ANTHONY CITY COUNCIL REGULAR MEETING MINUTES NOVEMBER 26, 2024 I. CALL TO ORDER. Mayor Wendy Webster called the meeting to order at 7:00 p.m. II. PLEDGE OF ALLEGIANCE. Mayor Wendy Webster invited the Council and audience to join her in the Pledge of Allegiance. III. ROLL CALL. Present: Mayor Webster, Councilmembers Doolan, Elnagdy, Jenson and Randle. Absent: None Also Present: City Manager Charlie Yunker and Deputy Fire Chief Mattie Jaros. CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING ITEMS. IV. APPROVAL OF NOVEMBER 26, 2024, CITY COUNCIL MEETING AGENDA. Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve the City Council Meeting Agenda of November 26, 2024, as presented. Motion carried 5-0. V. PROCLAMATIONS AND RECOGNITIONS. Deputy Fire Chief Mattie Jaros presented the Fire Prevention Poster Winners. She reviewed the education provided to the students for Fire Prevention. This year's theme was "Smoke Alarms Make Them Work for You". Last Year's Winner was Josie Johnson and she received an Honorable Mention at the State Level. This year's winners were announced and photographs were taken: 4t" Place — Ivory Blaeser — Wilshire Park Yd Place — Veronica Urdahl — St. Charles 2nd place — Liliana Klement — St. Charles 1 st Place — Claudia Sieve — St. Charles Mayor Webster thanked the students for their creativity and for participating in the contest. Santa on the fire truck will be on December 9, 10, 11 at 5:30 p.m. They will be collecting new and unwrapped Toys for Tots. The Santa tracker can be found on the City website. Resolution 24-087 — A �pprovingthe Refrigerant Emissions Reduction Grant Agreement 10 Between the City of St. AnthonyVillage and the MPCA. 11 12 Motion by Councilmember Doolan, seconded by Councilmember Elnagdy, to approve the 13 Consent Agenda items. 14 15 Motion carried 5-0. 16 17 VIL PUBLIC HEARING. 18 19 A. Resolution 24-082 — A rovin On -Sale Intoxicating Liquor License at Five Hole at 20 3701 Stinson Blvd. 21 22 City Manager Yunker reviewed this is a resolution to approve an On -Sale Intoxicating Liquor 23 License for Five Hole Sports Bar and Grill at 3701 Stinson Blvd. The City limits the number of 24 on -sale intoxicating liquor licenses, at any 1 time there shall not be more than 4 on -sale 25 intoxicating liquor licenses issued by the City. Currently, there are 2 establishments with this 26 type of liquor license. Staff has completed background checks and staff is recommending 27 approving the On -sale Intoxicating Liquor License. 28 29 Mayor Webster opened the public hearing at 7:17 p.m. 30 31 The applicants Sabrina Horak and Jodi Horak stated they are a hockey-themed bar/restaurant. 32 Their vision is not for a dive bar. They are welcoming for all to enjoy. They are also requesting 33 approval of a gambling license for Lake Region Hockey Association. St. Anthony girls' hockey 34 are also recipients. They are hoping for a soft opening on December 9. The grand opening will 35 be December 29. Jodi noted she attended the University of Minnesota as a hockey goalie after 36 being Ms. Hockey in high school. 37 38 Mayor Webster congratulated them on their business. 39 40 Councilmember Randle stated they are good friends of his. He is very proud of them for this 41 endeavor. He has no doubt this will be a success. 42 43 Councilmember Doolan asked if there will be any gluten -free items and they responded there 44 will be some items along with vegetarian options. 45 46 Councilmember Jenson welcomed them to St. Anthony. City Council Regular Meeting Minutes November 26, 2024 Page 3 2 Mayor Webster closed the public hearing at 7:24 p.m. 3 4 Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve Resolution 5 24-082 — Approving On -Sale Intoxicating Liquor License at Five Hole Sports Bar and Grill at 6 3701 Stinson Blvd. 7 8 Motion carried 5-0. 9 10 VIII. REPORTS FROM COMMISSION AND STAFF - NONE. 11 12 IX. GENERAL BUSINESS OF COUNCIL. 13 14 A. Resolution 24-083 — Approving the Gambling License for the Lake Re 'on Hockey 15 Association at the Five Hole Sports Bar and Grill Located at 3701 Stinson Blvd. 16 17 City Manager Yunker reviewed the Lake Region Hockey Association secured a lease with the 18 Five Hole for gambling that will begin around mid -December 2024. The organization is applying 19 for a Premise Permit for gambling with the State of Minnesota. A requirement of the State permit 20 application is an acknowledgement by the local unit of government and allowance of gambling 21 to take place within City limits. Staff is recommending approval of this Gambling License. 