7 Chair Webster called the meeting to order at 9:15 p.m.

17 Motion by Commissioner Jenson, seconded by Commissioner Elnagdy, to approve the April 22,
18 2025, Housing and Redevelopment Authority Agenda as presented.

A.24 H.R.A. Meeting Minutes of February 11, 2025.

26 Motion by Commissioner Jenson, seconded by Commissioner Doolan, to approve the Consent
27 Agenda as presented.

VI.33 GENERAL POLICY BUSINESS OF THE H.R.A.

A.35 HRA Resolution 25-05 – Approving the Contract for the Removal of Underground
36 Storage Tanks and Site Cleanup at 3803 Stinson Boulevard (Former Bear Stop Filling
37 Station).

39 Executive Director Yunker reviewed the bids were received for the Underground Storage Tank
40 System and Fuel Island Canopy Removal at the Former Bear Stop at 3803 Stinson Boulevard.
41 The bids were opened and read aloud. Five bids were received. The bids were checked for
42 mathematical accuracy and tabulated. The low bid was submitted by Rachel Contracting LLC
43 (Rachel) of St. Michael, Minnesota in the amount of $59,100. Staff recommends the HRA
44 consider these bids and award a contract in the amount of $59,100 to Rachel based on the results
45 of the bids received. The work should be completed by the end of May.

47 Commissioner Elnagdy asked what criteria is used when selecting the lowest responsible bid.
48 She noted Rachel Contracting has horrific reviews online. Some of their numbers seem crazy
49 compared to the numbers from the other contractors. She asked if there is a mechanism for re-

1 evaluating the lowest bidder. Mr. Yunker stated WSB looks at the bids and the City trusts their
2 judgment. If a bid does not meet the standard, they are not considered.

4 Commissioner Doolan asked what state the site will be left in when the work is done. Mr.
5 Yunker stated it will be a compacted fill with the canopy removed.

7 Motion by Commissioner Doolan, seconded by Commissioner Randle, to HRA Resolution 25-05
8 –A Resolution Approving the Contract for the Removal of Underground Storage Tanks and Site
9 Cleanup at 3803 Stinson Boulevard (Former Bear Stop Filling Station) to Rachel Contracting
10 LLC in the amount of $59,100.
