7 Mayor Stille called the meeting to order at 8:00 p.m.

4 A. Ordinance 2022-08 An Ordinance Amending Multiple Sections of Chanter 33 Sewer,
5 Water, License and Permit Fees, Storm Water Facilities.

Mayor Stille noted the Council has reviewed this at a work session on October 25, 2022 and
tonight's presentation is for the public hearing.
Finance Director Shelly Rueckert provided a power point presentation. The Utility Rates for
2023 parameters are to align revenue sources with corresponding costs, provide transparency as
to the basis of rates and rate adjustments, maintain a structural balanced operation and ensure
that rates appropriately support the ability to provide safe drinking water, properly discharge
sanitary sewer flows and provide appropriate control and treatment of stone water runoff.
Water Fund expenditures are comprised of two primary operating functions — Production
($917,483) and Distribution ($753,974). The current recommendation to adjustment to
distribution fee includes continuing the phase -in of a quarterly fee to support distribution system
costs and Quarterly Water Distribution fee increase by $3.00.
The current recommendation to adjustment in usage rates includes: The water usage tier rates
increase will range from .08 - .13 cents per 1,000 gallons in 2023. Water consumption for 2023
is projected to be 5% lower than 2022 consumption. A chart showing the adjustment impact was
provided for the City Council.
The Sanitary Sewer Fund expenditures are comprised of two primary operating functions
Treatment ($830,941) and Collection ($558,057). The current recommendation to adjustment to
Collection Fee includes Continuing the phase -in of the quarterly fee to support collection system
costs and Quarterly Sewer Collection fee will increase by $2.05. The current recommendation to
adjustment in Usage Rate includes Continue to manage the growth in usage rates to recognize
the revenues provided by the phase -in of the Sewer collection fee, MCES treatment rate up
6.89% ($49K) and the Sewer usage rate will increase to $4.73 per 1,000 gallons — 2%. A chart
showing the adjustment impact was provided for the City Council.
The multi -year approach to Stormwater rates which increased the quarterly single family
residential charge to increase by $.35 has been complete. The rates for classifications 1-3 will not
increase in 2023. The rates for classifications 4-6 will be adjusted in 2023. A chart showing the
rates was provided for the City Council.
Charts showing the Rate Survey and Impacts by Tier Levels were provided.
Councilmember Walker asked about R4 stormwater rates and why they would be classified as 5
rather than 4. Ms. Rueckert stated it is apartments and they are billed on a per acre basis rather

than a per unit basis. He asked what the consumption rate is based on and Ms. Rueckert stated it
was a drier summer. A 5% drop is assumed.
4 Councilmember Webster stated several years ago the City Council began the Tiered approach to
5 conserve water. She encouraged Council to discuss other ways they can encourage minimization
6 of water use throughout the community.
8 Mayor Stille stated what is being done is equitable and fair to all. It is environmentally
9 sustainable. The tiered approach was a mandate by the DNR but not enforceable. The
10 comparison to other cities is important to show that St. Anthony is competitive.

14 Motion by Councilmember Webster, seconded by Councilmember Jenson, to adopt First
15 Reading of Ordinance No 2022-08 An Ordinance Amending Multiple Sections of Chapter 33
16 Sewer, Water, License ad Permit Fees, Storm Water Facilities was approved.

26 City Manager Yunker had no report.

28 Councilmember Webster stated she attended the Oct 29 Kiwanis event. On Thursday, November
29 3 she and Mayor Stille were invited to speak to a girl scout troop. The girl scouts came up with a
30 list of pros and cons for a dog park and came up with suggestions Council had not thought of.

32 Councilmember Randle had no report.

34 Councilmember Jenson stated he attended the Oct 29 Kiwanis event. He also attended the
35 Council work session.

37 Councilmember Walker attended the Council work session.

39 Mayor Stille stated today he attended the Mississippi Watershed Organization Board Meeting.
40 Council was all in attendance to the November 3, 2022 work session where the City-wide survey
41 was discussed. He attended the November 3 girl scout meeting. He attended the Kiwanis event
42 also.

IX. INFORMATION AND ANNOUNCEMENTS.
Councilmember Webster commented St. Anthony typically has one of the largest voter turnouts
and it was good to see so many people voting. St. Anthony also has some of the best fans and
the Girls Soccer Team won the State Championship for Class A and the Boys Soccer Team took
2"d place for Class A State Championship. It felt like the entire Village was at US Bank Stadium
for the games.

Mayor Stille adjourned the meeting at 8:25 p.m.