22 23 Mr. Jenke, the applicant, provided information about Lake Region Hockey Association. They 24 have a board of 15 members. Monies are provided to St. Anthony, Irondale, and Mounds View 25 programs. They also donate to Ralph Reder Foodshelf. They are excited to be part of Five Hole. 26 27 Councilmember Doolan asked what may be expected there as far as gaming. Mr. Jenke stated 28 there are e-tabs and pull tabs. Meat Raffles and Bingo are also held. She stated she appreciates 29 the Ralph Reder donations. 30 31 Motion by Councilmember Randle, seconded by Councilmember Doolan, to approve Resolution 32 24-083 — Approving the Gambling License for the Lake Region Hockey Association at the Five 33 Hole Sports Bar and Grill located at 3701 Stinson Blvd. 34 35 Motion carried 5-0. 36 37 B. Ordinance 2024-07 — Amending Multiple Sections of Chapter 33 Sewer Water License 38 and Permit Fees Storm Water Facilities — Second Reading. 39 40 City Manager Yunker reviewed a PowerPoint of Utility Rates for 2025. The parameters are to 41 align revenue sources with corresponding costs, provide transparency as to the basis of rates and 42 rate adjustments, maintain a structurally balanced operation and ensure that rates appropriately 43 support the ability to provide safe drinking water, properly discharge sanitary sewer flows, and 44 appropriate control and treatment of storm water runoff. 45 City Council Regular Meeting Minutes November 26, 2024 Page 4 1 Water Fund expenditures are comprised of two primary operating functions. Production 2 $1,038,888 and Distribution $875,593. The current recommendation includes continuing the 3 phase -in of a quarterly fee to support distribution system costs. The quarterly Water Distribution 4 Fee will increase by $1.50. For the Adjustment in Usage Rates the current recommendation 5 includes the water usage tier rates increases will range from 12-20 cents per 1,000 gallons in 6 2025. Water consumption for 2025 is projected at a similar level to 2024. Mr. Yunker reviewed 7 the adjustment impacts. 9 Sanitary Sewer expenditures are comprised of two primary operating functions. Treatment 10 $995,456 and Collection $584,010. The current recommendation includes Continuing the phase- 11 in of the quarterly fee to support collection system costs. The quarterly Sewer Collection fee will 12 increase by $2.00. For the Adjustment in Usage Rates the current recommendation includes to 13 continue to manage the growth in usage rates to recognize the revenues provided by the phase -in 14 of the Sewer Collection Fee. MCES treatment rate up 15.4% - based on the increase in volume 15 plus 5.6% increase in rates. The Sewer Usage Rate will increase to $5.12 per 1,000 gallons. Mr. 16 Yunker reviewed the adjustment impacts. 17 18 Residential Stormwater rates will have an inflationary increase, while the rates for classifications 19 4-6 will be adjusted in greater amounts to move towards closing the gap between St. Anthony's 20 rates and surrounding communities. Mr. Yunker reviewed the rates for Classifications 1-6 in 21 2025. 22 23 Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve Second 24 Reading of Ordinance 2024-07 — Amending Multiple Sections of Chapter 33 Sewer, Water, 25 License and Permit Fees, Storm Water Facilities. 26 27 Motion carried 5-0. 28 29 C. Resolution 24-084 — Ratif -2026 A eement Between the International 'n the 2025 30 Association of Fire Fiahters, Local 3486 Representing the St. AnthonyFire Dgpartment 31 Employees and the City of St. Anthony Village. 32 33 City Manager Yunker reviewed The City and Union have an agreed -upon set of peers utilized for 34 comparison for each negotiation. This set of peers is based on the closest comparative 35 department to St. Anthony Village that considers a combination of city population, department 36 size, and scope of services and capabilities. This set of peers is used to determine wage levels as 37 well as other aspects such as uniform allowances, special pay rates, etc. 38 39 The City also has a practice of applying the appropriate Cost of Living Adjustment (COLA) 40 across all positions throughout the City. This amount is determined by a combination of the 41 identified peer and information from around the metropolitan region to ensure wages remain 42 competitive. At times market adjustments are necessary when certain positions market wage 43 pressure exceeds the annual COLA adjustments. 44 City Council Regular Meeting Minutes November 26, 2024 Page 5 1 The City also follows the common practice of negotiating two-year agreements so negotiations 2 aren't necessary each year and can provide predictability for the second year's overall city 3 budget and levy for personnel costs. 4 5 This year it was evident that wages across all positions were increasing more rapidly than in 6 previous years, and market adjustments were needed to remain competitive. 7 8 Through negotiations, the union agreed to a 3% COLA increase for each year of the contract. 