Topic/Request:Rental Housing Ordinances
Background
Over the past several months, the City Council and Planning Commission have met to discuss
several aspects of rental housing in the Village, including a broad range of issues and potential
objectives for the community’s monitoring and/or regulation of rental housing. Over that
period, other issues have overtaken this discussion, although rental housing generally, and
affordable housing more specifically, has continued to be included in the annual goal-setting,
and was a directive of the 2040 Comprehensive Plan.
Aspects of the rental housing discussion have included the following.
Short Term Rental. The prior meetings resulted in a consensus on a few of the issues raised,
primarily that of Short-term rentals. This aspect of rental housing – a form of transient
commercial lodging – was viewed with concern primarily for maintenance, and the potential
disruption to the neighborhoods in which it might be located. The direction from prior Work
Session discussions was to create a limited allowance for such housing, but ensure that it was
for an extended period of time (to avoid 1- or 2-night party rentals), and to reexamine the
community’s monitoring of property maintenance as a component of licensing these uses.
Staff expects to develop a draft ordinance that establishes a minimum rental time period for
short-term rental for review and consideration as a part of the larger discussion on rental
housing.
Long Term Single Family Rental Housing. Policy direction for long-term rental housing was
generally less clear. One area of consensus was developing language to limit large-scale
corporate ownership of housing in the community, with more flexible views toward smaller
landlord entities. As noted in some of the research done on the housing rental licensing, this is
by far the dominant pattern of rental housing ownership in St. Anthony, with only a few of the
single family rental owners owning more than two units. Staff expects to develop ordinance
language that reflects this policy going forward.

City Officials decided to carry over discussion on other issues including (1) Active options for
working toward the creation of affordable housing opportunities; (2) Identifying strategies that
can foster “Naturally Occurring Affordable Housing” (NOAH), through home ownership; (3)
Balancing impacts of market influences with local regulations; (4) Potential use of outside
agencies or strategies that could realistically assist St. Anthony in reaching its goals as they may
be defined.
To help resolve and clarify the community’s objectives, in service of creating appropriate code
and policy, the following questions are intended to help guide discussion at the October 2024
Joint Work Session.
1.Is there a role for the Village in limiting overall rental housing quantities – especially
single family home rentals?
2.If the Village chooses to limit rental housing, is there a preferred strategy option (such
as (a) limits on total rental units, (b) limits on geographic distribution by neighborhood,
(c) first-come, first-served license applications.
3.Is the Village interested in participating in public financial support for affordable
housing, such as through Tax Increment Financing or other sources?
There are a number of resources that may be relevant to this discussion. Recently, the
Minneapolis Federal Reserve has been studying housing in the Twin Cities area, and has
published findings in a series of reports. They can be found at the following links (there are

Because prior discussions generated a substantial amount of other support research, the
questions above are designed to help focus what additional material might be useful in creating
additional consensus on rental housing. The work session discussion of these questions, and
other issues that may be raised, will help staff prepare additional research or code language
that can help target the full range of issues and objectives. Staff will develop additional
resources based on the comments and questions raised at the upcoming work session.
