CITY COUNCIL WORK SESSION
Minutes
November 3, 2022

Call to Order:
Mayor Stille called the Work Session to order at 6:07 p.m.
Community Survey Results:
Joe Dell'Olio presented the results and methodology of the survey, in which all questions but one (rate
of volunteerism to community groups) came back as similar or higher that comparative peers from
across the country.
Council discussed the results and asked questions on the response rate overall and how well rental
properties were represented in the results. POLCO explained the response rate was typical, and the
results are weighted so rental properties are represented accurately.
Staff also highlighted the key takeaways for the city to focus on the next two years, being housing
options and affordability, commercial are use and improvement, and opportunities to attend cultural
activities. Council will discuss at Goal Setting in January.
The results will be presented at the December 13, 2022 regular meeting to the community. Staff will
include some examples of how the results can be disaggregated by demographics to see how the
responses may differ among different demographic groups. An insert summary of the results will also go
in the January newsletter, and through the city social media channels.
Future Work Sessions:
Next Work Sessions will be held on November 29th, 2022, at 6:00pm in the Council Chambers.

KEY COMPONENTS OF CURRENT POLICY
Minnesota State Auditor’s office recommends that Cities maintain
their unassigned General Fund balance at 35‐50%. Current policy
reflects State Auditor’s recommend range.
If the audited General Fund Balance exceeds policy defined upper
range of 50%, policy options include:
Reset Fund Balance after Audit, begins the new year with a fund balance
in the range of 42.5% ‐50% based on the Council’s discretion
Transfer excess fund balance, if any, to capital / special revenue funds
based on City Council guidance
Retain a Fund Balance in excess of 50%

We open the applications to all residents. All applicants are being interviewed tonight. The chosen applicants will be
appointed by the City Council. You will receive a phone call either way.
Questions for the Planning Commission:
1. The Planning Commission requires a commitment monthly, on the third Tuesday of the month, along with
potential of various workshops and attendance at some Council meetings. Do you foresee any problems
attending these meetings on a regular basis?
2. Please explain your interest in serving on the Commission.
3. What do you see is the fundamental role of the Commission?
4. What is the one thing that would make St. Anthony Village a better place to live?
5. Have you served on other boards or commissions? Please describe those experiences.

1. The Parks & Environmental Commission requires a commitment quarterly, typically the first Monday of the
month, along with potential of various workshops and attendance at some Council meetings. Do you foresee any

My family and I moved to St. Anthony in the fall of 2020. We have young kids who will be entering the Saint Anthony school
system next year and we intend on remaining in the village at least until they graduate, if not longer. I am committed to this
community and I want to invest my time and expertise back into this community. Joining a commission best suits my interest
and skills as an experienced government relations worker.

I am currently the Deputy Board Chair at Reach for Resources, Inc. In addition to this, I report to several boards in the course

Why do you want to serve on a St. Anthony Village Commission?*
I work in real estate and want to use my 1st hand experience to help my community. I use "real estate" intentionally as I work
in a number of specialties including Realtor, property management, and have flipped homes. Before moving to MN in 2012, I
worked for the City of Golden, CO in their Urban Renewal Authority after I graduated from the University of Colorado with my
Master's in Urban Planning. I focused on tax increment financing but am very familiar with zoning, long rang planning,
stakeholder involvement and other aspects of the public planning process. In short I want to use my skills and experience to
make Saint Anthony an even better community.

I'm a member of the Environmental Board of Minneapolis Area Association of Realtors. There we're working with community
partners to encourage Realtors to promote sustainability. Additionally we're partnering with local builders & remodelers to help
create housing that is a viable product for the next 100 years. This means deep energy retrofits of existing building and well
insulated buildings that consume less energy. During my tenure with Golden, CO I attended monthly board meetings for our
Urban Renewal Authority. While not a member of the board, I became very familiar with the public meeting process including
Robert's Rules of Order. Also at that time, I served on the community advisory board for the 2011 US Pro Cycling Challenge.
In short think of it as a US version of the Tour de France resulting in a $1.3M impact on our community over a 3 day weekend.
