ANTHONY CITY COUNCIL REGULAR MEETING MINUTES APRIL 8, 2025 I. CALL TO ORDER. Mayor Wendy Webster called the meeting to order at 7:00 p.m. II. PLEDGE OF ALLEGIANCE. Mayor Wendy Webster invited the Council and audience to join her in the Pledge of Allegiance. III. ROLL CALL. Present: Mayor Webster, Councilmembers Doolan, Elnagdy, and Jenson. Absent: Councilmember Randle. Also Present: City Manager Charlie Yunker, Assistant City Manager Ashley Morello, Fire Chief Izzy Diaz, City Planner Steve Grittman, and Sustainability Coordinator Minette Saulog, CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING ITEMS. IV. APPROVAL OF APRIL 8, 2025, CITY COUNCIL MEETING AGENDA. Motion by Councilmember Doolan, seconded by Councilmember Jenson, to approve the City Council Meeting Agenda of April 8, 2025, as presented. Motion carried 4-0. V. PROCLAMATIONS AND RECOGNITIONS. A. Arbor Day Proclamation The Mayor and Council read the Arbor Day Proclamation designating Friday, April 25, 2025, as St. Anthony Arbor Day and the month of May 2025 as Arbor Month in St. Anthony Village. B. Earth Dav Proclamation The Mayor and Council read the Earth Day Proclamation designating April 22, 2025, as Earth Day throughout St. Anthony Village. VI. CONSENT AGENDA. A. Approve March 25. 2025. R-1 Sinele Famil for City Planner Steve Grittman reviewed the City Council is asked to consider Resolution No. 25- 026 approving a Conditional Use Permit for a digital (electronic) display sign for the Faith United Methodist Church, replacing the existing ground sign reader board, based on findings as noted in the resolution and with conditions that the sign will continue to meet all required operational standards and any other applicable City Code requirements. The applicant is proposing to upgrade an existing ground sign for message displays located at 2708 33rd Avenue NE. The ground sign would be located along the north side of the building, adjacent to 33rd Avenue in the location of the current sign. Because a portion of the sign is proposed to include an electronic digital display, the sign requires a Conditional Use Permit pursuant to Section 157.24 of the City's Sign Ordinance. The Planning Commission reviewed the request at a public hearing on March 18, 2025. Comments were received from two neighbors of the church via email and phone, one of whom attended the hearing. Objections were made primarily over concerns related to current conditions and traffic, and concern that the sign may have the potential to shine into nearby homes. Based on a review of the proposed sign and the applicable regulations, the Planning Commission adopted the findings in the staff report and recommends approval of the CUP request, with conditions related to compliance with code requirements applicable to dynamic display signs. Mr. Grittman noted the proposed sign, to remain in compliance with the terms of the CUP and City Code will be required to have monochrome text only on a dark background, and the City Code also requires that such signs be dimmed at night to minimize glare. While this aspect was not explicitly written into the original conditions of approval, it has been added for further clarity. The Planning Commission and Staff recommend approval of the requested Conditional Use Permit for an electronic dynamic display sign at 2708 33rd Avenue NE with the following condition: 2 3 4 5 6 7 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 City Council Regular Meeting Minutes April 8, 2025 Page 3 1. Compliance with the operational standards of the code in Section 155.29, notably the requirements for monochromatic lettering against a solid black background, and dimming of the display during night hours, as well as other applicable code requirements. Also provided for Council review were Exhibit A: Application and Supporting Material and Exhibit B: City Council Resolution. Councilmember Jenson asked if the requirements are the same as the other churches that have put up dynamic signs, and Mr. Grittman stated they are the same. Councilmember Jenson stated he has no problem with this request. Mayor Webster noted this request is in line for what is in City Code. Councilmember Doolan stated she watched the Planning Commission meeting and Mr. Grittman did a good job explaining the different lighting on the sign. Motion by Councilmember Elnagdy, seconded by Councilmember Jenson, to approve Resolution 25-026 a Resolution Approving a Request for a Conditional Use Permit for an Electronic Dynamic Display Sign at 2708 33`d Avenue NE in the R-1 Single Family Residential Zoning District subject to conditions. Motion carried 4-0. IX. GENERAL BUSINESS OF COUNCIL. A. Fire Department Annual Report. Fire Chief Izzy Diaz presented a PowerPoint of the 2024 Fire Department Annual Report. The presentation included Department Organization, Staffing and Promotions, Apparatus Update, 2024 Calls for Service, 2024 Calls Overview, 2024 Response