Absent: Councilmember Nadia Elnagdy. Staff: City Manager Charlie Yunker, Assistant City Manager Ashley Morello, Sustainability Coordinator Minette Saulog, Partners in Energy Community Facilitator Megan Weck, and Sophia Troutman and Adam Burr from Xcel Energy. Others: Call to Order: Mayor Wendy Webster called the Work Session to order at 5:30 p.m. 1. Approval of CC WS Meeting Minutes A. March 11, 2025, City Council Work Session Minutes Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve the City Council Work Session Minutes of March 11, 2025, as presented. Motion carried 4-0. B. March 12, 2025, Parks Summit Minutes Councilmember Doolan noted in the minutes it stated “75% participation rates at the high school for athletics”. This should have stated “athletics and activities”. Motion by Councilmember Jenson, seconded by Councilmember Doolan, to approve the Parks Summit Minutes of March 12, 2025, as corrected. Motion carried 4-0. 2. Work Session Topics A. Partners in Energy City Sustainability Coordinator Minette Saulog reviewed that the City started participating in Partners in Energy in the spring of 2024, and hosted a series of planning workshops with the Community Energy Action Team between July and November. These meetings allowed the City to receive feedback and input for the creation of an Energy Action Plan that would align with the Climate Plan’s Energy section. Partners in Energy Community Facilitator Megan Weck reviewed a PowerPoint titled “Saint Anthony Village Energy Action Plan” presentation. The presentation included What is Partners in Energy, the St. 3 March 25, 2025 St. Anthony Council Work Session - 2 Anthony Village Energy Action Team, Partners in Energy Process, Climate Plan Informed Energy Action Plan, Plan Development Steps, Vision, Goal, Focus Areas, Energy Efficiency Strategies / Tactics / Lead / Timeline, How are We Going to Get There, and Implementation Support. She showed examples of what was done in some other communities. Councilmember Jenson asked about the implementation plan and if 6 months was realistic. Ms. Weck stated planning is 6 months and implementation is 18 months for a 2-year plan. Councilmember Doolan stated this is good information and a great effort. She asked about the business opportunities being later and why wouldn’t that be prioritized earlier than the residents. The impact of business energy use is larger. Ms. Weck stated it is important to make the community aware of the plan in the residential sector, and businesses come after that. Businesses pose the biggest challenges. Ms. Sophia Troutman stated this program focuses on small- to medium-sized businesses. This takes a little longer. Councilmember Jenson referred to what other communities did and asked what the results were of those campaigns. Ms. Werk stated that some tracking information was done by the communities. Results are difficult to get. Reporting is done twice a year. They encourage cities to keep statistics on their own. There are over 30 communities in Minnesota participating. They share lessons learned during meetings with City Councils. Councilmember Randle stated he is skeptical and asked how the team would come to his house to convince him. Ms. Weck stated through the use of trusted messengers. This is where the partnerships come in. Councilmember Randle stated this is a big part of the program. Ms. Weck stated they want to remove the barriers for people who don’t have time to get them to get engaged. Councilmember Doolan asked why the Peer to Peer Learning Outreach is so late. She asked why this can’t be earlier in the process. Ms. Weck stated it can be moved earlier in the plan. Mayor Webster asked about the energy burden by occupancy and median income, and how people make choices. She noted an example of purchasing Energy Star appliances. She asked if the Home Energy Squad fee has a sliding scale based on income. Ms. Weck stated there are free energy audits available for lower-income residents. In some cities, an incentive is offered by the City. Councilmember Jenson stated that more electrification will be needed. There are more data services moving into the State and does Xcel have the capacity to handle it all. Ms. Sophia Troutman stated they are taking that into account, and it is in the plan to accommodate that growth. They are doing everything they can to prepare. Councilmember Doolan referred to page 18 of the plan on renewable energy and the number of subscribers. She asked if this is offered to people who rent. If people are paying their electricity bill they can subscribe. Councilmember Jenson referred to pages 30-36 and asked if that will be further discussed. Ms. Weck stated those are the strategies and referred Councilmember Jenson to the timeline in the Appendices. Councilmember Doolan asked about Strategy 12 and which homes are being tried to be converted to electric airforce heat pumps. Ms. Weck stated it would be electric heat to electric heat. Councilmember Doolan asked if there is a strategy for converting gas to electricity. Ms. Weck stated that is in the plan. 4 March 25, 2025 St. Anthony Council Work Session - 3 The goal of electrification is to move away from natural fossil fuels to electricity. The goal is to reduce natural gas use by 2040. Councilmember Jenson asked what an air source heat pump is and Ms. Weck stated it heats and cools homes with electricity. Councilmember Doolan asked if we will be partnering with the schools as well. Ms. Weck stated that is called out in the partners and is important to the Energy Action Team. Councilmember Doolan asked about Xcel’s communication plan for rebates on appliance purchases. Ms. Sophia Troutman stated contractors and some stores are partnered and inform customers. A draft of the Energy Action Plan was provided for discussion and review. To date, revisions