RESOLUTION 23-077
A RESOLUTION AUTHORIZING THE APPLICATION FOR
THE METROPOLITAN COUNCIL ENVIRONMENTAL SERVICES
2023 PRIVATE PROPERTY 1/1 GRANT PROGRAM
WHEREAS, the Metropolitan Council Environmental Services (MCES) has identified the City of St.
Anthony Village as one of the many metro cities having excessive quantities of
stormwater and groundwater, commonly referred to as Inflow and Infiltration (I&I),
entering the public sanitary sewer system; and
WHEREAS, to facilitate the reduction of I&I, MCES is offering a provision for future distribution of
available funding until the total is $1,500,000 for the State of Minnesota has been
expended on I&I reduction measures; and
WHEREAS, the St. Anthony Village Engineering and Public Works Departments have identified
private sanitary sewer system components requiring rehabilitation to minimize or
eliminate excessive I&I.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of St. Anthony Village that:
1) The City Council hereby authorizes the City Manager and the City Clerk to apply for the MCES
2023 Private Property Grant Program behalf of the City of St. Anthony Village.
2) The City Council hereby authorizes the City Manager, the City Clerk, or their designee, be
responsible for accepting and administering the individual private property applications and to
serve as the contact person regarding matters related to the MCES 2023 Private Property Grant
Program, except for those actions that must be approved by the City Council.
3) The City Council agrees to remit available grant funding towards the continued minimalization or
elimination of excessive I&I within the public sanitary sewer system.
4) The City of St. Atthony Village will secure and retain receipts for all eligible repairs and that
MCES will have reasonable access to audit these records upon request.
