7 Chair Stille called the meeting to order at 7:47 p.m. taking a recess from the Regular Council Meeting.

18 Motion by Commissioner Randle, seconded by Commissioner Walker, to approve the December
19 12, 2023 Housing and Redevelopment Authority Agenda as presented.

A.37 HRA Resolution 23-02 – Approving Third Amendment to Contract for Redevelopment
38 with Doran SLV, LLC.

40 Executive Director Yunker reviewed this is a resolution approving a Third Amendment to
41 Contract for Redevelopment with Doran SLV, LLC for the former Walmart site redevelopment,
42 referred to as The Ruby.

44 The initial Contract for Private Redevelopment contemplated the construction of each phase of
45 our Ruby project to be done in two phases. A Second Amendment was requested and
46 subsequently approved, which changed the improvement construction commencement and
47 completion dates given uncertainties with the recent pandemic.

49 The Housing and Redevelopment Authority is requested to discuss and approve two things:

1.2 Confirm the City agrees that Doran has met the terms of completion for the first phase, per
3 the Completion of Phase 1 Minimum Improvements based on the issuance of a Certificate of
4 Occupancy in December 2022, and
2.5 Request an extension of timing requirements on Phase 2. In Section 2(a), Doran SLV, LLC
6 proposes Phase II Commencement deadline of January 1, 2025 and completion date of
7 January 1, 2027.

9 Motion by Commissioner Jenson, seconded by Commissioner Walker, to approve HRA
10 Resolution 23-02 – Approving Third Amendment to Contract for Redevelopment with Doran
11 SLV, LLC.

A RESOLUTION DESIGNATING WENDY WEBSTER AS CHAIR FOR THE
SAINT ANTHONY VILLAGE HOUSING AND REDEVELOPMENT
AUTHORITY FOR 2024
BE IT RESOLVED, that Wendy Webster is designated as Chair of the City of Saint
Anthony Village Housing and Redevelopment Authority for 2024