Breakdown for Calls, 2024 Multiple Calls Response, 2024 Advanced Life Support (ALS) Data, 2024 Intervention Response Time, Code Committee, Housing and Rental Code, Fire Inspections: Commercial and Businesses, Public Safety Education, Community Engagement, Community Engagement: Giving Back, Training Overview, Social Media — Connect with Us, 2024 Accomplishments, Looking Forward: 2025-2026, and Stay Connected. The complete Annual Report can be viewed online at www.savimixom. Deputy Chief Maddie Jaros was also present. Mayor Webster thanked Chief Diaz and Deputy Chief Jaros for the presentation. Councilmember Jenson referred to the organization chart and asked who the full-time personnel were and Chief Diaz noted the ones at the top of the chart are full-time personnel. Councilmember Jenson thanked Chief Diaz for the detailed report. Councilmember Elnagdy thanked Chief Diaz for the report. City Council Regular Meeting Minutes April 8, 2025 Page 4 2 Councilmember Doolan thanked Chief Diaz for the presentation and noted it is a great 3 representation of the volume of work done. The same number of people are delivering more than 4 twice the number of calls. She appreciates the extra training hours provided. She also appreciates 5 the continuous improvement efforts and advanced ALS training. 6 7 Mayor Webster agreed with the Councilmembers' comments. She commended the department on 8 the training hours and also on community engagement. Mayor Webster thanked them for their 9 quick response time to calls. She appreciates the mutual aid support that is provided. Chief Diaz 10 will appear at the Council Work Session in two weeks to provide more details on the annual 11 report. 12 13 B. Energy Action Plan. 14 15 Sustainability Coordinator Minette Saulog reviewed the Energy Action Plan, developed through 16 our participation in Xcel Energy's Partners in Energy program, was introduced at the March 25, 17 2025, City Council Work Session. Partners in Energy staff and City Staff have taken Council's 18 comments and feedback from that meeting to make a few adjustments and deliver a final draft. 19 20 An 18-month implementation period will begin after the plan is adopted. During this time, 21 Partners in Energy will directly support our City's efforts to make progress on the strategies in 22 the plan. The Memorandum of Understanding outlining how the City and Partners in Energy 23 will collaborate on implementation efforts was provided for Council review. 24 25 Staff recommends the City Council adopt the Energy Action Plan and requests authorization for 26 the City Manager to sign the Memorandum of Understanding to continue the implementation 27 work with Partners in Energy. 28 29 Ms. Saulog reviewed a Power Point presentation titled Energy Action Plan which included the 30 Purpose, Timeline, Energy Action Plan Vision and Goal, Focus Areas — Energy Efficiency, 31 Renewable Energy, and Electrification, Energy Efficiency Goal for Residential and Commercial, 32 Energy Efficiency Strategies, Renewable Energy Goal for Residential and Commercial, 33 Renewable Energy Strategies, Electrification Goal, Electrification Strategies, and 34 Implementation Support. 35 36 The Next Steps are: 37 • April 8, 2025 — Final Energy Action Plan adoption. 38 • May 2025 — November 2026 — Implementation phase with Partners in Energy Support. 39 • December 2026 — Onward — St. Anthony Village would become a Graduate Partners in 40 Energy community; ongoing growth and progress for energy initiatives. 41 42 Councilmember Jenson noted the planning process will end in November 2026 and asked if that 43 will include what homeowners can do to participate, and Ms. Saulog stated they will have 44 results. She noted the energy efficiency goal is 75%, which is much higher than the electrification goal. Councilmember Dolan asked about the renewable energy goal. Community Facilitator, Megan Weck, stated the goal is 12 subscriptions a year. Councilmember Doolan appreciates the community opportunities. She asked if a church is interested in doing an energy audit, how do they get started. Ms. Sofia Troutman from Xcel suggested they check out the nonprofit energy savings,program. Councilmember Doolan asked if someone buys an electric vehicle or does an electrification, are they automatically eligible for cost savings. She asked if this program will help people get the most from rebates. Ms. Saulog stated that electrification is more about changing from natural gas to electricity rather than vehicles. They can include information on electric vehicles. Ms. Troutman stated that sometimes the contractor may take off the rebate from their cost or they may apply for the rebate for the purchaser. Mayor Webster commented that she appreciates the strategy of the Home Energy Squad and appreciates the fee is reduced based on a family's income. Motion by Councilmember Doolan, seconded by Councilmember Jenson, to adopt the Energy Action