9 The Union also requested a market adjustment to be at a comparable level to the department's 10 peers. After review and negotiations, the union agreed to a 4% market adjustment for 2025. 11 12 Mr. Yunker provided a summary of changes in the Police Department contract: 13 • Paramedics pay increase from 4% over Firefighters to 8% to align with peers. 14 • A 1 % increase for each Longevity tier to also align with peers. 15 16 Staff recommends approval of the 2025-2026 Agreement between the International Association 17 of Fire Fighters, Local 3486 Representing the St. Anthony Fire Department Employees and the 18 City of St. Anthony Village. 19 20 Mayor Webster thanked City Staff for being able to keep the tax levy under 6%. We value the 21 dedication of the City employees and see they are paid fairly compared to their peers. Mr. 22 Yunker thanked Jennifer Doyle for her work on the negotiations and union contracts. 23 24 Motion by Councilmember Doolan, seconded by Councilmember Randle, to approve Resolution 25 24-084 — Ratifying the 2025-2026 Agreement Between the International Association of Fire 26 Fighters, Local 3486 Representing the St. Anthony Fire Department Employees and the City of 27 St. Anthony Village. 28 29 Motion carried 5-0. 30 31 D. Resolution 24-085 — Ratify'n the 2025-2026 Agreement Between the Law Enforcement 32 Labor Services Inc. #186 Local Rqpresenting the St. Anthony Police Department 33 Licensed Employees and the City of St. Anthony Village. 34 35 City Manager Yunker reviewed the City and Union have an agreed -upon set of peers utilized for 36 comparison for each negotiation. The City also has a practice of applying the appropriate Cost of 37 Living (COLA) adjustment across all positions throughout the City. At times market adjustments 38 are necessary when certain positions market wage pressure exceeds the annual COLA 39 adjustments. 40 41 The City also follows the common practice of negotiating two-year agreements so negotiations 42 aren't necessary each year and can provide predictability for the second year's overall city 43 budget and levy for personnel costs. This year it was evident that wages across all positions were 44 increasing more rapidly than in previous years, and market adjustments were needed to remain 45 competitive. 46 City Council Regular Meeting Minutes November 26, 2024 Page 6 1 Through negotiations, the union agreed to a 3% COLA increase for both 2025 and 2026, and a 2 market adjustment, as anticipated during the budget and levy discussions in preparation for the 3 preliminary levy approval on September 10, 2024. The union agreed to a 6% market adjust for 4 2025. Resolution 24-086 — Ratifying the 2025-2026 Agreement Between the International Union of Operating Engineers Local No. 59 RepresentingRepresenti!jg the St. Anthon Public Works Dgpartment Employees and the City of St. Anthony Village. City Manager Yunker reviewed the City and Union have an agreed -upon set of peers utilized for comparison for each negotiation. The City also has a practice of applying the appropriate Cost of Living adjustment across all positions throughout the City. The Union agreed to a 3% COLA increase for both 2025 and 2026. The union also requested a 6% Market Adjustment for 2025. After careful review of their peers in comparative cities, it was determined a 6% increase would align with those comparative cities. Mr. Yunker reviewed other changes in the Public Works Department contract: • All snow removal duties are considered Heavy Pay. • Increasing clothing allowance from $125 to $200 per year. • Increasing Seasonal Emergency Adjustment Pay from $100 to $125 per month. Motion carried 5-0. X. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. City Manager Yunker had no report. Councilmember Randle had no report. Councilmember Doolan reviewed that she attended the November 19, Ecology Club and the Mississippi Watershed Advisory Commission later that evening. This Saturday will be Small Business Saturday. Councilmember Jenson stated on November 8 he attended the Ramsey County Local League of Governments Monthly Program Meeting. On November 14, he attended the Climate Action Committee Meeting. Councilmember Elnagdy had no report. Mayor Webster stated on November 16 she attended the St. Anthony Sister City's Annual Meeting along with Councilmember Randle via Zoom and later that day she attended the Wine Tasting Event at the Municipal Liquor Store. On November 18, she participated in the interviews for the Commissions. On November 20, she attended the unveiling of the City's newest snowplow "Lizzy". On November 21, 22, 23 she and Councilmember Jenson met to discuss the evaluation of the City Manager. XI. COMMUNITY FORUM. No one appeared to address the Council. XII.
