CALL TO ORDER:
Mayor Wendy Webster called the Work Session to order at 5:30 p.m.
1.Approval of CC WS Meeting Minutes

Minutes
Motion by Councilmember Doolan, seconded by Councilmember Jenson to approve the City Council
Work Session Minutes of April 22, 2025 and the City Council Work Session April 29, 2025 as presented.
2.Work Session Topics
A.Student Community Development Project Presentations
Mayor Webster welcomed the students and Ms. Kruger to the meeting. Mayor Webster invited Ms.
Kruger to describe the scope of the student’s projects to the Council.
Ms. Kruger explained that that she teaches a Capstone course were students are tasked with a K2A
Project – or Knowledge to Action Project. These projects are designed to encourage students to problem
solve with ideas and action steps. This year, the students were assigned to propose a development at
3803 Stinson Boulevard, a city-owned property that is currently undeveloped. Ms. Kruger described the
project, explaining that the students were tasked with proposing an idea for the site, understanding
existing challenges, engaging with stakeholders, and create a presentation to communicate their
proposed solution and opportunity.
Five student groups had the opportunity to present their proposals. Proposals including a community
garden, a community café, a pet shelter and activity center, a recreation center, and a library. Council
members asked questions for each student presentation.

Mayor Webster and the Councilmembers thanked the students for attending the Work Session and
commended them for their hard work and creativity.

The next work session will be held on May 27, 2025.

Request: Rental Housing Discussion
BACKGROUND/OVERVIEW
The pursuit of affordable housing options has been a part of the City’s goal setting over the past several
years. The discussion has included a broad range of approaches and topics, among them management
of rental housing (primarily single family housing), policy approaches to inclusionary zoning, financial or
other incentive options, land use policies (for both private and publicly owned land, and others.
To sharpen the focus of the ongoing discussion, staff has prepared this overview by general topic, along
with consideration of separating individual topics into shorter- or longer-term work planning.
Near Term Focus (2025)
In the near term (and specifically for the May 27 Worksession), the following items are proposed to be
addressed, based on prior discussion and background developed to date, as updated:
1.Corporate ownership of single-family rentals
a.Identified concerns during previous work session discussions
i.Led to consideration of Short-Term rental prohibition and Long-Term rental caps
b.Identify a consensus threshold if appropriate
Next steps: Consider ordinance amendment(s)
2.Short term rentals
a.Confirm prohibition strategy
Next Steps: Prepare and present ordinance amendment(s) for public hearing
3.Long term rental of single-family homes
a.Discuss possible cap of total single family rentals
b.Note – Champlin, West St. Paul, Anoka use 10% as a cap on SF rentals
c.Note – Columbia Heights uses a sliding scale (approx. 10%) based on number of lots
d.Implementation strategy if pursued
i.City wide percentage
ii.Sub-district percentage or scale
Next Steps: Consider ordinance amendment or policy adoption
Upcoming Focus (2026-2027)
In pursuit of the City’s aforementioned affordable housing goal, the Near-Term items described above
can be considered an immediate approach to put safeguards in place. As affordable housing is a complex

topic that requires a multi-faceted approach to address, next the City could consider different types of
policies and whether they would be a good fit for the City. The following are types of policies that the
City could consider:
1.Affordable Housing Policy (for new high-density residential developments)
2.Financial Assistance Policy (TIF, etc.)
3.Tear-down/Replacement Policy
If interested, the City could pursue participating in other agencies’ programs, such as Hennepin and
Ramsey County, the Metropolitan Council or the State. Any policy or program would prepare the City for
the future, including Comprehensive Planning.
Future Focus: (2028 beyond)
Over the next few years, the City will be updating its Comprehensive Plan per Met Council requirements,
with a “final” draft due by June 2028. This Plan update will entail a more extensive policy discussion,
including affordable housing (and housing generally), and integrating sustainability, public services, and
other aspects of municipal planning. With this effort, the following considerations are proposed to be
integrated into an ongoing policy discussion, then incorporated into the 2050 Comprehensive Plan
Update.
1.Accessory Dwelling Units (ADUs)
2.Inclusionary Zoning for new residential
3.Other Land Use Issues
4.Regulations and Ordinances as identified
RECOMMENDATION
Staff recommends discussion and direction on the near-term housing topics (2025-2026) as discussed
above. Each of the topics would be implemented through amendments to the City Code. If consensus is
reached on any or all of the items, staff would anticipate public hearing(s) before the Planning
Commission later this summer, followed by City Council consideration. Any additional research that
would be necessary to support a final consensus could be undertaken over the next month or two prior
to ordinance drafting and review.
For the 2026-2028 items, staff recommends continuing to gather information and/or other research in
preparation for the Comprehensive Plan process. Direction from Council or Planning Commission as to
topics for further research is welcomed, and would be incorporated into those discussions.
