CITY COUNCIL REGULAR MEETING MINUTES
DECEMBER 10, 2024
I. CALL TO ORDER.
Mayor Wendy Webster called the meeting to order at 7:00 p.m. She welcomed students from St. Agnes
High School present to observe the Council Meeting for their Civic Class requirement.
II. PLEDGE OF ALLEGIANCE.
Mayor Wendy Webster invited the Council and audience to join her in the Pledge of Allegiance.
III. ROLL CALL.
Present: Mayor Webster, Councilmembers Doolan, Elnagdy, Jenson and Randle.
Absent: None
Also Present: City Manager Charlie Yunker, Assistant City Manager Ashley Morello, Finance

Finance Director Deborah Maloney reviewed the 2025 budget and levy process began on June
11, 2024, when a revised Street Improvement Plan was presented for the Council's consideration
of 2025 improvements that included street reconstruction and mill and overlay improvements.
Staff also reviewed the extensive mill and overlay projects for 2024 and 2025 and the resulting
impact on the 2025 debt service levy. At the June 25 h Council work session, the Council and
staff reviewed the updated street improvement schedule and its impact on the 2025 debt levy.
The debt levy provides funding for 2025 debt service payments for the Road Improvement debt,
lease revenue debt (City buildings) and the tax abatement debt (parks and sidewalks). The
proposed 2025 debt levy is part of the requested approval of the final levy for 2025 at this
evening's Council meeting.
The levy proposed reflects these work session discussions and finalized results of contract
negotiations. The proposed 2025 overall levy is $9,682,183 which represents an increase of
$491,050 or a 5.34% increase compared to the 2024 overall levy.

Ms. Maloney reviewed a PowerPoint of the 2025 Proposed Budget. The presentation included
2025 Budget Calendar, 2025 Budget Parameters, Path to the 2025 Tax Levy, General Fund and
Levy, Overall Levy by Fund Type, 2025 General Fund Revenues, 2025 General Fund
Expenditures, 2025 Budget — Cost Drivers, 2025 Budget — Other Factors, 2025 Proposed Levies,
Distribution of City Taxes, General Fund Supports City Services, Property Taxes 2025, and 2025
Property Tax Distribution. Various spreadsheets were displayed showing details.

4 Councilmember Jenson stated we have gone through this several times to get to this point and he
5 appreciates how the cost drivers and savings are identified. The process has been very
6 transparent. He thanked Staff for their work on this.

8 Councilmember Doolan agreed and stated she appreciated the table showing the property tax
9 breakdown. It is important to show the City is a portion of property taxes. She asked about the
10 school and county taxes. Ms. Maloney noted the LOMC reported the proposed % for Cities was
11 8.8%.

13 Mayor Webster thanked Ms. Maloney and Staff for their diligence in estimating all costs.

19 A. Resolution 24-092 — Setting the Final 2025 Tax Levy and General -Operating Budget for
20 the City of St. AnthonyVillage.

22 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution
23 24-092 — Resolution Setting the Final 2025 Tax Levy and General Operating Budget for the City
24 of St. Anthony Village.

28 IX. GENERAL BUSINESS OF COUNCIL.

30 A. Resolution 24-093 — Accepting, Plans and Specifications and Ordering Advertisement for
31 Bids for the 2025 Street and Utility Improvement Project.

33 Ms. Katie Koscielak, WSB Project Manager reviewed the resolution approves the plans and
34 specifications and authorizes the advertisement for bids for the 2025 Street and Utility
35 Improvement Project. The resolution also includes miscellaneous construction consisting of
36 Central Park improvements and 34th Avenue/Silver Lake Road pedestrian safety improvements
37 for Council consideration.

1 Councilmember Randle asked about Macalester to 391 to the Railroad and how many homes
2 were affected by the raw sewage backup. City Engineer Messner stated there were several
3 apartment units (6) on the first floor that were affected.

5 Councilmember Elnagdy referred to the crosswalk on 30, noting it mentioned flashing lights.
6 She asked if the current lighting would be replaced and if so, could that happen before June. Ms.
7 Koscielak stated it likely would not happen before June. She stated the signage can be added to
8 the contract to be done earlier. Councilmember Elnagdy stated the current lights are inefficient.
9 Mr. Messner stated he will have public works look at the existing signs.

11 Councilmember Jenson stated he appreciates the detail of the presentation. He likes the RFQ's
12 can go out in January.

14 Councilmember Doolan stated she appreciates the presentation. She asked about the light overlay
15 on St. Anthony Lane. She asked how long the temporary overlay will get us through before a
16 complete reconstruction is needed to be done. Ms. Koscielak stated generally five years however
17 possibly some pothole filling can be done. Councilmember Doolan asked if next year's mill and
18 overlay will be for approximately the same size. Ms. Koscielak stated it will be less of an area. It
19 should be able to be completed in one phase.

29 B. Ordinance 2024-07 — Amending Multiple Sections of Chapter 33 Sewer Water License
30 and Permit Fees Storm Water Facilities — Final Reading.

32 Finance Director Deborah Maloney reviewed a PowerPoint of Utility Rates for 2025.

34 The parameters are to align revenue sources with corresponding costs, provide transparency as to
35 the basis of rates and rate adjustments, maintain a structurally balanced operation, and ensure
36 that rates appropriately support the ability to provide safe drinking water, properly discharge
37 sanitary sewer flows, and appropriate control and treatment of storm water runoff.

39 Water Fund expenditures are comprised of two primary operating functions. Production
40 $1,038,888 and Distribution $875,593. The current recommendation includes continuing the
41 phase -in of a quarterly fee to support distribution system costs. The quarterly Water Distribution
42 Fee will increase by $1.50. For the Adjustment in Usage Rates the current recommendation
43 includes the water usage tier rates increases will range from 12-20 cents per 1,000 gallons in
44 2025. Water consumption for 2025 is projected at a similar level to 2024. Mr. Yunker reviewed
45 the adjustment impacts.

