Absent: Councilmember Jenson. Staff: City Manager Charlie Yunker and Assistant City Manager Ashley Morello. Others: Call to Order: Mayor Wendy Webster called the Work Session to order at 5:30 p.m. 1.Approval of CC WS Meeting Minutes A.January 14, 2025 City Council Work Session Minutes Motion by Councilmember Randle, seconded by Councilmember Doolan, to approve City Council Work Session Minutes of January 14, 2025 as presented. Motion carried 4-0. 2.Work Session Topics A.Draft 2025 Pyramid Review City Manager Yunker reviewed the Draft 2025 Pyramid along with the first draft of the Strategic Plan. The focus this year will be action steps: Environmental Responsibility Climate Plan o 2025: Energy & Transportation o 2026: Water & Waste Continue education and operations action steps in all categories. Adopt Partners in Energy program’s Energy Action Plan and begin implementation. Greenstep Cities Continue program involvement including Gold Leaf participation. Evaluate how the City can better leverage participation long-term. Mayor Webster suggested adding under environmental responsibility partnership with the Park and Environmental Commission as it is included in their work plan. Councilmember Elnagdy stated “Continue education and operations action steps in all categories” should either be further defined or remove. Councilmember Doolan suggested adding “develop a roadmap” under the same bullet. Councilmember Doolan stated she appreciates the work Minette has been doing. 3 January 28, 2025 St. Anthony Council Work Session - 2 Thriving Village Affordable Housing o Consider an Affordable Housing Policy for new high density projects. o Advocate for residents facing rent pressure. o Identify partner to best fulfill Council priorities for city owned parcel. Pedestrian & Bike-Friendly Routes o Draft Active Transportation Plan. o Grand Rounds Missing Link engagement. Engage Businesses o Partner with Chamber of Commerce to build relationships with businesses. City Manager Yunker noted there have been discussions about an Affordable Housing Policy with focus on new high-density projects setting a minimum threshold for affordable units. Council may be looking at an RFP for the city-owned previous gas station parcel. The right partner needs to be identified to purchase and develop the site. The grant was received for the Active Transportation Plan. Councilmember Doolan stated advocating for residents facing rent pressures is very important. She wondered how Council can personally help. Councilmember Randle stated that will be difficult. Council’s control over rent is very limited and he does not want to give people false hope. Mayor Webster stated it is heartbreaking that more affordable housing is not available. Council needs a better understanding of what steps Council can take. Councilmember Randle stated this has to fall in the State or Federal level. Councilmember Elnagdy stated it is important that our messaging is consistent. Informed & Engaged Community City Council Engagement. o Continue Connect with the Council efforts. o Continue participation with regional partners. o Leverage Sister City to help advance city goals. Public Safety Engagement o Continuing priority of community relations throughout the city. Website Redesign & ADA Upgrades. o Begin redesign project to be completed by 2027. Seniors & Youth o Support partners in engagement and programming. City Manager Yunker noted the wording has been changed to Connect with “Your” Council. Safe & Secure Community Public Safety Facilities Needs. o Explore the feasibility of a Public Safety Facility to meet Police and Fire long-term needs. Municipal Liquor and Cannabis. o Continue efforts to open a city-operated dispensary. o Draft vision for the future of the existing liquor stores. Fire Department. o Explore expansion of Advanced Life Support capabilities. Police Department o Continue Falcon Heights integration. There were no Council comments on this column. 4 January 28, 2025 St. Anthony Council Work Session - 3 Fiscal & Organizational Strength Infrastructure Planning. o Integrate plans for roads, parks and buildings into an overall Infrastructure Plan. Water Treatment Plant Automation o Explore upgrades to automate additional functions in the water treatment plant. Staffing o Review Fire Department staffing levels and increasing demand for calls for service. o Continue to support Police Department recruitment efforts. o Support professional development of staff. Councilmember Doolan noted infrastructure planning will be ongoing. She asked if professional development of staff includes Councilmembers training. Mayor Webster stated there is training through the League along with some other training that were discussed. Draft Strategic Planning Brochure Assistant City Manager Morello reviewed the draft Strategic Planning brochure that was developed. Mayor Webster stated if we see this as an outfacing document, we may want to include the focus areas. A resident picking this up may not be familiar with the pyramid. Ms. Morello stated the middle section could evolve into dissecting the pyramid explaining how it came to be. Councilmember Doolan suggested the pyramid needs to be a representation and focus should be on the process. She suggested community input be added. By putting it on the website and allowing residents to click on specific items for more information is a great idea. Future Work Sessions: Councilmember Elnagdy suggested a work session to review The Legends and Councilmember Doolan suggested adding The Landing. Councilmember Doolan suggested a discussion on Council’s liaison roles and opportunities for more roles. She also suggested regarding the Park and Environmental Commission and how to better utilize that advising body. She would like to see each department have plans in place for disaster recovery and future preparedness. Councilmember Randle stated more liaison roles would need to be discussed as some of the Councilmembers still work full-time. Councilmember Elnagdy stated just because it has been done in the past doesn’t mean it should continue. Mayor Webster suggested Staff report on the expectations of the Park and Environmental Commission. Ms. Morello suggested Councilmember Doolan elaborate on her comment regarding the effectiveness of the PEC. Councilmember Doolan stated the Commissioners don’t hear about the agenda items until right before the meetings. The Chair Lily Fee requested time to research and prepare for the meetings. The skill sets of the Commissioners needs to be utilized more effectively. 