HOUSING AND REDEVELOPMENT AUTHORITY MEETING
December 10, 2024
CALL TO ORDER.
Chair Webster called the meeting to order at 8:10 p.m.
ROLL CALL.
Present: Chair Webster, Commissioners Doolan, Elnagdy, Jenson, and Randle.
Absent: None
Also Present: Executive Director Charlie Yunker and Assistant City Manager Ashley Morello.
Others Present: Doran SLV, LLC representative Evan Doran, WSB Senior Environmental Scientist Ben
Fehr and WSB Senior Project Manager Jeffrey Rice.
I. APPROVAL OF DECEMBER 10, 2024 H.R.A. AGENDA.
Motion by Commissioner Doolan, seconded by Commissioner Jenson, to approve the December
10, 2024 Housing and Redevelopment Authority Agenda as presented.
Motion carried 5-0.
II. CONSENT AGENDA.
A. H.R.A. Meeting Minutes of October 8 2024
Motion by Commissioner Doolan, seconded by Commissioner Jenson, to approve the Consent
Agenda as presented.
Motion carried 5-0.
III. PUBLIC HEARINGS — NONE.
IV. GENERAL POLICY BUSINESS OF THE H.R.A.
A. HRA Resolution 24-03 — Approving Fourth Amendment to Contract for Private
Redevelopment Between the Housing and Redevelopment Authority of St. Anthony, MN
The City of St. Anthony Village, Doran SLV, LLC, Doran St. Anthony, LLC and Doran
SLV II, LLC.
Executive Director Charlie Yunker reviewed this is a resolution approving a Fourth Amendment
to Contract for Redevelopment with Doran SLV, LLC for the former Walmart Site
redevelopment, referred to as The Ruby.
The initial Contract for Private Redevelopment contemplated the construction of each phase of
our Ruby project to be done in two phases. A Second Amendment was requested and
subsequently approved, which changed the improvement construction commencement and
completion dates given uncertainties with the recent pandemic.

2 In December of 2023, a Third Amendment was requested by Doran SLV, LLC, and approved by
3 the City to further extend the commencement and completion dates due to economic conditions.
4 Due to those ongoing market challenges, Doran SLV, LLC is requesting an extension of timing
5 requirements on Phase 2, Doran SLV, LLC proposes Phase II Commencement deadline of
6 January 1, 2026, and completion date of January 1, 2028.

Doran SLV, LLC representative Evan Doran was present at the meeting to discuss their
challenges, offer insight to the request and answer any questions the HRA members may have.
Also provided for HRA consideration were Cover Memo and Resolution 24-03. Mr. Yunker
noted Staff recommends approval.
Motion by Commissioner Elnagdy, seconded by Commissioner Jenson, to approve the
Resolution 24-03 — Resolution Approving Fourth Amendment to Contract for Private
Redevelopment Between the Housing and Redevelopment Authority of St. Anthony, Minnesota,

LLC.
Motion carried 5-0.
B. HRA Resolution 24-04 — Ordering Plans and Specifications and Authorize Solicitation of
Bids for the Removal of Underground Storage Tanks and Site Cleanup at 3803 Stinson
Boulevard (Former Bear Stop Filling Station).
WSB Senior Environmental Scientist Ben Fehr and WSB Senior Project Manager Jeffrey Rice
presented a PowerPoint "2025 Underground Storage Tank Removal — Former Bear Stop".
The Former Bear Stop filling station closed in 2014. Three 10,000-gallon gasoline underground
storage tanks (USTs) remain in -place beneath the current canopy. Petroleum release discovered
in February 2023, assigned MPCA Leak Site LS0021928. Leak investigation ongoing to
delineate the contamination extent and magnitude. Charts showing the 2023 Soil/Groundwater
Results and Ongoing Leak Investigation were shown.
The proposed UST System and Canopy Removal Plan is:
• Prepare Site for future sale and redevelopment.
• Removal and disposal of the three USTs, product piping and overhead canopy.
• Includes Site restoration.
• Construction cost = $80K (estimate)
• Petroleum contaminated soil will be encountered and require special management during
the removal activities.
The tasks that will be conducted by WSB Engineering Services are:
• Task 1 — Prepare a Work Plan and solicit bids from MPCA certified tank removal
contractors.

1 • Task 2 — Provide environmental oversight during UST removal activities (soil sample
2 collection).
3 • Task 3 — Manage contaminated soils encountered during excavation activities (landfill
4 disposal coordination).
5 • Task 4 — Coordinate with the MPCA.
6 • Task 5 — Prepare Petrofund Reimbursement Application
7 • WSB Fee = $23,310.

9 Petrofund Reimbursement
10 • Portions of construction and WSB engineering costs eligible for reimbursement via
11 Petrofund.
12 • Only costs associated with management and disposal of petroleum contaminated soil.
13 • Does not include actual tank removal.
14 • Must be grossly contaminated/petroleum saturated.
15 • Loading, hauling, stockpiling, disposal, backfill.
16 • Up to 200 cubic yards, more if needed with prior MPCA approval.
17 • Approximately 25% of total costs may be eligible

28 Commissioner Jenson asked Mr. Yunker if HRA is approving the planning for this project as this
29 is not in the 2025 budget. Mr. Yunker stated we are providing an update on the site investigation.
30 The opportunity to decide will be forthcoming. Commissioner Jenson asked what the planning
31 cost is and Mr. Fehr stated $23,000. Task one would cost $6,120.

33 Chair Webster clarified the planning portion would be $6,120 to be approved by the HRA this
34 evening. She asked if this is an allowable HRA fund expenditure.

36 Commissioner Doolan asked when stating $88,000 construction cost is that actually a
37 deconstruction cost getting in and removing the tanks and doing the excavation. Mr. Fehr stated
38 the $88,000 is for tank removal, soil removal, soil hauling and disposal, and restoration of former
39 tank basin. This is a current estimate. She feels there is an urgency since the contamination
40 could be spreading. Mr. Fehr stated there is still a minimal amount of product in the tanks. He
41 does not believe the contamination will get any worse.

43 Chair Webster stated based on other projects the construction costs are estimated to be $60,000 -
44 $80,000 plus the consultant fee (WSB). The removal of the canopy is included in the $80,000.

1 Commissioner Doolan asked if the canopy would be recycled as much as possible and Mr. Fehr
2 stated it would be recycled as it does not contain any asbestos.

4 Commissioner Elnagdy asked if the petroleum -saturated soil needs to go but the contaminated
5 soil needs to go back. Mr. Fehr stated that is true. That is one of the rules that no one agrees with.
6 It's a way for some people not to take advantage of the system in terms of managing what needs
7 to be hauled out and disposed of. For future development, most of the soil will be removed and
8 backfilled with clean sand.

10 Commissioner Doolan referred to the bore holes. Will there be a future problem that will need
11 remediation and Mr. Fehr stated not offsite.

13 Chair Webster stated if our long-term goal is for housing we have the responsibility to clean up
14 now where there is a problem. The funds needed would be taken out of the HRA fund and not
15 the general fund.

17 Commissioner Jenson stated he is in favor of getting bids to find what this is going to cost and
18 then decide when it will be done. $6,000 is a fair price.

20 Commissioner Randle stated this is black and white if it has to come out it has to come out.

23 Resolution 24-04 — Resolution Ordering Plans and Specifications and Authorize Solicitation of