1 Sanitary Sewer expenditures are comprised of two primary operating functions. Treatment
2 $995,456 and Collection $584,010. The current recommendation includes Continuing the phase-
3 in of the quarterly fee to support collection system costs. The quarterly Sewer Collection fee will
4 increase by $2.00. For the Adjustment in Usage Rates, the current recommendation includes
5 continuing to manage the growth in usage rates to recognize the revenues provided by the phase
6 in of the Sewer Collection Fee. MCES treatment rate up 15.4% - based on an increase in volume
7 plus 5.6% increase in rates. The Sewer Usage Rate will increase to $5.12 per 1,000 gallons. Mr.
8 Yunker reviewed the adjustment impacts.

10 Residential Stormwater rates will have an inflationary increase, while the rates for classifications
11 4-6 will be adjusted in greater amounts to move towards closing the gap between St. Anthony's
12 rates and surrounding communities. Mr. Yunker reviewed the rates for Classifications 1-6 in
13 2025.

16 Reading and adopt Ordinance 2024-07 — Amending Multiple Sections of Chapter 33 Sewer,
17 Water, License and Permit Fees, Storm Water Facilities.

31 D. Resolution 24-095 — Approving Fourth Amendment to Contract for Private
32 Redevelopment Between the Housingand Redevelopment Authority of St. Anthon
33 Village, Minnesota, The City of St. AnthonyVillage, Doran SLV, LLC, Doran St.
34 Anthony, LLC, and Doran SLV II, LLC.

36 City Manager Yunker reviewed this is a resolution approving a Fourth Amendment to Contract
37 for Redevelopment with Doran SLV, LLC for the former Walmart site redevelopment, referred
38 to as The Ruby. The initial contract for Private Redevelopment contemplated the construction of
39 each phase of our Ruby project to be done in two phases. A Second Amendment was requested
40 and subsequently approved, which changed the improvement construction commencement and
41 completion dates given uncertainties with the recent pandemic.

43 In December of 2023, a Third Amendment was requested by Doran SLV, LLC and approved by
44 the City to further extend the commencement and completion dates due to economic conditions.

1 Due to those ongoing market challenges, Doran SLV, LLC is requesting an extension of timing
2 requirements on Phase 2. Doran SLV, LLC proposes Phase II Commencement deadline of
3 January 1, 2026 and completion date of January 1, 2028.

5 Doran SLV, LLC representative Evan Doran was present to discuss their challenges, offer
6 further insight to the request and answer any questions the Council may have.
7
8 Mr. Evan Doran stated while interest rates have stabilized there are continued headwinds on
9 construction. They are motivated to do the second phase as soon as possible.

11 Mayor Webster noted this is being extended by one year.
12
13 Councilmember Jenson asked if one more year is all that is needed for the project to start. Mr.
14 Doran stated that is difficult to answer. In an ideal world, they would request a longer extension
15 not knowing what the future will hold. It is fair to extend by one year and come back to Council
16 if necessary.

18 Mayor Webster stated Council toured Phase I of The Ruby. Mr. Doran stated it is currently 94%
19 leased and occupied. They receive positive feedback from residents and the neighboring
20 shopping center. They are struggling to fill the 3-bedroom units with families.

22 Councilmember Jenson stated he is familiar with a couple that just moved into the Ruby and they
23 said how great it is to live there.

25 Councilmember Doolan asked about learnings from the first building to apply to the second
26 phase such as 3-bedroom units.

35 X. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

37 City Manager Yunker stated this is typically the last meeting of the year. He thanked staff for all
38 their work throughout the year.

40 Councilmember Randle had no report.

42 Councilmember Doolan stated last weekend was Small Business Saturday. She attended the
43 Chamber of Commerce Board of Directors meeting on December 9. There were over 400
44 attendees for Small Business Saturday. She attended the League of Women Voters Holiday Party
45 this weekend. Earlier today, she and Parks Commission Chair Lily Fee attended Wilshire
46 Elementary to talk to students about the Water Conservation Poster Contest.

2 Councilmember Jenson stated on December 5, he attended the Northeast Youth and Family
3 Services Board meeting. On December 6, he attended the Ramsey County Local League of
4 Governments Board meeting. This coming Thursday, from 5-7:30 p.m., the Ransey County
5 Local League of Governments annual meeting will be held at the Shoreview Community Center.

7 Councilmember Elnagdy stated this weekend is the Buy Nothing Toy Event at the Community
8 Center.

10 Mayor Webster noted on November 28, 2024, she greeted and started the Turkey Trot. On
11 November 30, 2024, she attended the Small Business Saturday sponsored by the Chamber of
12 Commerce. She thanked the organizers. On December 4, she met with students about creating a
13 Junior City Council and they are meeting again this week. On December 6, she attended the St.
14 Anthony Orchestra Concert. They are celebrating 50 years. On December 7, she shared an
15 update of St. Anthony at the New Brighton Area League of Women Voters Meeting. On
16 December 9, she attended the Regional Council of Mayors meeting and the Ramsey County
17 Mayors and City Managers meeting. She has a NineNorth Board meeting this week.

30 Mayor Webster stated the holiday train will make a stop on Thursday night at 37t' and Stinson
31 from 8:15 — 8:45 p.m. Santa will most likely be there. Santa will also be at the wine tasting at
32 the St. Anthony Wine & Spirits (Silver Lake Village) from 10:00 a.m. — 4:00 p.m. Children and
33 pets are invited to have their pictures taken with Santa.
