CITY COUNCIL REGULAR MEETING MINUTES
OCTOBER 12, 2021
CALL TO ORDER.
Mayor Stille called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance.
ROLL CALL.
Present: Mayor Stille, Councilmembers Jenson, Randle, Walker and Webster.
Absent: None
Also Present: City Manager Charlie Yunker and City Engineer Justin Messner
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF OCTOBER 12, 2021 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Webster, seconded by Councilmember Walker, to approve the City
Council Meeting Agenda of October 12, 2021 as presented.
Motion carried 5-0.
II. PROCLAMATIONS AND RECOGNITION — NONE.
III. CONSENT AGENDA.
A. Approve September 28, 2021, Council meeting minutes.
B. Licenses and permits.
C. Claims.
D. Resolution 21-070 — Certifying Special Assessments for the Delinquent Public Utilit
Service Accounts to the 2022 Hennepin Co. Tax Rolls.
E. Resolution 21-071 — Certifying Special Assessments for Delinquent Public Utility
Service Accounts to the 2022 Ramsey Co. Tax Rolls.
F. Resolution 21-072 Certifying Special Assessment for Delinquent Waste Hauler Accounts
to the 2022 Hennepin Co. Tax Rolls.
G. Resolution 21-073 — Certifving Special Assessment for Delinquent Waste Hauler
Accounts to the 2022 Ramsey Co. Tax Rolls.
Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve the Consent
Agenda items.

V. REPORTS FROM COMMISSION AND STAFF — NONE.
VI. GENERAL BUSINESS OF COUNCIL.
Motion carried 5-0.
9 A. Resolution 21-074 — Recounizing the Second Monday of October as Indigenous Peoples

12 Mr. Yunker reviewed at its regular meeting on July 14, 2020 the City Council made changes to
13 the City holiday calendar to discontinue recognizing Good Friday and Columbus Day as City
14 holidays, and to recognize Juneteeth as a City holiday. The remaining holiday is provided to staff
15 as a floating paid holiday.

17 The City Council has wishes to begin recognizing Indigenous Peoples Day as an official City
18 holiday. Beginning in 2022, in place of the floating holiday, staff will be provided a paid holiday
19 on the second Monday in October and City Hall will be closed in recognition of Indigenous
20 Peoples Day. These dates have been discussed with the Unions and will be included in the Union
21 Contracts.

23 Motion by Councilmember Randle, seconded by Councilmember Webster, to approve
24 Resolution 21-074 — Recognizing the Second Monday of October as Indigenous Peoples Day.

28 B. Resolution 21-075 — Restricting Parking on Rankin Road for the 2022 Street and Utility
29 Improvements

31 City Engineer Justin Messner reviewed this resolution approves restricting parking along
32 portions of Rankin Road. Parking will be restricted on the west side from 33`d Avenue NE to 31 Sc
33 Avenue NE. Prior to this project parking has been prohibited on the west side of Rankin Road
34 from 33`d Avenue to just south of 32"d Avenue. To satisfy MnDOT State Aid requirements a
35 formal resolution prohibiting parking must be recorded.

37 Councilmember Randle asked if the residents will get plenty of advanced notice on this and Mr.
38 Messner stated there will be public meetings to review and residents will be informed.

40 Councilmember Jenson asked why there is no parking on the west side of the street and Mr.
41 Messner stated the parking was a nuisance from people parking on neighboring streets for the
42 school.

44 Mayor Stille asked if this doesn't work in 2-3 years from now, changes can be made and Mr.
45 Messner stated it could be changed although the City would need to adhere to MnDOT State Aid
46 requirements. A different street within the City could be identified as a State Aid Road.

2 Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve Resolution
3 21-075 — Restricting Parking on Rankin Road for the 2022 Street and Utility Improvements.

5 Motion carried 5-0.

7 C. Resolution 21-076 — Accepting Plans and Specifications and Ordering Advertisement for
8 Bids for the Water Tower No. 1 Rehabilitation.

10 City Engineer Justin Messner reviewed this resolution approves the plans and specifications and
11 authorizes the advertisement for bids for the Water Tower No. 1 Rehabilitation Project. Staff
12 anticipates opening bids on or near November 11, 2021. Bids will be reviewed for accuracy and
13 brought back to City Council to award the project.

15 Mr. Messner stated repainting of the water tower will be necessary and the plan is to ask the
16 residents which of four different renderings should be used for the water tower.

18 Councilmember Walker asked who will design the four renderings and Mr. Messner stated the
19 rendering group at WSB will prepare the renderings. There is no additional cost of repainting
20 with a new design.

22 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution
23 21-076 — Accepting Plans and Specifications and Ordering Advertisement for Bids for the Water
24 Tower No. 1 Rehabilitation.

28 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

30 City Manager Yunker had no report.

32 Councilmember Walker stated he attended the Citizen Police Academy last Saturday. It was
33 different from the previous one that was held during COVID.

35 Councilmember Jenson stated he attended the Candidates Forum sponsored by the League of
36 Women Voters on October 7, 2021. On October 8, he attended the Ramsey County Local
37 League Meeting.

39 Councilmember Randle stated last Friday was homecoming at the High School. He had not seen
40 the community so jubilant and the stadium was packed.

42 Councilmember Webster stated she attended the Candidates Forum on October 7, 2021.

44 Mayor Stille asked how Tech Dump was this year. City Manager Yunker stated everything went
45 well.

VIII. COMMUNITY FORUM — NONE.
No one appeared or called in for the community forum.
IX. INFORMATION AND ANNOUNCEMENTS.
The NineNorth Programming, Website and Social Media report was provided to City Council for
September 2021.
Coffee with the Council will be held October 16 with Councilmember Jenson and Mayor Stille
being present. It will be held outside the building if possible otherwise in the Council Chambers.
X. ADJOURNMENT.
Mayor Stille adjourned the meeting at 7:30 p.m.