have been incorporated from staff, Energy Action Team members, and PEC. For this review, staff would like Council to review the draft plan with a focus on the Strategies and Actions in pages 30-35 of the Plan. The final Energy Action Plan will be presented at the April 8, 2025, City Council Meeting for approval and adoption. Once adopted, an 18-month implementation period will begin with the support of Partners in Energy (Xcel Energy and the Center for Energy & Environment), along with opportunities for staff to partner with the Parks & Environmental Commission and various community groups for outreach and engagement. Future Agenda Items: The next Work Session Meeting will be held on April 8, 2025. Councilmember Doolan stated she would like an update on changing the voting elections from off-year to even year. She asked when the results will come out. Mayor Webster stated there is a bill in the Senate regarding moving all City and School elections to even year elections. Adjournment: The meeting adjourned at 6:25 p.m. 5 THIS PAGE LEFT INTENTIONALLY BLANK 6 MEMORANDUM To: City of Saint Anthony Village City Council From: Ashley Morello, Assistant City Manager Minette Saulog, Sustainability Coordinator Date: April 8, 2025 City Council Work Session Request: Active Transportation Plan BACKGROUND In November 2024, staff applied for the Minnesota Department of Transportation (MnDOT) Active Transportation Planning Assistance grant application. In January, staff received notification that our grant was successful. As part of the grant award, MnDOT pairs the City with a consultant, who provides up to $100,000 worth of consultant work to develop the plan. MnDOT and the consultant provide the outline and guidance of what a successful active transportation plan will entail. The City does not provide any matching funds, nor is there any exchange of funds between the City and MnDOT or the consultant. PURPOSE OF PLAN The consultant will guide the City to develop an Active Transportation Plan. Active transportation plans promote walking, biking and rolling. MnDOT’s goal for the program is to help people walk, bike and roll to where the live, work and play. The plan will include an analysis of existing conditions, opportunities for community engagement, propose ways to modify infrastructure, and encourage active transportation. As part of the development of the plan, the consultant will help the City with one of the following implementation tools: a demonstration project, conduct a cost scoping estimate, or receive an engineering sketch or data evaluation. The local planning team will help identify which implementation tool would be applicable based on the Active Transportation planning process. The final plan will be for planning purposes only, and does not commit to future projects or funding for roadway modifications. No design alternatives would be finalized as part of this planning process. RELATIONSHIP TO OTHER PLANS The development of the Active Transportation Plan will further the city’s goals, support the implementation of the City’s Climate Plan and help prepare the City for the upcoming Comprehensive Plan update. As part of this year’s goal setting, the Council defined the City’s Thriving Village goal as an inclusive Village for all residents where the City is responsive to needs, enables successful things to happen, and residents have opportunity to thrive because of services tailored to their needs. One of the Thriving Village action items identified for 2025 included drafting an Active Transportation Plan as a means to develop pedestrian and bike friendly routes throughout the City. The City’s Climate Plan, adopted in 2023, also highlighted initiatives which align with Active Transportation. These initiatives included reducing vehicle emissions and to improve accessibility and safety of non-motorized transportation infrastructure. In addition, the Active Transportation Plan will help the city prepare for its Comprehensive Plan update. Comprehensive Plans plan for the next twenty years for a community and each city within the metro area is 7 required to develop a Comprehensive Plan which aligns with the Metropolitan Council’s regional plan. While the City’s Comprehensive Plan won’t be adopted until 2028, developing the Active Transportation Plan now can help the City prepare for the upcoming planning process. LOCAL PLANNING TEAM A key component of the Active Transportation is a local planning team which will provide input throughout the planning process. The local planning team comprises of individuals from various stakeholder groups to represent diverse technical expertise. In addition to City staff, the following groups have been invited to participate in the Local Planning Team: • Citizens for Sustainability • School District • Hennepin and Ramsey County Public Works • Active Living Ramsey Communities • Planning Commission • Parks & Environmental Commission • Saint Anthony Kiwanis • Resident advocate TENTATIVE TIMELINE Staff is waiting for MnDOT to finalize the schedule for the plan development. The following is the anticipated timeline. • Late April/May: Kickoff with local leads • May: Kickoff with larger local planning team • June/July: First visit to communities for walk audits, bike audits, focus groups • August/September: Second visit to communities for action planning workshops • October-December: plan review and completion, kicking off supplemental technical assistance (implementation) projects COUNCIL ACTION This meeting is primarily for discussion purposes. Staff’s intention is to inform the Council of what to expect throughout this planning process. It may be helpful if Council identified high level priorities or preferred outcomes of the plan. This may be valuable for the local planning team to define the vision and goals of the plan.
