CITY COUNCIL WORK SESSION
Minutes
February 5, 2024
Present:
Mayor & Council:
Mayor Wendy Webster, Councilmembers Lona Doolan, Jan Jenson, Thomas Randle, and Andrea
Stephens.
Absent:
None

Call to Order:
Mayor Webster called the Work Session to order at 5:30 p.m.
1.Parks & Environmental Commission Interviews
Mayor Webster explained the role of the Parks and Environmental Commission. The applications
submitted by all candidates were provided for Council review.
Five candidates for the two Parks and Environmental Commission will be interviewed this evening by the
following schedule:
5:30 p.m.April Chu
5:45 p.m.Daniel Bakke
6:00 p.m.Jessica Swiontek
6:15 p.m.Jill Carey – Interview was not conducted.
6:30 p.m.Dan Kunitz
All candidates were asked the following questions:
1.Tell us about yourself and your interest in serving on the Parks and Environmental Commission.
2.St. Anthony has aging parks and a new Climate Action Plan which we will have to prioritize.
Describe a time when you have had to prioritize long term projects versus short term initiatives.
3.What is your opinion on the importance of public engagement on the decision making process
and how would you go about soliciting input from the community?
4.The Commission is sometimes asked to consider topics that may not be supported by all
residents. Describe a time when you had to balance conflicting opinions when making a
decision.
5.We recently adopted a Climate Action Plan that includes actions for both the City and the
Community to take up. What strategies would you use to engage the Community in
sustainability efforts?
6.How do you stay informed about the latest sustainability research and technology?

April Chu Interview – Mayor Webster noted Councilmember Doolan was most recently on the Parks &
Environmental Commission. April Chu asked what the Council is looking for this position. She asked what
the top two items are from action plan that the Council is wanting implemented.
Daniel Bakke Interview – He asked what the biggest objectives have been in the Sustainability Plan and
other things done to date. He asked how the Climate Action Plan was developed and what was the
process?
Jessica Swiontek Interview – She asked what type of skill set for candidates are being sought?
Dan Kunitz Interview – He asked how Council sees the actions that come up to Council from the
Commission will be prioritized.
Mayor Webster told all candidates the process that will be used for selection of the two Commissioners.
The City Manager will contact all candidates on February 6, 2024.
Mayor Webster announced Council has rank ordered the candidates and City Manager Yunker has
tallied the rankings. The consensus of the Council was in favor of Daniel Bakke and Jessica Swiontek. All
four candidates will be contacted on February 6, 2024.
