6 Mayor Stille called the meeting to order at 7:00 p.m.

35 Mayor Stille noted St. Anthony is a Tree City as designated by the Arbor Day Foundation.

37 The Councilmembers and Mayor read the proclamation designating Friday, April 28, 2023 as St.
38 Anthony Arbor Day and the month of May 2023 is Arbor Month in St. Anthony Village.

D. Resolution 23-024 — Approving Donations and Grants for Quarter 1, 2023.
Motion by Councilmember Jenson, seconded by Councilmember Webster, to approve the
Consent Agenda items.
Motion carried 5-0.
PUBLIC HEARING - NONE.
REPORTS FROM COMMISSION AND STAFF - NONE.
A. Fire Department Annual Report
Fire Chief Mark Sitarz presented the St. Anthony Fire Department 2022 Annual Report. There
are 29 total Staff including 7 full-time Career and 22 Paid On -Call 5 of the paid on -call are
current rookies. Nine of the fire fighters are women. There are two part-time employees that
handle Housing and Rental Compliance. In 2022 there were 1668 calls for service which is an
85.12% increase over 2001 calls (901). The call breakdown for 2022 were 29 Fires, 38
Hazardous Conditions, 261 Service Calls, 109 Good Intent, 81 False Alarms, 1 Weather Related
and 1,149 Medical Calls. The dollar loss from fire was $11,928.
Chief Sitarz reviewed the Hazmat Team. There were 4 calls in 2022 including: Mercury Spill,
Chemical Suicide: 1 DOA, 1 Rescue, 2 Treated, Chemical Reaction at a Business and Water
Treatment Plant Chlorine Release.
St. Anthony Fire Department had 1,805 hours of training documented which averages 62.24
hours per firefighter. Training consisted of: EMT, Live Fire, Hose line advancement, Vehicle
Extrication, and Strategies and Tactics.
Fire crews' community outreach was continued at: Local Schools, High School, Local
Organizations, Senior Living Community, Aquatennial EMS Standby, Night to Unite and
Summer Survival School. The Open House is the largest event of the year. Captain Maddie Jaros
leads the planning of this event.
Chief Sitarz reviewed the Housing and Rental Code and stated there were 862 contacts with
residents and businesses and 195 total rental inspections.
The department is looking for more on -call fire fighters.
Councilmember Randle stated he appreciates the Fire Department and the work they do. He
asked what chemical suicide is. Chief Sitarz stated it is a decision to end life by mixing
chemicals together. The Hazmat team needs to deal with it.

Councilmember Webster thanked Chief Sitarz for the overview. She is grateful for the 2 minute
response time. Chief Sitarz stated they are at 2 minutes 54 seconds for Code 3 calls.
Councilmember Jenson asked Chief Sitarz to pass onto the staff how privileged St. Anthony is to
have such a great department. The level of training that is provided is outstanding. On the
number of calls, is there ever more than one call at the same time and Chief Sitarz stated just
today there were two calls at the same time. At this point the same high level of service can be
provided.
10 Councilmember Walker stated he appreciates the hands-on experience the City Council obtained
11 to see what fire fighters need to do. It was a once in a lifetime experience. He asked about the
12 file of life which is a program. If a person has advanced directives they have the availability to
13 make those wishes known to the fire department. This also includes medical history, medications
14 used. The file of life form is available at the fire department. He asked about the dollar loss
15 increase in 2019 and why it was so high. Chief Sitarz stated it was an arson fire in an apartment
16 building.

18 Mayor Stille stated the training event held in Maplewood proved to him he could not be a fire
19 fighter. The dedication of the department is admired.

23 B. 2023 Ouarterly Goals Update.

25 City Manager Charlie Yunker reviewed the 2023 Goals Chart. The Mission is to "Promote a
26 high quality of life to those we serve through outstanding city services". The Vision is "Saint
27 Anthony is a small and inclusive Village where all people can live, work, learn, play and thrive".

29 The Core Values S.E.R.V.I.C.E. — The St. Anthony Way. Mr. Yunker reviewed the Core Values:

Mr. Yunker reviewed the Action Steps for the Strategic Initiatives for the 1" quarter of 2023.
Mayor Stille thanked Mr. Yunker for the update and noted there are challenges that need to be
addressed.
VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
8 City Manager Yunker stated the Steering Wheel Lock Event will be held April 15 for 2021
9 Hyundai or Kia owners. Register at City Hall. On April 19 the Code Officials are presenting a
10 City Code Forum at 6-8pm in Council Chambers.

12 Councilmember Walker had no report.

14 Councilmember Jenson reminded the Metro Cities Annual Meeting is April 19 at 5pm at the
15 Roseville Skating Center. Councilmembers are invited.

17 Councilmember Randle had no report.

19 Councilmember Webster reported the Waste Hauler Transition has gone very well. She
20 appreciated the creativity the residents reached out to one another. It is all working out. She
21 stated the next two Thursdays a Youth Mental Health First Aid Training to be held in St.
22 Anthony.

24 Mayor Stille stated a joint meeting was held with the Parks and Environmental Commission to
25 discuss the Climate Action Plan. All Council attended. On April 10 he attended the Regional
26 Council of Mayors Meeting and the topic was Public Safety.

28 VIII. COMMUNITY FORUM.

30 Ms. Mary Lynn Waterhouse stated she lives on Mirror Lake on Foss Road and they have been
31 noticing semitrucks parked on Foss Road. The signs do not deter them being parked there for
32 several days. The traffic has become more difficult going around the semis. Her neighbor has
33 been calling the police and rickets have been issued but thrown on the ground. The trucks are not
34 from around St. Anthony. She noted Foss and Chandler were not designed to be parking areas for
35 semitrucks and it is dangerous for people trying to walk across the street. This all started about a
36 year ago and is now very prevalent. She asked if slow signs could be put up since a school bus
37 stops twice a day.

39 Mayor Stille stated Mr. Yunker will investigate and report back to Council.

41 IX. INFORMATION AND ANNOUNCEMENTS.

43 Councilmember Walker announced April 22 from loam — 12noon the St. Anthony Village
44 Historical Society will be holding their Annual Meeting at City Hall.
