August 10, 2021

Call to Order:
Mayor Stille called the Work Session to order at 5:30 p.m.
2022 General Fund Budget & Levy:
Shelly Rueckert presented the updated 2022 General Fund Budget & Levy being proposed by staff. Staff
discussed the factors that have refined the numbers and has led to a projected range of a 3.85% - 4.80%
levy increase to propose. Staff asked for direction on the high end of the proposed range to certify the
preliminary levy, as it can do down from the preliminary number, but not exceed.
Council asked questions regarding the range of expected cost of living (COLA) increases that changed
from the June 8, 2021 work session. Staff discussed that further information was gathered on expected
COLAs among the City’s peers, and that is expected to be in the 3.0%+ range.
Council gave staff direction to utilize the 4.80% as a preliminary levy. Staff will continue to refine the
budget numbers and continue to report as the process moves forward.
Fund Balance Policy:
Shelly Rueckert presented the proposal to increase the City’s fund balance policy, as discussed at a
previous work session, and some proposed fund transfers. Staff brought it forward again as a refresher
before bringing it to a regular meeting for approval. Council reaffirmed its agreement with the proposal
for the fund balance policy and transfers, and asked staff to bring it to a regular meeting when ready.
Just Deeds Participation:
Charlie Yunker presented the staff plan for participation in the Just Deeds Project. Staff researched with
Just Deeds and a participating city how the process works and the staff time needed. Staff described the
process, and affirmed that there is capacity to handle applications from residents. Staff will also include
information in the City newsletter and social channels that the resource is available and include
education around the topic of racially restrictive covenants.
Next step is to bring a resolution to the Council for formal adoption of participation. Council supported
participation and asked staff to bring it to a regular meeting when ready.
Future Work Session:
Council will hold its next work session on September 14th, at 5:30pm in the Council Chambers.

Goal Setting Recap:
Mayor Stille discussed the annual goal setting process and reviewed items from the Pyramid that relates
to work the Parks & Environmental Commission.
Aesthetics vs Pollinators:
Staff presented background information on challenges being faced in applying City code for
maintenance of yards while balancing the desires and City commitment to sustainability. Council and
Commission discussed the various aspects of pollinator friendly yards and the need to respect desires
for traditional lawns as well. General direction to staff was to continue to educate homeowners on
pollinator practices and continue the discussions with the commission for any future recommendations
on adjusted code language.
Goals for Biking/Walking Routes:
Staff presented background information on the language in the City’s Comprehensive Plan around biking
and walking, as well as neighborhood desires for walking paths and additional green space in the city.
Council and Commission discussed the history around Grand Rounds planning and sidewalk expansion.
Council indicated a desire to resume discussion with the Minneapolis Park Board in regards to the Grand
Rounds. General direction to staff was to explore additional, designated biking/walking paths in the city
to connect destinations.

Request: Agendas & Minutes website module
BACKGROUND
During our annual goal setting in January 2021, the City Council and staff identified an objective of expanding
city services on our website. Staff has identified an available module within our existing website that is for
agendas & minutes.
The agendas & minutes module provides a more transparent way for residents to view city meeting packet
information, as it is easier to navigate online and allows for residents to sign up to receive either an email or a
text message when a packet is completed. This module also provides a more streamlined approach for packet
assembly for staff.
Staff began using this module for our Planning Commission, and Parks and Environmental Commission packets in
March of 2021. With the increased use of Zoom to hold meetings, the additional use of this module for
electronic packets has integrated well with the commissions.
In 2021, staff secured the technology for our City Council to have a laptop and additional monitor to use at
home for meetings and to use the laptop to view packets on electronically. These could be utilized in the Council
Chambers as well, if desired.

Request: Community Survey
BACKGROUND
During our annual goal setting in January 2021, the City Council and staff identified an objective of exploring
community surveys to help inform decisions. The use of community surveys will not replace current community
engagement efforts but add an additional tool for council and staff to use in the decision making process. Staff
has identified two community survey vendors that conduct benchmark surveys.
The Community survey has been added into the proposed budget for 2022.
COMMUNITY SURVEY
Staff sought proposals from research firms utilized by other cities in the area, and received proposals from
Morris Leatherman and POLCO. Both vendors offer:
• Statistically approved survey methodologies
• Comparison benchmarking to other communities
• St. Anthony trends over the years
• Results reporting
METHODOLOGIES
Morris Leatherman-conducts statistically sound survey method via phone survey.
POLCO (National Research Center)-conducts statistically sound survey method via direct mailings with
invitations to complete online survey.
STAFF RECOMMENDATIONS
While both vendors offer statistically sound community surveys at a frequency of our choosing, POLCO offers
additional functionality including:
• Real time results via an online dashboard with the ability to customize reports based on a variety of
factors; ex: demographics, area.
• Access to online database to conduct additional surveys throughout the year, both designed by POLCO
and the ability to create your own informal surveys; ex: name our snowplow, vote on water tower
design.

