City of St. Anthony CITY COUNCIL WORK SESSION Minutes November 9, 2021 Present: Mayor & Council Randy Stille, Mayor, Thomas Randle, Councilmember, Wendy Webster, Councilmember and Jan Jenson, Councilmember, Bernard Walker, Councilmember Staff: Charlie Yunker, City Manager Absent: None Call to Order: Mayor Stille called the Work Session to order at 5:45 p.m. National Opioids Settlement Participation: Charlie Yunker briefly discussed the guidance received in order for St. Anthony to participate in the National Opioids Settlement. The City will most likely not receive any direct payment from the settlement, but participation will help bring more fund to Minnesota. The deadline to opt-in to participate is January 2, 2022. Council directed staff to submit the necessary information to participate. Core Competencies for Effective Elected Leaders: Councilmember review the Core Competencies for Effective Elected Leaders materials in packet, and discussed the benefit to the Council of identifying shared values and norms for working together more effectively. The Council also discussed how the exercise would be an enhancement to the onboarding process for new Councilmembers in the future. Council affirmed to work through the exercise at work sessions in 2022. Staff will propose a schedule and will work with Councilmember Webster to draft materials for those work sessions. Future Work Sessions: Council will hold the upcoming work sessions in November: November 15th, at 6:00pm in the Council Chambers for Commission interviews November 16th, at 7:00pm in the Council Chambers with the Planning Commission for preliminary concept review November 23rd, at 6:00pm in the Council Chambers for Commission interviews Adjournment: The meeting adjourned at 6:54 p.m. Respectfully submitted by Charlie Yunker, City Manager. City of St. Anthony CITY COUNCIL WORK SESSION Minutes November 16, 2021 Present: Mayor & Council Randy Stille, Mayor, Thomas Randle, Councilmember, Wendy Webster, Councilmember and Jan Jenson, Councilmember, Bernard Walker, Councilmember Planning Commission Marcey Westrick, Chair; Meridith Socha, Vice Chair; Corey Erickson, Commissioner, Thomas Kuykendall, Commissioner, Paul Morita, Commissioner, Brian Rude, Commissioner; Chelsey Hendrickson, Commissioner Staff: Charlie Yunker, City Manager, Nicole Miller, Assistant to the City Manager, Steve Grittman, City Planner Absent: None Guests: Mike Corneille, Belden River Properties, LLC, Kelly Wilson, Belden River Properties, LLC Call to Order: Mayor Stille called the Work Session to order at 7:00 p.m. Gas Station Development Site: Steve Grittman introduced the preliminary concept and provided background to the Council and Commission on the process that led to the meeting. Mayor Stille added history on how the City came to purchase the site and the City activities related to the site to date. Mr. Grittman suggested the group discuss the Council and Planning Commission’s ideas and preferences for the site in the future, and then discuss the preliminary concept with the developer. The Council and Commission had extensive discussion on what would be the appropriate type of development for the parcel. General consensus was a desire for medium density, while knowing it would be a challenge for developers to make a project financially feasible. The group also discussed resident desire for additional green space in the Silver Lake Village area. Mr. Corneille and Ms. Wilson discussed their concept, with would be a replication of The Rise currently under construction just south of the site. They discussed the efficiency of the modular model and the market need for workforce affordable housing throughout the metro. Feedback for the developer was to consider a medium density concept for the site versus high density. Future Work Sessions: Next Work Session will be held on December 14th, at 5:45pm in the Council Chambers. MEMORANDUM To:Saint Anthony Village City Council From:Nicole Miller, Assistant to the City Manager Date:December 14, 2021 City Council Work Session Request:Community Survey BACKGROUND At the September 28th council worksession, council considered proposals from Morris Leatherman and POLCO to conduct a community survey. Staff recommended POLCO seeing the additional functionality that is included. Real time results via an online dashboard with the ability to customize reports based on a variety of factors; ex: demographics, area. Access to online database to conduct additional surveys throughout the year, both designed by POLCO and the ability to create your own informal surveys; ex: name our snowplow, vote on water tower design. Ability to send follow up information to participants-ex: what the outcome was. NATIONAL COMMUNITY SURVEY The National Community Survey (NCS) evaluates the “livability” of St. Anthony. The phrase “livable community” is used to describe a place that is not simply habitable, but that is desirable. Great communities include partnerships between government, private sector, community organizations, and residents. The NCS captures residents’ opinions on the following ten facets of community: Economy Mobility Community Design Utilities Safety Natural Environment Parks and Recreation Health and Wellness Education, Arts and Culture Inclusivity and Engagement Based on the questions asked, both council and staff can use the results for strategic planning, operations planning and evaluation of comparisons to other cities to gauge how St. Anthony compares to other local or national communities in determining trends. USE OF COMMUNITY SURVEY POLICY At the September 28th council worksession, council expressed interest in having staff create a policy regarding the use of community surveys. Staff has created a draft policy for council’s feedback. DISCUSSION ITEMS FOR COUNCIL FEEDBACK Below are the specific items for discussion and feedback: Does the Council wish to move forward with the National Community Survey in 2022? The Council has previously discussed an idea of offering multiple options for an informal community poll to select the next paint scheme. Our engineers have provided the City with some design options for Council consideration. The Council can select from these concepts and/or modify the concepts, and then determine which designs to offer for the community to select their preferred design. The official newspaper is used for the publication of ordinances and other matters that are legally required to be published. The official newspaper should also be used for the publication of any other matters that the council deems to be in the public interest. The official newspaper must be a legal newspaper of general circulation in the city. A.G. Op. 471- G (Mar. 19, 1962). The attorney general has said that a statutory city may change its designation of an official newspaper at times other than the first meeting of the year. We are currently utilizing the Star Tribune as our official newspaper. Since we know that the newspaper is no longer the main stream way for people to receive information we have added a page to our website where we also post our notices in addition to our official newspaper. Finance and Commerce offers lower rates than the Star Tribune and is a qualified newspaper to serve as our official newsletter.
