ANTHONY CITY COUNCIL REGULAR MEETING MINUTES MAY 28, 2024 7 Mayor Webster called the meeting to order at 7:00 p.m. 8 9 PLEDGE OF ALLEGIANCE. 10 11 Mayor Webster invited the Council and audience to join her in the Pledge of Allegiance. 12 13 ROLL CALL. 14 15 Present: 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 Absent: Also Present: Mayor Webster, Doolan, Jenson, Randle and Stephens. None. City Manager Charlie Yunker, Hennepin EMS Chief Marty Scheerer, Hennepin EMS Medical Director Dr. Nick Simpson, Fire Captain Mattie Jaros, Fire Chief Izzy Diaz, and Police Chief Jeff Spiess. CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING ITEMS. II. APPROVAL OF MAY 28, 2024 CITY COUNCIL MEETING AGENDA. Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve the City Council Meeting Agenda of May 28, 2024. Motion carried 5-0. 32 II. PROCLAMATIONS AND RECOGNITIONS. 33 34 A. Hennepin EMS Presentation. 35 36 Hennepin EMS Chief Marty Scheerer along with Medical Director Dr. Nick Simpson appeared 37 before Council to give a presentation. They provide service to 14 communities including St. 38 Anthony. There are 6 medical directors who are Board Certified. Hennepin EMS is a teaching 39 institution. In 2024 during the first quarter there were 379 calls to St. Anthony. The response 40 times average was 8.87 minutes. There were 19 Code 2 calls on scene and 237 Code 3 calls on 41 scene. Hennepin EMS serves with Emergency Medical Services, Community Paramedics, 42 Dispatch, Special Operations, and Emergency Medical Training along with Specialized Teams. 43 They have pipeline programs to solve staffing challenges which was reviewed in detail. Cutting 44 edge technology includes 45 new ultrasound devices, 52 Zoll X Series cardiac monitors with CO 45 detection, Jeenie interpreter app, double sequential defibrillation, and surgical airways. 46 Strengthening Services include Minnesota Task Force 1, Basic Life Support Transport Program, 47 Community Paramedics and Suboxone Program. St. Anthony had a pilot program for paramedic 48 assist unit which has been excellent. Dr. Simpson reviewed the C.A.R.E.S. Cardiac Arrest Data. ►.. City Council Regular Meeting Minutes May 28, 2024 Page 2 The Mayor and Council thanked Mr. Scheerer and Dr. Simpson for their presentation. B. Promotion of Captain Mattie Jaros to Assistant Fire Chief 5 Fire Chief Izzy Diaz and City Manager Yunker reviewed some background information on the 6 process. Fire Chief Diaz stated it was not an easy process but the decision made is the right 7 decision. 14 applicants were interviewed and Mattie was deemed the best one for the position. 8 9 Assistant Chief Jaros recited the Oath of Office. Photographs were taken. 10 11 Mayor Webster and Councilmembers congratulated Mattie Jaros on her promotion and thanked 12 all who attended. 13 14 III. CONSENT AGENDA. 15 16 A. Approve May 14, 2024 Council meeting minutes 17 B. Licenses and permits. 18 C. Claims. 19 20 Motion by Councilmember Doolan, seconded by Councilmember Stephens, to approve the 21 Consent Agenda items. 22 23 Motion carried 5-0. 24 25 IV. PUBLIC HEARING - NONE. 26 27 V. REPORTS FROM COMMISSION AND STAFF - NONE. 28 29 VI. GENERAL BUSINESS OF COUNCIL. 30 31 A. Resolution 24-037 — Approving Construction of the Assistant Fire Chief Office Space 32 33 Fire Chief Izzy Diaz reviewed the Fire Department staff presented the new Deputy Chief 34 position that identified future needs of the department which included the buildout of an 35 additional office space. In order to accommodate the additional office space, we relocated the 36 workout equipment to a room that stored fire fighting gear, and that gear was relocated into 37 different areas within the bay. 38 39 Bids were received from three different contractors that will complete the work needed for this 40 space. The St. Anthony Fire Department recently added this essential position to the full-time 41 staff and the station did not have the workspace needed for this critical position. This office 42 allows the Deputy Chief to have a private space to work in all department operations and 43 personnel related matters. 