CITY COUNCIL REGULAR MEETING MINUTES
FEBRUARY 11, 2025
I. CALL TO ORDER.
Mayor Wendy Webster called the meeting to order at 7:00 p.m.
II. PLEDGE OF ALLEGIANCE.
Mayor Wendy Webster invited the Council and audience to join her in the Pledge of Allegiance.
III. ROLL CALL.
Present: Mayor Webster, Councilmembers Doolan, Jenson and Elnagdy.
Absent: Councilmember Randle.
Also Present: City Manager Charlie Yunker and Finance Director Deborah Maloney.
CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE
FOLLOWING ITEMS.
IV. APPROVAL OF FEBRUARY 11, 2025 CITY COUNCIL MEETING AGENDA.
Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve the City
Council Meeting Agenda of February 11, 2025 as presented.
Motion carried 4-0.
V. PROCLAMATIONS AND RECOGNITIONS - NONE.
VI. CONSENT AGENDA.

A. 2026 Bud et and 2026 Budget Calendar Process
Finance Director Maloney reviewed a PowerPoint for the 2026 Budget. The public hearing
provides residents with an opportunity to have input in the 2026 budget process. Ms. Maloney
continued the review of the 2026 Budget Calendar including:
• January 15-17, 2025 — Goal Setting Financial Management and Planning.
• February 11, 2025 — Public Hearing/Provide Residents with an opportunity to have input
in the 2026 Budget Process.
• February — April 2025 — City Council work sessions with City Manager, Finance Director
and City Engineer — Discussions on 2026 Debt levy and Updated Street and Utility
Improvements Plan.
• April — May 2025 — Staff Meetings with Department Heads — Discussion on 2026
Operating Budget and Capital Budgets — using City's Budget Parameters. City revenues
budgeted using current run rates for sources that are subject to trends and conservative
baseline estimates for re -occurring aid and charges for services. Expenses budgeted at
amounts that will maintain the present level of City services. Liquor transfers are based
on operating results.
• June — August 2025 — Further work sessions with Council — Discussing Staff Proposals
for 2026 Operating and Capital Budgets.
• August 26, 2025 — Presentation of the Proposed 2026 Operating Budget & Property Tax
Levy to the City Council.
• September 9, 2025 — Resolution passed — Setting the proposed 2026 Operating Budget
and Property Tax Levy. Announce the date and time at which the final Budget and Tax
Levy will be discussed.
• October — November 2025 — Presentation of long-term capital budgets/plans.
• December 9, 2025 — Presentation of 2026 Operating Budget and Levy with Public Input.
Adoption of the 2026 Operating Budget and Property.
Charts showing the 2025 General Fund Revenues, General Fund Expenditures, Overall Levy by
Fund Type, and 2025 General Fund and Overall Levies were provided.
Mayor Webster opened the public hearing at 7:09 p.m.
No one appeared to address the Council.
Mayor Webster closed the public hearing at 7:10 p.m.
Councilmember Elnagdy asked about the 49% expenditures for police with 44% with costs offset
by Lauderdale. She asked if Falcon Heights will be additional. Ms. Maloney stated the Falcon
Heights costs will be offset by the revenue.
Councilmember Jenson thanked Ms. Maloney for putting together the framework for the budget
calendar.

Mayor Webster noted Ms. Maloney is elevating the transparency of our budgeting process to
show all the steps taken in the budget process. She thanked Ms. Maloney for her service to St.
Anthony.
VIII. REPORTS FROM COMMISSION AND STAFF.
A. 2025 Planning Commission Work Plan
City Manager Yunker reviewed the Planning Commission Work Plan.
Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve the 2025
Planning Commission Work Plan as presented.
Motion carried 4-0.
B. 2025 Parks & Environmental Commission Work Plan
City Manager Yunker reviewed the Parks & Environmental Commission Work Plan.
Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve the 2025
Parks & Envirommental Commission Work Plan as presented.
Motion carried 4-0.
IX. GENERAL BUSINESS OF COUNCIL.
A. 2025 Strategic Plan
City Manager Yunker reviewed a PowerPoint of the 2025 Strategic Plan. A photograph of the
Team consisting of the City Council, Commission Representatives, City Staff, City Consultants
and Guests was shown from the January 2025 Goal Setting Sessions. Mr. Yunker reviewed:
The Process:
• Goal setting is a year-round process.
• Community input is gathered from Council meetings, community events (VillageFest,
Night to Unite, etc.) and personal interactions.
• Department heads work with their staff to identify On the Radar items.
• Guests provide regional perspectives.
The Framework for the Strategic Plan includes:
• Vision: Identifies our ideal outcome for the City and sets the framework for the rest of the
Pyramid. All subsequent strategic planning efforts directly relate to the City's Vision.
• Mission: Describes what we do and for whom. For our City, providing high quality
services is essential to supporting a high quality of life for all residents.
• Core Values: Guide how staff should work for and with the community. These values are
imperative for all staff to demonstrate.

