staff s application to receive American Rescue Plan Act funding to Non -Entitlement units of local governments. Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve the Consent Agenda items. PUBLIC HEARING - NONE. AND STAFF — NONE. Motion carried 3-0. City Council Regular Meeting Minutes July 27, 2021 Page 3 VI. GENERAL BUSINESS OF COUNCIL. A. Resolution 21-061; a Resolution approving the special event permit for VillageFest hosted by St. Anthony VillageFest Inc. at Central Park August 7, 2021, 8:00 a.m. to 11:00 P.M. 7 City Manager Charlie Yunker stated Julianne Hunter has submitted a Special Event Permit to 8 hold the annual VillageFest celebration August 6 & 7, 2021. Since the request involves City 9 property, amplified music and expects to exceed 100 attendees; a Special Event Permit is 10 required. 11 12 VillageFest is a large and long-standing community event that involves a number of events in 13 different areas of the City, and required support from the City's Public Safety and Public Works 14 Departments. 15 16 On July 8, 2021 VillageFest representatives met with City staff representatives to discuss the 17 needs of City Services, primarily focused around road closures and staff support for the parade, 18 and support services for events in Central Park. Staff found the requests to be reasonable and 19 consistent with past celebrations. 20 21 Copies of the Event Schedule, Special Event Permit Application and 501 c3 Letter were provided 22 for Council's review. 23 24 Staff recommends approval of the Special Event Permit to VillageFest August 6 & 7, 2021. 25 26 Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution 27 21-061; a Resolution approving the special event permit for VillageFest hosted by St. Anthony 28 VillageFest Inc. at Central Park August 7, 2021, 8:00 a.m. to 11:00 p.m. 29 30 Motion carried 3-0. 31 32 B. Liquor Operations Mid -Year Report 33 34 Liquor Operations Manager Mike Larson presented a power point of the St. Anthony Village 35 Liquor Operations Mid -Year Report (July 27, 2021). Two other employees of Liquor 36 Operations were present at the meeting Mr. Bill Haugen and Mr. Chris Morke. Mr. Larson noted 37 there are two convenient locations, Silver Lake Village Store and Marketplace Store. The 38 Mission Statement and Vision Statement were provided. Mr. Larson explained the Value of 39 Municipal Liquor Operations and noted the profits are transferred to the General Fund and can 40 be used to Provide Property Tax Levy Relief, Provide Funds for Equipment Purchases for Police, 41 Fire and Public Works Departments, and Supplement General Fund Purchases. 42 43 Mr. Larson noted through June 2021, there was a change of customer purchasing habits with a 44 return to pre-COVID 19 sales, first noticeable during June 2021. There were increased sales 45 compared to 2019 and there were less restrictions on bars and restaurants. There was a Sales 46 Increase of 10.7% and a Net Profit Increase of 10%. Mr. Larson cited the 2021 Accomplishments as: • City Goal Setting Via Zoom. • Liquor Operations Goal Setting. • 2 Complete Physical Inventory Counts. • Social Media Advertising & News Sharing Group. • Online Ordering for Curbside Pick Up. • Strategic Planning Session with MMBA. • Product Samplings. • Implement New Part Time Pay Scale. Mr. Larson reviewed Where Liquor Operations are now as far as COVID-19 and provided the plan looking ahead in 2021. Diminishing product availability is a big problem. Many of the products ordered do not come for a long time. They are doing the best they can given the current conditions. Mayor Stille thanked Mike Larson for working through all the issues. Mayor Stille stated he is proud of the liquor stores. The City liquor stores are very customer -focused. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. City Manager Yunker stated the tennis court reconstruction project has been completed and the contractor did a great job. Staff has been keeping track of the MN Department of Natural Resources guidance regarding the drought conditions. Summer sprinkling restrictions are in place in the City. Councilmember Randle had no report. Councilmember Jenson stated on July 21 he attended a Kiwanis meeting. On July 23, he attended the Ramsey County Local League of Governments Executive Board Meeting. Mayor Stille had no report. VIII. COMMUNITY FORUM.