5 January 28, 2025 St. Anthony Council Work Session - 4 Councilmember Randle stated his concern with the PEC is when watching the meetings he sees a lot of activists. Their roles need to be defined. He agreed the PEC would be a good discussion at a work session. Mayor Webster noted the purpose of the Commission has shifted with the additional of “Environmental”. The role of the Commission needs to be reviewed. Councilmember Elnagdy stated it may be beneficial to review the other Commissions also. Councilmember Doolan stated when watching the Planning Commission meetings she appreciates the deliberation and discussions they have. She would like to see this at the PEC meetings. Adjournment: The meeting adjourned at 6:30 p.m. 6 MEMORANDUM To:Mayor Webster and St. Anthony Village City Council St. Anthony Village Planning Commission Charlie Yunker, City Manager From:Ashley Morello, Assistant City Manager Stephen Grittman, City Planner Date:Work session Meeting – February 11, 2025 PROJECT DESCRIPTION The development team, led by RDC Architects group, is considering development opportunities at a property located at 3055 Old Highway 8. The purpose of the work session is to provide the development team the opportunity to hear feedback from the City Council and Planning Commission prior to submitting a formal land use application. The 3055 Old Highway 8 property abuts the easterly City boundary and is located in the southeast industrial park area of the City. The property is zoned as light-industrial and abuts single family residential and multi-family residential areas. The development team is proposing mixed use for their site. Their proposal considers utilizing the entire parcel, including northern portion of the lot where the existing parking lot is located, and the southern portion of the lot, where the existing building is located. The northern portion includes a proposal of three new residential buildings with 15-20 apartment units per building and the southern lot proposes repurposing the building for residential/retail uses, or “mixed use”. Light industrial districts are zoned to regulate the development of light industry. The development team is proposing to change the zoning to R-4, or multiple dwellings. As part of the development team’s formal land use application, they would need to apply for Comprehensive Plan Amendment. The development team may consider a Planned United 7 February 11, 2025 Page 2 Development (PUD) for their project. This would be subject to further review at future Planning Commission and City Council meetings. WORK SESSION ACTION For the purposes of this discussion, the development team is seeking input on the general proposed uses and scope of the project. Property developers are not required to meet with City Council and Planning Commission prior to submitting a land use application. Given the potential scope of their project, the development team was interested hearing from the Council and Planning Commission before the formal application process. If the development team proceeded with their project and submitted a land use application, the Planning Commission and City Council would then have the opportunity to review per their respective powers and duties. As a general guide for discussion, staff would pose the following questions. Others may arise for discussion from the Commissioners and Councilmembers at the meeting, as well as from the development team: 1.What aspects of the proposal are most attractive to the City? 2.How could the project be modified from the current site concept to improve chances of the City’s zoning approval? 3.What other information would the City need to gather (from the applicant or other sources) to adequately evaluate this project? 4.How can the development team best describe the full range of land uses on the subject property, including uses that now exist and will remain? SHOREVIEW, MN 55126 PHONE: 651-483-1090 E-MAIL: rdcarchtim@comcast.net Revitalizing 3055 Old Hwy. 8 Site Preliminary Concept Site: A 4.32-acre property located along the eastern edge of St. Anthony Village bounded by Old Highway 8 and Highway 8 in a primarily residential neighborhood. Approximately one half of the site is occupied by a one and four story 1960’s commercial / office building and the other half of the site is roughly a two-acre parking lot. Objective: (1)To revitalize and develop the currently 40% occupied commercial building and (2) better utilize the mostly vacant parking lot by adding apartments buildings. This objective requires converting the existing L-1 zoning to R-4 mixed-use zoning. Proposal: To convert a portion of the existing four-story commercial building into apartments and community supportive commercial / retail spaces such as a coffee shop, convenience store and various other retail shops which would be within walking distance of the adjacent neighborhood. Maintain as many existing commercial tenants as possible. To build moderately priced apartments units on the existing north parking lot portion of the site. Rational for Zoning Change and Development: 1.The site is disconnected from other nearby L-1 zoned properties by Hwy. 8 and is bounded by only residential properties. New residential use of the property would be compatible with the surrounding neighborhood. 2.The current building is underutilized. The owner is looking for ways to increase its occupancy rate to avoid the structure’s progress towards abandonment. 3.Repurposing / remodeling of the existing building will help reduce energy consumption, conserve resources and take advantage of the embodied carbon in the existing structure. 4.The parking lot is an eyesore of heat absorbing asphalt pavement. It is also an underused portion of the property. Currently the existing parking lot doesn’t create significant income for the owner or tax revenue for the city and state. 5.Residential housing being built on the parking lot portion of the site would create more visual appeal for the neighborhood, improve the impervious situation and add green space to the site. 6.The area’s residential make-up is already diverse with both single-family residences across the street and muti-family structures adjacent to and near-by the property. 7.Moderately priced housing is certainly a need for the entire Twin Cities community. 12 Some Design Considerations: Existing Building: 1.By constructing apartment units at the perimeters of the second and third floors of the four- story portion of the existing building we can take advantage, with modifications, of the window opening already present and maintain the exterior architecture of the building. 2.Interior amenity spaces could be created with the balance of interior space available. 3.The lower floor’s unused spaces, yet to be determined, could be converted into public retail spaces along with accommodating existing commercial tenants that are typical of many multi-use developments. 4.The upgrading of the building for new tenants needs to be studied for cost effectiveness. New Buildings: 1.An exterior visual strategy would be to blend in several modest low-rise apartment buildings sensitive to the environment and neighborhood instead of one large block imposing structure. 2.Use varied subtle roof lines, blending earthy colors and create more random and organic relationships among buildings.
