ANTHONY VILLAGE STATE OF MINNESOTA RESOLUTION 25-024 A RESOLUTION CALLING A HEARING ON THE PROPOSED ASSESSMENTS FOR THE 2025 STREET AND UTILITY IMPROVEMENTS WHEREAS, by direction of the City Council of the City of St. Anthony Village, a proposed assessment of the cost of the following improvement has been prepared: Street & Utility Reconstruction • Macalaster Drive from 39" Ave to Railroad Mill and Overla • 39'" Avenue NE from Stinson Boulevard to Silver Lake Road • 30' Avenue NE from Stinson Boulevard to Silver Lake Road • Armour Terrace from Roosevelt Street NE to Silver Lake Road • Murray Avenue from Roosevelt Street NE Coolidge Street NE • 29' Avenue NE from Silver Lake Road to Highway 88 • Roosevelt Street NE from St. Anthony Boulevard to 30' Avenue NE • Wilson Street NE from St. Anthony Boulevard to 30' Avenue NE • Coolidge Street NE from St. Anthony Boulevard to 291 Avenue NE • Anthony Lane N from 29' Avenue NE to Cul-de-sac Miscellaneous Construction • Central Park o Removal and replacement of the existing bituminous trail o Removal and replacement of the existing basketball court surface o Installation of new storm sewer along trail to address drainage • Pedestrian Safety Improvements o Installation of the pedestrian refuge to enhance the existing pedestrian crossing on Silver Lake Road at 34th Avenue NE. o Bituminous overlay of existing sidewalk along St. Anthony Bouevard from the south City boundary to the bridge • Replacement of a damaged hydrant at the intersection of Skycroft Drive and Downers Drive o Removal and replacement of existing hydrant o Removal and replacement of concrete roadway pavement o Installation of new valve for future maintenance • Foss Road Lift Station Bypass Improvements o Installation of new forcemain bypass for future City maintenance. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Anthony Village that: 1.) A hearing shall be held on the 22nd day of April 2025, in the City Council Chambers at 7:00 P.M., or as soon thereafter as possible, to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2.) The City Clerk is hereby directed to cause a notice of the hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing and shall state in the notice the total cost of the improvement. The owner of any property so assessed may, at any time prior to certification of the assessment to the County Auditor, pay the whole of the assessment on such property, with interest accrued to the date of payment, to the City Clerk, except that no interest shall be charged if the entire assessment is paid by November 30th of the assessed year. 4.) The owner may, at any time thereafter, pay to the Finance Director the entire amount of the assessment remaining unpaid, with interest accrued to December of the year in which such payment is made. Such payment must be made before November 30th or the interest will be charged through December 31 st of the succeeding year. Adopted this 25' day of March, 2025.