Dear Nicole:
The Morris Leatherman Company is pleased to present this survey research proposal to you for
the City of Saint Anthony Village. This prospectus is organized in three parts: a potential design;
project schedule; and, estimated project costs. As you will see, I am certain that we can provide
the City of Saint Anthony Village with the information it seeks in both a cost-effective and
timely manner.
DESIGN OF THE RESEARCH:
The Morris Leatherman Company proposes to conduct a telephone survey of 400 randomly
selected households in the City of Saint Anthony Village. A sample of 400 residents would
provide results projectable to the entire city adult population within ± 5.0 percent in 95 out of
100 cases. The sample is also of sufficient size to permit the city to be divided into a maximum
of four categories for more detailed analysis, such as age, mobility, home ownership, location of
residence, presence of children, and other demographic characteristics.
To insure the integrity of the sample, the Morris Leatherman Company places the most exacting
sampling standards in the industry on our procedures. MLC uses a mix of random digit dial
landline and cell phone numbers. Before an alternate household is substituted for a designated
target, at least ten tries are made to contact the initial households during a five-day period. The
telephone calls take place during various times on weekday evenings and during the weekend.
Our interviewers are also instructed to seek convenient appointments with interviewees, cutting
our non-contact rate to less than five percent on average. An unbiased selection process is also
used to identify the adult member of the household to be interviewed. To validate the completed
sample, the latest United States Census updated population characteristics are utilized as a
standard of comparison.

The questionnaire would be administered by company trained and supervised personnel. The
computer analysis will be obtained from our in-house C-MENTOR and SPSS statistical analysis
systems, insuring both access to the most current analysis programs and confidentiality of the
data set.
The City of Saint Anthony Village will be presented with bound copies of the final report
highlighting all the major findings of the study. The Morris Leatherman Company will also
speak to any major differences from and similarities with the past studies of the community,
when applicable, in addition to other communities. A volume of all computer-generated cross
tabulations and other multivariate statistical techniques will also be included.
PROJECT SCHEDULE:
1. Planning with City Council Members, City Staff, and/or relevant individuals to establish the
topics to be covered in the survey. Based on these topic concepts, the Morris Leatherman
Company would word specific, neutral questions. This activity can be completed by a meeting,
telephone and/or e-mail, depending on client wishes, within two weeks of the initiation of the
contract.
2. Structuring of questions and final approval of the survey instrument. These activities are
usually completed within three weeks of the discussion of topics to be covered in the survey.
3. Final determination of the field dates for interviewing.
4. Pre-testing and, if needed, approval of resulting revisions. This activity is usually completed
by the second day of fieldwork.
5. Completion of all fieldwork within a two-to-three week period.
6. Computer analysis and preparation of written report. All analytical tests and commentary will
be available within six weeks after completion of the fieldwork.
7. Delivery of the final written report to the City of Saint Anthony Village, including
presentation graphics. Afterwards, telephone consultation, as the need arises, will be provided
about the study’s findings and implications.
PROJECT COSTS:
The cost of a survey is driven by two factors: sample size and questionnaire length. The cost to
conduct a 60 question survey would be $15,000.00. Each additional question would be $150.00.
The typical city survey is between 100 and 140 questions and typically costs between $19,000
and $24,000.

As company policy, the Morris Leatherman Company requires one-half of the cost prior to the
commencement of fieldwork; the remainder is due upon delivery of the final written report.
Unless otherwise arranged, the Morris Leatherman Company invoices clients for the initial
payment at the time of the initiation of the contract; the remainder is due at the time of the receipt
of the final written report.

A representative sample of residents (or other
approp riate stakeholders) will be invited to
complete the survey to ensure statistically
significant response and results. We will use
statistically appropriate methodolog ies to
garner comm unity-wide representativeness
with at least a 6% margin of error (4-6% is
typ ical and m eets best p ractices f or
performance measurement, about 250-450
responses) per local jurisdiction. The invitations