Plan for St. Anthony Village. Motion carried 4-0. a. Resolution 25-027 — Approving a Memorandum of Understanding [MOU] with Xcel Ener v for the Partners in Energy Implementation Plan. A copy of the Memorandum of Understanding was provided for Council review. Motion by Councilmember Jenson, seconded by Councilmember Elnagdy, to approve Resolution 25-027 — Approving a Memorandum of Understanding (MOU) with Xcel Energy for the Partners in Energy Implementation Plan. Motion carried 4-0. C. Ordinance 2025-01 — Regulating the Sale of Tobacco and Related Devices and Products. City Manager Charlie Yunker reviewed the Ordinance 2025-01 An Ordinance Regulating the Sale of Tobacco and Related Devices and Products. The presentation provided by the Association for Nonsmokers -MN was provided for Council reference. This is the Final Reading and adoption of the Ordinance. Motion by Councilmember Elnagdy, seconded by Councilmember Doolan, to adopt Ordinance 2025-01 — Regulating the Sale of Tobacco and Related Devices and Products. Motion carried 4-0. D. Motion by Councilmember Jenson, seconded by Councilmember Elnagdy, to approve Resolution 25-028 — Approving Summary Publication for Ordinance 2025-01. Motion carried 4-0. E. _Ordinance 2025-02 — An Ordinance Amending the St. Anthony City Code. By Amending Sections of the City Code Relating to Administration Permitting and Fees Sigpake. Natural Landscapes, Transient/TemporaryTransient/Temporary Business Licensing. Performance Standards Permitted Uses. Temporary Signs, Dangerous Animals Recreational Fire Nuisances. and Land Use Enforcement and Compliance. City Planner Steve Grittman reviewed this Ordinance presents the second reading of a series of proposed code amendments for consideration and discussion. This version continues to show redlininri to identify the changes from current code, with yellow highlighting to identify updates made for prior versions, and blue highlighting for changes since the Council's first reading on March 25, 2025. Only the first section relating to Fees (and the ability of a pennittee to request an extension) required amendment per the comments made at the first reading. The code sections are summarized briefly to assist in the Council's discussion and review, and notations are made reflecting the comments from the prior reviews. Mayor Webster stated the public hearing was held on January 21, 2025, at the Planning Commission Meeting. Councilmember Doolan thanked Mr. Grittman for his due diligence on the time extension. She appreciates the thorough discussions the Council had. Motion by Councilmember Elnagdy, seconded by Councilmember Doolan, to approve Second Reading of Ordinance 2025-02 — An Ordinance Amending the St. Anthony City Code, by Amending Sections of the City Code Relating to Administration, Permitting and Fees, Signage, Natural Landscapes, Transient/Temporary Business Licensing, Performance Standards, Permitted Uses, Temporary Signs, Dangerous Animals, Recreational Fire, Nuisances, and Land Use Enforcement and Compliance. Motion carried 4-0. F. 2025 Goals Update. City Manager Yunker provided detailed updates on the 2025 Goals Chart. Councilmember Jenson asked why the change for the headcount number to 30 as it was previously 29 in other discussions. This was a lot of progress in 3 months. Mayor Webster stated she recalled the number to be 29 and wonders if that includes retirements. Mr. Yunker noted when a cadet is used they are not guaranteed a position. X. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. City Manager Yunker had no report. Councilmember Doolan stated she supported a bill to the Met Council on the BRT on Lowry. Councilmember Jenson stated on March 27, he attended the Board of Directors Meeting for Northeast Youth and Family Services. On April 6, he spoke to a couple from Falcon Heights who participated in Coffee with Police Officers in Falcon Heights. They were very impressed with the St. Anthony Police Officers and they are glad to be back with St. Anthony Policing. Councilmember Elnagdy had no report. Mayor Webster stated on April 5, she participated in the celebrity race of the Cub Scouts Pinewood Derby at Faith Methodist Church. The Police Department took first place. She attended the Spring Wine Tasting at the Marketplace Liquor Store. XI. COMMUNITY FORUM - NONE. No one appeared to address the City Council. XII. INFORMATION AND ANNOUNCEMENTS. Councilmember Doolan announced the Chamber of Commerce Annual Meeting will be held on April 24, 2025, at Jax Cafd at 5:30 p.m. Within the next few weeks, we will start seeing Flyers posted for the Earth Day Cleanup in the Parks. There are a number of community organizations that are planning different kinds of clean- up events and other programs to get people engaged in doing something good. A. Future Agenda Items. The next Work Session Meeting and Regular Council Meeting will be held on April 22, 2025. XIII. ADJOURNMENT.