44 45 The bids received were: 46 Total Construction Solutions $31,695.00 City Council Regular Meeting Minutes May 28, 2024 Page 3 Rehabbers Choice LLC $26,500.00 RAK Construction Inc. $26,784.00 4 It was determined that RAK Construction provides the best value and staff is recommending the 5 approval to proceed with this project using their services. 6 7 Motion by Councilmember Doolan, seconded by Councilmember Stephens, to approve 8 Resolution 24-037 A Resolution Approving Construction of the Assistant Fire Chief Office 9 Space using RAK Construction Inc. 10 11 Motion carried 5-0. 12 13 B. Resolution 24-038 — Approving the Joint Powers Agreement with Ramsey County 14 Violent Crimes Enforcement Team (VCET) 15 16 Police Chief Jeff Spiess reviewed at the September 13, 2022 City Council Work Session, Police 17 Department staff presented a staffing analysis that identified future needs of the department, 18 which included additional investigative capacity achieved through joining the Ramsey County 19 Violent Crimes Enforcement Team (VCET). 20 21 The purpose of the VCET is investigating and prosecuting gang and violent crimes, especially 22 felonies that have the likelihood of being related to the distribution of narcotics. On May 2, 2024, 23 the Ramsey County VCET advisory board voted to amend the JPA to add the City of St. 24 Anthony Village, through the St. Anthony Police Department, as a member of VCET. The City's 25 2024 budget planned for participation beginning on July 1, 2024 with funds available for filling 26 the open position when the appointed officer joins the VCET team. 27 28 Approval of this resolution allows for the JPA to draft an updated agreement that includes the St. 29 Anthony Police Department and authorizes staff to execute needed documents to formalize 30 participation. City Attorneys from the participating cities, Ramsey County, and the League of 31 MN Cities have reviewed and approved the agreement. 32 33 Councilmember Jenson stated there are currently other JPA's in effect and this is a separate JPA 34 with VCET team. Police Chief Spiess stated one Police Department member will be assigned to 35 the team. 36 37 Councilmember Donlan stated this decision was made previously and this is just formalizing the 38 agreement. This will assist all of St. Anthony and Lauderdale and any future service contracts. 39 40 Mayor Webster stated crimes are becoming more complex and with this JPA the City has the 41 benefit of the experience from the entire VCET team. 42 43 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution 44 24-038 a Resolution Approving the Joint Powers Agreement with Ramsey County Violent 45 Crimes Enforcement Team (VCET). 46 City Council Regular Meeting Minutes May 28, 2024 Page 4 1 2 3 VII. City Manager Yunker reported this is Nicole Miller's last week working in St. Anthony. Her work over the past 9 years has been greatly appreciated. Councilmember Randle had no report. Councilmember Doolan stated on May 15 she worked with Village Gardeners to prepare the sign garden. On May 21 she met with three 51h grade student groups who are interested in making community gardens in St. Anthony. On May 22, she attended the LOMC workshop in Hastings. Councilmember Jenson stated on May 23 he attended the Northeast Youth and Family Services Board of Directors Meeting. Councilmember Stephens also attended the May 22 LOMC workshop. Mayor Webster stated on May 15 she met with a group of Girl Scouts. Last Wednesday she met with 51h grade students about composting. On May 23, she attended the Ground Rounds Missing Links Open House. On May 24, she had a phone call with Megan from RedPath regarding the financial audit. Tomorrow she has another meeting with 51h grade students regarding community gardens. VIII. COMMUNITY FORUM — NONE. No one appeared to address the City Council. IX. INFORMATION AND ANNOUNCEMENTS - NONE. X. ADJOURNMENT.
