CITY COUNCIL REGULAR MEETING MINUTES
SEPTEMBER 26, 2023
CALL TO ORDER.
Mayor Stille called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE.
Mayor Stille invited the Council and audience to join in the Pledge of Allegiance.
ROLL CALL.
Present: Mayor Stille, Councilmembers Jenson, Randle, Walker, and Webster.
Absent: None.
Also Present: City Manager Charlie Yunker, Police Sergeant Jim South, Beth Denzer, Captain Jeff
Spiess, Police Chief Jon Mangseth, Fire Captain Mattie Jaros, St. Anthony/New
Brighton Schools Superintendent Renee Corneille and Thomas Brever.
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING
ITEMS.
I. APPROVAL OF SEPTEMBER 26, 2023 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Randle, seconded by Councilmember and Webster, to approve the
City Council Meeting Agenda of September 26, 2023 as presented.
Motion carried 5-0.
II. PROCLAMATIONS AND RECOGNITION.
A. Citizen Life Saving Award.
Police Sergeant Jim South stated on August 28, 2023 at 6 :15 p.m. Emily Thorton was on a walk
with her son Henrick in the area of Salo Park. Henrick saw a little boy and asked his mother if
the little boy was alone. Another resident asked Emily if she had seen the little boy cross the
street alone. Emily watched the little boy jump into the water of Salo Park pond. Emily jumped
into the water to save the little boy. Sergeant Jim South thanked Emily and Henrick and
presented them with a certificate.
B. SPIRIT of St. Anthony Award Presentation.
Last year's SPIRIT award recipient Ms. Beth Denzer read some excerpts from the nominations
for this year's award recipient Captain Jeff Spiess of the Police Department. Captain Spiess
made a few comments stating he is honored to receive this award.

Mayor Stille stated this is an example of the caliber of staff St. Anthony has and thanked him for
his service.
C. Swearing in of 3 St. Anthony Police Officers : Quinton Barth Keeton Roden & Elizabeth
Villanueva.
8 Police Chief Mangseth introduced the three new St. Anthony Police Officers and provided
9 background information on each candidate. Photogaphs were taken with the Mayor and family
10 members.

12 D. Fire Prevention Presentation.

14 Fire Chief Sitarz introduced Fire Captain Mattie Jaros.

16 Fire Captain Mattie Jaros provided a power point presentation. The theme for this year is
17 Cooking safety starts with YOU ! Pay attention to fire prevention. Captain Jaros reviewed
18 Cooking Fire Statistics and Safety Tips as well as Fire Safety with Kids. The Fire Department
19 Open House will be held Saturday October 7, 2023 from 1 :00 — 4 :00 p.m. and will include
20 meeting firefighters, touring the fire trucks, learning about the Fire Department, outside agencies
21 will be on hand for additional education, and lunch provided for this free event.

23 Councilmember Webster stated she appreciates the focus on prevention.

25 Councilmember Walker asked if the cooking fires are number 1, what are number 2 and 3? Fire
26 Captain Jaros stated smoking. He asked more about putting water on a grease fire.

28 Councilmember Jenson stated he liked the presentation. He asked why some restaurants have
29 large water spigots to put out grease fires.

School Superintendent Renee Corneille stated the St. Anthony New Brighton School District
(SANS) will ask residents to consider two referendum questions in the November 7, 2023
election. These two questions are focused on SANB's commitment to continue providing
rigorous and relevant instruction for all students.
St. Anthony New Brighton is proud of our small, caring school environment for both students
and staff. We are also thankful to our community that has historically supported our schools. In
2014 the community approved both an operating and capital projects levy. These voter -approved
levies have allowed our district to navigate consistent under funding from the state.
Ms. Corneille stated each levy question provides different but equally important resources for
our school district. Below is an explanation of how each question impacts our voters along with
how the funds support our district's mission and vision.
Question 1: Operating Levy — This question is seeking additional authority from voters to
increase funding by $890 per student. If approved, the operating levy will provide $1.7M per
year (starting 2025) for 10 years. An operating levy will allow our district to support our staff.
With these funds our district can maintain our small class sizes, as well as allow us to implement
effective social and emotional curriculum and increase academic programs/pathways for
students. Schools are human enterprises. The levy revenue will allow SANS to properly
compensate our staff to ensure retention of our teachers. It will also allow us to recruit and hire
new staff dedicated to SANB's mission to ensure academic success for all students. St. Anthony
— New Brighton Schools is proud to be a good steward of taxpayer dollars and is committed to
using funds to directly benefit our students and community. If Question 1 is approved, an
average St. Anthony home valued at $330,000 would see a property tax increase of $32 per
month.
Question 2: Renew Capital Projects Levy — The Capital Projects levy provides specific funding
for the tools used in the classroom to support student learning such as books, classroom
materials, computers, and software which is essential for students to develop 21' century skills.
Since the Capital Project Levy is a renewal — there will be no increase in taxes for this levy. The
Capital Projects levy comes from the district's Tax Net Capacity. Question 2 is seeking a
renewal at the current rate of 6.198%.
Input from families, students, staff and community members there are four key areas of
improvement for the school district.
• Elevate academic support and programs advancing future -focused learning.
• Increase support for our teachers through professional development and coaching.

• Improve social -emotional learning and wellbeing for our students and staff.
• Develop a robust recruit and retain program for high -qualified educators.
4 Each of these levies will help support the commitment to these community inspired areas of
5 improvement. If either of these levies do not pass, the district will be in a deficit and could lead
6 to increasing class sizes, cutting academic and social -emotional learning support, and eliminating
7 teacher/staff positions and programs for students.

9 Mayor Stille asked if a commercial analysis is done on the amount rent would increase. Ms.
10 Corneille stated she will share when information is available.

Motion by Councilmember Jenson, seconded by Councilmember Walker, for approval of
Resolution 23-050 — Supporting the St. Anthony — New Brighton School District 282
Referendum for Additional Operating Levy Authority and Renewal of the Curriculum and
Technology Capital Project Levy.
Motion carried 4-0-1 (Abstain — Webster).
B. Resolution 23-051 — Approving a Special Event Permit at City Hall on October 15, 2033.
Thomas Brever reviewed the Council is requested to consider a resolution to approve a special
event permit request from St. Anthony Kiwanis to hold a fundraiser on October 15, 2023 from
5:30 p.m. — 9:00 p.m. Staff has created a special event permit to facilitate gathering event
information, department head reviews of event and staff recommendations to the City Council.
The special event permit is used if the event fits one or more of the following criteria:
• Expected attendance of more than 100 people and open to the general public.
• Event is requesting the use of city property and/or street closures.
• There will be amplified live or pre-recorded music.
• There will be the sale of alcoholic beverages.
The applicant is seeking permission to host an event at City Hall which will include being held
on City property and the sale of alcoholic beverages. Staff has reviewed the application and
recommends approval.
Motion by Councilmember Webster, seconded by Councilmember Randle, for approval of
Resolution 23-051 — Approving a Special Event Permit at City Hall on October 15, 2033.
Motion carried 5-0.
VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Yunker had no report.
Councilmember Webster stated she attended the North Suburban Communications Commissions
and North Suburban Access Commission Meetings on September 18, 2023.

Councilmember Randle had no report.
Councilmember Jenson stated on September 21 he attended the Northeast Youth and Family
Services Meeting.
Councilmember Walker had no report.
Mayor Stille stated on September 21 he attended the unveiling of the Art Ark. On September 22
he met with the Minneapolis Park Board.
