7 Chair Webster called the meeting to order at 7:55 p.m.

18 Motion by Commissioner Doolan, seconded by Commissioner Jenson, to approve the June 25,
19 2024 Housing and Redevelopment Authority Agenda as presented.

A.25 H.R.A. Meeting Minutes of February 26, 2024.

27 Motion by Commissioner Doolan, seconded by Commissioner Jenson, to approve the Consent
28 Agenda as presented.

A.36 HRA Resolution 24-02 – Approving Amendments to Ancillary Documents Related to
37 Doran’s Contract for Private Development.

39 Executive Director Charlie Yunker reviewed this resolution is to approve Ancillary documents
40 related to Doran’s Contract for Private Development.

42 Doran representatives reached out to staff to request approval of these documents in order to
43 secure their financing for Phase II of The Ruby at 3750 Silver Lake Rd NE in St. Anthony. This
44 is a timely request for Doran, as they need these documents executed so they can secure their
45 financing that is scheduled a few days subsequent to this meeting.

47 The City worked to respond and provide the needed City & HRA approvals by their needed
48 deadline, and the requested documents were reviewed by Stacie Kvilvang of Ehlers and her

1 team, our City Planner Steve Grittman and the City Attorney Jay Lindgren and his team. All
2 reviewed their respective documents as appropriate and recommend approval.

4 The City Attorney also provided a summary memo to help explain the purpose of the documents
5 as these do not come before the City Council or HRA very often, and initial approval of The
6 Ruby redevelopment project took place under a previous Council.

8 Provided for the HRA Authority’s review were the City Attorney’s Summary Memo, Amended
9 Subordination of Development Agreement, Memorandum of Unrecorded Agreements and HRA
10 Resolution 24-02 for consideration.

12 Motion by Commissioner Jenson, seconded by Commissioner Stephens, to approve Resolution
13 24-02 - Approving Amendments to Ancillary Documents Related to Doran’s Contract for Private
14 Development.