1 • Goals: Establish target aspirations that the City aims to meet. Typically, the Goals are
2 broader and focus on the next 3-5 years.
3 • Action Steps: Key priorities that City Staff or City Council focus on for the year. The
4 City recognizes that not all of the year's priorities can be identified at the beginning of
5 the year and adapts to new action items as applicable.

7 Core Values:
8 • Trust, Service and Inclusion
9 o Three words that best highlight the qualities that the City Council and Staff strive
10 to embody in service to the St. Anthony Village community.
11 o These values are the basis for how decisions are made, how services are
12 delivered, and also ensures the City as a whole conducts itself in an accountable,
13 transparent,

15 Mr. Yunker continued in Defining the Goals:
16 • Environmental Responsibility — Minimize St. Anthony's impact on the environment and
17 enhance resilience through action in alignment with the City's Climate Plan and
18 Regional, State and Federal guidelines.
19 • Thriving Village — A community for all residents where the City is responsive to
20 concerns, enables successful things to happen, and residents have opportunity to thrive.
21 • Informed & Engaged Community — Communicate Council priorities and department
22 activities to support resident's ability to actively participate, feel engaged, and understand
23 how their voice can be heard.
24 • Safe & Secure Community — Protect our community's physical and psychological safety
25 (individual and collective) through strategic investment in personnel and tools to provide
26 excellent city services.
27 • Fiscal & Organizational Strength — Invest in the community's infrastructure and
28 personnel to deliver outstanding City Services through a culture of continuous
29 improvement, resiliency, and responsible stewardship of resources.

31 The Action Steps under each goal were reviewed in detail. The 2025 Draft Pyramid was
32 provided.

35 Strategic Plan as presented.

39 X. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

41 City Manager Yunker had no report.

43 Councilmember Doolan stated on January 31 she took some League of Minnesota training on
44 Acknowledging Bias. On February 3 she attended the Ground Rounds Open House. City
45 Manager Yunker did a good job of having staff there. She also attended the Fire Department
46 Ceremony on February 3. She has scheduled Connect with the Council sessions in the multi-

family units. She attended the meeting at the Finish Chamber of Commerce at Norway House on
February 6. On February 7 she met with the Executive Director of the MWMO about serving on
their board.
Councilmember Jenson stated on January 23 he and Councilmember Elnagdy met the residents
at the Silver Lake Village condos. On January 21 he attended a Northeast Youth and Family
Services on an online meeting. On January 23 he attended the Board Meeting. Next Monday on
February 17 he will receive his profile in the process.
Councilmember Elnagdy stated she has begun the Foundational Program for the Elected Leaders
Institute (online). She has begun discussions with the administration of the Police Department
about speaking at the upcoming conference.
Mayor Webster stated on February 2 she met with two 6t1i graders who want to find ways to
encourage the use of compost bins. On February 3 she attended the Ground Rounds Open House.
Later on February 3, she spoke at the Fire Department's ceremony recognizing personnel. On
February 5 she had a phone call with a reporter from the Northeaster. On February 10 she
attended the Regional Council of Mayors Meeting. The next meeting is March 10 focused on
Public Safety.
XI. COMMUNITY FORUM - NONE.
No one appeared to address the City Council.
XII. INFORMATION AND ANNOUNCEMENTS.
A. Future Agenda Items
The next regular meeting of the City Council will be held on February 25, 2025.
Councilmember Jenson noted on February 12, the Ramsey County Local League of
Governments will have a Legislative Program at First Lutheran Church across the street from the
Capitol in downtown St. Paul. It will be held from 5-7 p.m.
Councilmember Doolan announced Business and Villager of the Year applications are due
February 28, 2025. On April 24 the awards dinner will be held at JAX Cafe.
XIII. ADJOURNMENT.
Motion by Councilmember Jenson, seconded by Councilmember Doolan to adjourn the meeting
at 7:45 p.m.
